The Housing Development Agency (HDA) is a national public sector development agency that inter alia has the mandate to identify, acquire, prepare and develop suitable land for human settlements. The Agency also undertakes the programme and project management for development of housing and human settlements. The HDA carries out its functions in partnership with a range of stakeholders including national, provincial and local government as well as with communities, developers and financiers. Established in 2009, the Agency was established by an Act of Parliament in 2008 and is accountable through its Board to the Minister of Human Settlements.

The HDA has the following 6 months temporary contract Position:
Temporary Project Administrator: Eastern Cape
Location: Eastern Cape
Reporting Line: Project Manager
Contract duration: 6 months
Reference: HDATPM001
Main Purpose: To provide effective site coordination and communication support to facilitate and enable the effective take-over and handover of sites
Key Performance Areas:
- Meeting Management
- Arrange and facilitate all site / technical and allocation meetings.
- Arrange and facilitate relationship meetings between the contractors and beneficiaries in matters relating to rectifying defects.
- Arrange and facilitate all meetings that lead to the successful completion of the project.
- Project Coordination
- Plan and coordinate inspections as per the Clerk of Works projections.
- Coordinate the collection and collation of project documentation.
- Coordinate the collection and collation of subsidy documentation from the contractors.
- Implement Project Managers communication plan.
- Coordinate on site activities of donor programmes.
- Coordinate and assist in the collation of all project documentation from contractors
- Unit handover / takeover
- Arrange and coordinate the takeover of units, keys, certificates etc.
- Arrange and coordinate handover of units, keys, certificates etc.
- Coordinate training of residents.
- Coordinate all installations of technical items after beneficiary handover.
- Manage relationships between contractors and beneficiaries relating to rectification of defects.
- Qualifications and Experience
- A relevant Diploma in Built Environment or equivalent.
- 2-3 years’ experience in a similar role.
- Competent in MS Project, Outlook, Excel intermediate and Word intermediate.
Remuneration Scale: R28 566.66 – R35 709.42 per annum (all-inclusive package)

The HDA has the following Six (6) Months Temporary position:
TEMPORARY CONTRACT OFFICER
Location: Head office, Johannesburg
Reporting Line: Contract Management Specialist
Remuneration Package: R37 775.00 – R47 218.00 (monthly)
Reference: HDACO2
Main Purpose: To manage and implement effective SCM policies and practices within the HDA.
Key Performance Areas:
- Contract Management System:
- Conduct SCM compliance checking of contracts that have been awarded and contracts on
the contracts register to ensure compliance with the SCM policy. - Loading of contracts onto the contract management system.
- Maintain the contract register for tenders through updating the register with all contract
changes monthly. - Verify documents received against contract checklist.
- Follow up on outstanding contracts and all relevant documentation.
- Inform end users about contracts that are about to expire and action that must be taken.
- Compile letters of termination for contracts
- Update contracts register with all required information and make sure that the register is up
to date at all times. - Safekeeping and filing of all contracts (both physical and on system)
- Populate standard contracts and addendums with required information for approval.
- Ensuring that the addendums are fully signed by all parties
- Loading of approved contracts on Accpac and Document management system (TGIS).
- Compile the register for all procurement by other means (Single source, Sole Source,
extensions and variations).
- Supplier/Service Provider Management:
- Address any supplier database errors with the Procurement Administrator
- Approve the sharing of the HDA service providers and preferred suppliers with all HDA staff
through the intranet. - Manage the validity of compliance data for preferred suppliers through ensuring that relevant
documentation is provided and updated annually
- Reporting and Administration:
- Draft reports as required including:
o BEE and SMME reports
o Contract register reports. - Undertake all required administration as necessary
- Qualifications and Experience:
- Degree in Supply Chain, Logistics, Procurement or equivalent
- Minimum 3 years’ contract management experience
- Minimum 3 – 5 years public procurement experience
- Understanding of legislation that regulates the procurement of goods and services in the
public sector.
