CEF is a Schedule 2 state owned diversified energy company reporting to the Department of Mineral & Petroleum Resources. The Mandate of CEF is to contribute to the security of energy supply of South Africa and the Region through exploration, acquisition, development, marketing and strategic partnership. JOB PURPOSE:
To execute procurement processes for goods and services for refinery operations, in accordance with approved sourcing procedures, support evaluation and contracting processes, and ensure accurate documentation and compliance with SCM governance requirements.
REQUIRED MINIMUM QUALIFICATIONS AND EXPERIENCE:
- National Diploma (NQF 6) qualification in Supply Chain Management / Procurement or equivalent qualification.
- A minimum of 5 years or more experience in procurement or supply chain management.
- Experience supporting RFQ and tender processes in a structured procurement environment desirable.
- Experience in the public sector procurement (State institutions including government departments) will serve as an added advantage.
- Bachelor’s Degree (NQF 7) qualification in Supply Chain Management/ procurement or equivalent will serve as an added advantage.
DESIRED ADDITIONAL SKILLS/ COMPETENCIES:
- Strong understanding of public procurement procedures and sourcing processes.
- Familiar with SCM governance requirements and procurement documentation standards.
- Knowledge on request for Quotation (RFQ) and tender administration processes.
- Basic understanding of contract administration principle.
- Experience on procurement systems and ERP platforms (SAP, Oracle etc).
- Knowledge on public procurement legislation and procurement process administration.
- Knowledge on bid documentation management.
- Demonstrated stakeholder coordination and communication.
- Skills on data accuracy and record management.
- Knowledge on procurement system utilization and supplier relationship management
KEY PERFORMANCE INDICATORS:
Procurement Process Administration
- Receive procurement requests from business units.
- Verify completeness of procurement documentation and specifications.
- Capture procurement requests in SCM systems.
- Initiate RFQ or tender processes in accordance with sourcing procedures
RFQ and Tender Documentation Support
- Prepare and distribute RFQ and tender documentation to suppliers.
- Maintain bidder communication records and submission registers.
- Ensure required procurement documentation is complete and compliant.
- Provide guidance to bid committees and end-users.
Bid Evaluation Coordination
- Facilitate logistics for mandatory and technical evaluation processes.
- Compile evaluation documentation and records.
- Consolidate evaluation outcomes for review by Senior Procurement Officer.
Supplier Documentation Management
- Maintain supplier documentation and procurement records.
- Verify compliance documentation for suppliers (tax clearance, registration etc.).
- Maintain procurement audit trails and document repositories
Contract Administration Support
- Capture contract information within procurement systems.
- Monitor contract start dates and documentation completeness.
- Support contract utilisation tracking and reporting

- Track the status of procurement processes and update internal tracking reports

Contract Register Administration
- Maintain and update the contract register for goods and services contracts
- Capture contract information including value, duration and supplier details
- Ensure contract documentation is properly stored and accessible
Contract Utilisation Monitoring
- Track contract utilisation against approved contract values
- Monitor contract expiry dates and notify relevant stakeholders
- Maintain records of contract amendments or variations
Supply Chain Documentation & Compliance Support
- Maintain procurement and contract documentation for audit purposes
- Support preparation of procurement and contract reports
- Ensure procurement records comply with SCM documentation standards

To apply specialised treasury knowledge to manage day-to-day liquidity and foreign exchange positions within approved treasury frameworks, analyse exposure and funding issues, optimise return on investments, and provide professional advisory input to support effective treasury operations.
REQUIRED MINIMUM QUALIFICATIONS AND EXPERIENCE:
- National Diploma (NQF 6) in Finance/Investments/Financial Analysis or equivalent qualification.
- Minimum of 5 – 8 years’ experience in a Treasury environment or similar role.
- 2-3 experience as a Treasury Dealer (Forex and Money Market) will serve as an added advantage.
- Experience managing USD/ZAR and other currency exposures
- Experience in money market dealing and liquidity management
- Understanding of SARB Exchange Control Rules
