Meteorological Trainer: Regional Training Centre

Meteorological Trainer: Regional Training Centre

Job Summary:
The position of Meteorological Technician Trainer is mainly responsible to facilitate meteorological
training within the South-African Weather Service (SAWS) Regional Training Centre (RTC).
Meteorological training includes theoretical and practical training based on the Basic Instruction
Package for Meteorological Technicians (BIP-MT) of the WMO, comprising of Meteorological concepts,
circulations Coding synoptic and aviation messages, as well as WMO competencies, quality control of
climate data and research related training. Training will be conducted according to the specifications
of the qualifications: Occupational Certificate: Meteorological Technician, Occupational Certificate:
Aviation Meteorological Observer and the National Certificate: Weather Observations. The incumbent
will also conduct continuous training of meteorological personnel within SAWS and beyond. The
Meteorological Trainer is further expected to develop and enhance the courses according to WMO
qualification and competency requirements, ICAO competency requirements, and the needs of
internal and external stakeholders.

Key Performance Areas:

  • Deliver theoretical lectures and practical training to students of the Regional Training Centre
  • Develop and enhance courses of own responsibility within the National Certificate: Weather
    Observations of SAWS and to assist in other courses of the National Certificate: Weather
    Observations, when required
  • Design, develop and deliver online, face to face or blended learning courses to commercial clients
  • Design, develop and deliver short courses and blended courses for the continuous training of
    personnel in Meteorology.
  • Transfer all courses of responsibility onto the Moodle distance learning platform for online
    training delivery and keep them updated.
  • Manage the administration of courses of own responsibility, including commercial courses, on the
    SAWS online learning platform.
  • Receive and respond to meteorological enquiries.
  • Identify risks within RTC and needs for procurement, etc.
  • Network with other external stakeholders, especially training institutions, and with internal
    stakeholders, where applicable.
  • Actively participate in the continuous training/training needs analysis of Meteorological
    Technicians in South Africa, South African Development Community (SADC) region and beyond
  • Administrative duties, including training needs analysis, student and monthly training reports sent
    to the Qualification Manager: Observations.
  • Knowledge of all Regional Training Centre regulations, WMO competency requirements for
    Meteorological Technicians, as well as South African National Qualification Framework prescripts
    under the relevant Quality Council.
  • Stay abreast with developments in the meteorological environment.
  • Perform scientific research in the field of interest, to become a specialist in a certain
    Meteorological field.
  • Act as research leader for students within the National Certificate: Weather Observations course.
  • Participate in Assessor and Moderator training and any other training required as per personal
    development plan.
  • Assist to maintain the Total Quality Management platform of RTC with respect to courses of own
    responsibility and for other areas when required to do so.
  • Be actively involved in other research and international programmes because of the person’s
    expertise.
  • Represent the Regional Training Centre in an area of specialization on the activities of Regional
    and International Meteorological bodies when required to do so.
  • The incumbent shall keep abreast with the developments in SAQA and relevant Sector Education
    and Training Authority (SETA) as well as the Quality Council for Trades and Occupations (QCTO)
    and be actively involved with the above-mentioned process.
  • As part of a WMO recognised RTC, stay abreast with the latest developments in the field of
    Meteorological Technician such as all relevant Meteorological Technician competenciesto be able
    to give effective training.

Minimum Requirements:

  • An appropriate 4-year tertiary qualification in Atmospheric Sciences or Meteorology, i.e. a BSc
    (Hons) in Meteorology or Atmospheric Sciences.
  • A minimum of 2 years’ work experience within the meteorological observation practices.
  • Excellent knowledge and proficiency in weather observations, including Aviation Observer
    Competencies, and quality control of climate data.
  • Fluency in English.
  • Knowledge of electronics would be an added advantage.

The South African Weather Service (SAWS) invites applications for eighteen months (18) Work
Integrated Learning Programme.
We are looking for TVET College Learnersto join our Work Integrated Learning Programme in the
following field:

  • Management Assistant N6 – 1 Position – Ref: SAWSWIL 2025

Applicants must satisfy the following requirements:

  • An applicant must have just completed an N6 in the above-mentioned field ofstudy.
  • An applicant has been unemployed for a period of less than one-year after completion of
    the N6.
  • An applicant will be required to submit their Certificate of achievement and letter from
    college implying intent to complete/fulfil Diploma, on the SAWS recruitment portal ( CV
    must clearly outline ID, Address etc.)

partnership and subject-matter expertise on all employee and labour relations matters. The
role works closely with executives, HR Business Partners, and line leaders to foster a positive
employee relations climate, ensure compliance with labour legislation, and manage
constructive engagement with unions and employee representatives. This position plays a
pivotal role in mitigating ER risks, enabling organisational change, and strengthening the
overall employee experience.

Key Performance Areas:
Strategic Business Partnership

  • Partner with executives and business leaders to align ER practices with

Job Summary:
The Chief Forecaster is primarily responsible for providing expert scientific leadership for marine
meteorological forecast products and services at SAWS. S/he will ensure the highest technical
standards, regulatory compliance, and operational excellence in marine forecasts and warnings. The
successful candidate will maintain and build SAWS’s reputation as a trusted provider of marine
weather services, especially in high-impact marine event situations, while leading innovation through
advanced forecasting techniques such as Artificial Intelligence (AI) and machine learning.

Key Performance Areas:
The candidate will be required to:

  • Provide technical and scientific leadership for marine weather forecasting, ensuring the
    integrity and accuracy of marine products and services.
  • Introduce, maintain, and continuously improve a quality-assurance framework for marine high
    impact weather products.
  • Lead and conduct marine competency assessments, including marine forecaster training, in
    line with WMO recommended standards
  • Ensure marine forecasts, warnings, and services comply with national and international
    regulatory manuals and guidelines (WMO, IMO, IHO).
  • Represent SAWS in national and international marine meteorology forums, advisory/expert
    groups, and scientific panels.
  • Develop strategic collaborations with other meteorological and oceanographic institutions
    (locally and globally).
  • Drive peer-reviewed research, case studies, and scientific publications in marine meteorology.
  • Oversee the dissemination of marine weather forecasts to key stakeholders: shipping,
    fisheries, search and rescue, maritime authorities, ports, and others.
  • Champion the adoption of advanced forecasting technology (e.g., AI, Machine Learning) to
    improve marine forecasting skill.
  • Lead SAWS’s role as a Regional Specialised Meteorological Centre (RSMC) for marine services
    in its area of responsibility (METAREA VII).
  • Liaise with other RSMCs (e.g., La Réunion) and WMO marine working groups.
  • Contribute to WMO-level documentation on marine forecasting standards and practices.
  • Collaborate with other SAWS departments to monitor, improve and fully leverage observation
    and forecasting systems.
  • Promote the awareness of marine SAWS products and services to relevant stakeholders.
  • Supervise and mentor marine senior forecasters/forecasters: guide career development,
    forecasting performance, and professional growth.
  • Responsible for budget planning and monitoring for the marine forecasting services.
  • Oversee the marine forecasting services’ compliance with SAWS Total Quality Management
    (TQM) system.

Required Minimum Education/Training:

  • B.sc (Hons) in Meteorology, Atmospheric Sciences, Oceanography.
  • Registered for or completed an M.sc in Meteorology, Atmospheric Sciences, or
    Oceanography
  • WMO BIP-M requirements/Postgraduate Certificate in Weather Forecasting

Required Minimum Work Experience:

  • At least 5 years’ of experience as a Senior Forecaster.
  • At least 10 years’ overall technical experience in weather forecasting

Technical and Behavioural Competencies Required

  • Proficiency in high-level programming languages (e.g., Python, MATLAB).
  • Experience with numerical weather prediction models (NWP), and desire to learn more
    about coastal ocean modelling.
  • Strong project management experience.
  • Excellent analytical and creative thinking skills.
  • High emotional intelligence and leadership ability.
  • Innovative mindset, with proven record of leading new forecasting techniques/technologies.
  • Excellent communication skills (written and verbal) and formal scientific writing.
  • Mentorship and performance evaluation experience.

The position is a standard-office hours (08:00 – 17:00) but may require extended work hours during
periods of high impact weather events.
