Position Purpose

The DBAC & BSC Secretariat is a full compliance function that provides a holistic professional SCM advisory and administrative service to the Transnet Corporate Centre, the Procurement Operations and Central Category Management.

The role includes the provision of support to Procurement in order to ensure that it operates within the bounds of the Constitution, the PFMA, the prevailing policy framework and other empowering legislative provisions.

It ensures that good corporate governance, fairness and transparency prevails in the process pertaining to the sourcing of goods and services for Transnet Corporate Centre and transversal procurement done by Central Category Management.

The bid committee secretariat ensures that the bid committee members perform their duties efficiently, effectively and with integrity in accordance with applicable legislation and regulation.

The Bid committee secretariat is responsible for conducting induction and training of the bid committee members in order to understand their roles and responsibilities.

The Bid committee secretariat ensures that all bid committee members complete and sign all the necessary declaration and confidentiality and maintain records of the decision of the committee.

The Bid committee secretariat ensure that the bid committee members maintain the highest level of professionalism and the proceedings are not delayed unnecessary. 

The secretariat develops, maintains and implement a bid committee protocol across all procurement submissions to ensure they are in line with the Committee TORs and DOA

The secretariat ensure compliance with the bid committees TORs and SCM legislation in so far as the committee’s roles, responsibilities and authority is concerned.

The secretariat ensures the effective and efficient functioning of the bid committees, as well as participates in the auditing of procurement transactions from a governance point of view.

Position Outputs

1. Facilitating induction of new DBAC & BSC members. Ensures that members are appointed in writing and appointment letters are issued timeously. Assist with the appointment process before the beginning of the financial year. Ensure that members signed the appointment letters prior to the first meeting of the DBAC & BSC.
2. Preparation of Agendas for the meetings in conjunction with the Chairpersons and DBAC & BSC Members. ensure that all members receive meeting notification on time. Process and distribute all submissions/reports together with the agenda to committee members at least five working days before the actual meeting takes place. Request agenda item from the members timeously.
3. Taking accurate and complete minutes of the DBAC & BSC meeting as set out in the Terms of Reference to assist the Members and other stakeholders in implementing the decisions. ensure maintenance of minute books, registers and related confidential documentation. verify that the DBAC has been provided with all facts and all substantive documentation to enable effective and efficient. Give written feedback of all decisions taken by the Committee. Be responsible for all the administrative tasks of the Committee. co-ordination of the DBAC & BSC yearly calendar for scheduling meetings in alignment with the Corporate Calendar.
4. Monitor the attendance of DBAC & BSC member and prepare report for the Chairperson. Monitor the attendance of DBAC & BSC members and make recommendations regarding membership based on the trends in attendance. Adhere good corporate governance principles
5. Develop and maintain a system of compliance monitoring and reporting to ensure that the DBAC & BSC members operate within their mandate. Ensure that meeting is conducted in accordance with terms of reference. Ensure that members function within their mandate. Monitor the attendance of the DBAC & BSC members and prepare a report for the chairperson. Monitor the trends of submission and identify the sources of delay in finalising the awards or bottlenecks. Arranges sessions for DBAC & BSC Members to provide guidance in their duties, responsibilities and powers and make them aware of all the laws and policies relevant to the procurement process including advice on business ethics and good governance.
6. Keep and maintain proper records of the functioning of the DBAC & BSC: Ensure that TEAR report is properly completed with supporting documents. Assist in ensuring the information submitted to the committee is clear. Ensure that all the CBAC resolutions/ declaration of interest/ minutes properly kept for audit purposes

Qualifications and Experience

A degree or post graduate diploma in Administration (NQF Level 7), or LLB or Commerce or SCM is required.
A minimum of 4- 5 years secretariat/project administration or coordination experience is required, which includes: 2-3 years taking minutes and/or record keeping, and
Experience in Procurement/SCM public sector bid committees or governance, risk and/or compliance role will be an advantage.

Position Purpose

•To provide oversight on improving railway safety through optimisation of technology and engineering solutions in the rolling stock interfaces through:
•Promotion of innovative engineering and technological solutions to optimise workplace safety and safe railway operation

Position Outputs

2.Lead the development of strategic Railway safety risk management plans to as low as reasonably practicable in accordance with the “Hierarchy of Controls principles”. Provide input to ensure that safety is built in into the system design (rather than an addition later in the systems operational lifecycle) and provide expert advice to multiple disciplines i.e. Operations, Rolling stock, Railway Infrastructure, Technology Management, Human Capital, and Product lifecycle management.
3.Use industry standards and practises drawn from international, regional and national players to inform operational, engineering and technological options. 4.Promote the strategic intent of 4th Industrial Revolution and the TRIM safety principle of migrating from administrative controls and introduce the most effective engineering and technological controls to mitigate human error risks.
5.Participate in setting organisational-wide objectives and targets for Technical Engineering Safety and Quality, monitor and evaluate performance and report in pursuit of continual improvement. 6.Direct and monitor the development, implementation and maintenance of Technical Engineering Safety and quality management system (Facilitate the development of Policies, Procedures, Standards, and Guidelines to manage the risks within Transnet, other Operators, and neighbouring countries) in line with international and national best practice i.e.

9.Conduct Research and benchmarking with world-class organisations to drive innovation and identify relevant solutions for TRIM. 10.Promote and provide technical input into the selection of the technologies within the organisation, utilising relevant standards, technical risk assessments and compliance with legal obligations
11.Build capability (competent personnel, processes, procedures, standards and technology) to conduct technical railway occurrence investigations, systems review, occurrence data analysis, and provide technical input into high-level investigations, advice the organisation on technical solutions required to prevent or mitigate railway occurrences. Position Purpose

To implement RME safety, health and environment management system so that all railway construction and related activities are in compliance with the requirements of health, safety and environmental legislation and TRIM policies, standards and procedures.

Position Outputs

Provides support to the Project and Construction teams with respect to engineering and design matters on projects/programmes. He/she fulfils three main roles during the execution of a project/programme, namely Manager, Technical Leader and Communicator.

Manages the engineering effort of planning, resourcing and scheduling as well as providing technical leadership, coordination and integrating amongst the various disciplines and effectively resolving any engineering and design issues and conflicts that may arise.

Minimum Qualifications & Competencies: • A 4-year Engineering Bachelor’s degree: BSc Eng. / B Eng. or BTech Eng. (Electrical, Mechanical, Civil or Chemical). • Professionally registered as a Pr. • Develop, implement, and maintain a risk-based ergonomics programme throughout Transnet, and ensure that all workplaces and buildings comply with statutory requirements.
• Develop, implement, and maintain ergonomic Standard Operating Procedures (SOP) for all occupational hygiene surveys.
• Guide Transnet ODs to develop a risk-based ergonomics programme.
• Develop, implement and maintain a mentorship and coaching programme for up-and-coming occupational hygiene practitioners to ensure that ergonomics standards are not compromised or deviated from when carrying out ergonomic surveys
• Ensure that all occupational hygiene practitioners are provided with ergonomics training before an ergonomics assessment is carried out by them, to promote alignment, uniformity, and standardization in conducting surveys in line with ergonomics standards and best practices.
• Assist with the development, implementation, review and maintenance of Human Factors processes, procedures, guidelines and/or standards to promote efficient, effective, reliable, and safe operational areas.
• Raising awareness regarding ergonomic related hazards and the importance of compliance to policies, standards and/or guidelines, procedures, processes within Transnet corporate and operational environments.
• Collaborate with the relevant stakeholders to ensure that Transnet complies with the ergonomics statutory requirements.
• Conduct ergonomics related risk assessment and audits with appropriate interventions to ensure continual identification of risk areas and safety improvement initiatives.
• National and international benchmarking of best practices to improve Ergonomics Management within the corporate and operational environment.
• Coordinate research that will optimize the interaction between employees and their working environment.
• Participate and be actively involved in incident investigations and project management to influence the design and controls for the final products.
• Review the outcomes and effectiveness of the ergonomics interventions at regular intervals to ensure compliance to relevant legislation and to communicate any changes to the relevant stakeholders.
• Integrate ergonomics function within the Occupational Hygiene and Occupational Medicine functions to ensure that exposure data and medical surveillance outcomes are shared by both teams to continuously improve exposure controls and the development of Occupational Risk Exposure Profile (OREP).
ERGONOMICS COMMUNICATION
• Implement the ergonomics communication programmes across Transnet, communicate ergonomics monthly themes, champion awareness campaigns and assess for emerging trends. • Keep management and employees of Transnet informed on critical issues pertaining to ergonomics issues and drive knowledge, awareness and learning. • Monitor and ensure that the operating divisions comply with the Occupational Health policies, processes and procedure concerning the implementation of ergonomics requirements. • Responsible for communication initiatives and advice on ergonomics content development.
STAKEHOLDER RELATIONS MANAGEMENT
• Engage all key stakeholders on an ongoing basis and build trusted and valuable partnerships to establish sound relationships. • Collaborate with and build solid relationships with key stakeholders and other functional areas to enable insight, understanding and effective functioning.
GOVERNANCE, AUDITS AND ASSURANCE
• Take an active part in all Transnet, third party and customer audits/visits, following up and completing all corrective actions with regards to ergonomics non-conformances. • Conduct regular compliance assessments throughout the ODs to ensure compliance to the statutory requirements.

Qualifications and Experience

• BTech/B-Degree Occupational Hygiene or Human Factors/Ergonomics is required.
• Relevant postgraduate qualification in Human Factors/Ergonomics will be an added advantage.
• A minimum of 6 – 8 years’ relevant experience and registered as an Occupational Hygienist or an Ergonomist with Ergonomics Society of South Africa.
• Legal knowledge certificate in Occupational Hygiene.
• Be registered with the Southern African Institute for Occupational Hygiene (SAIOH) as an Occupational Hygienist or Ergonomics Society of South Africa.
• Additional qualifications and experience in Ergonomic improvement projects in an industrial environment will be an added advantage.
• Requirement of trust and honesty in the handling of Finances as per the National Credit Act Amendment 19.
