Job Purpose
The Department of Cultural Affairs and Sport, Western Cape Government, has an opportunity for a suitably qualified and competent individual to coordinate the strategic and operational planning processes for the department and public entities.
Minimum Requirements
An appropriate 3-year tertiary qualification (National Diploma/B-Degree or higher); a minimum of 3 years relevant middle management level experience.

Key Performance Areas
Plan and manage the departmental strategic and operational planning processes for the department and public entities, including the Strategic Plan (SP), Annual Performance Plan (APP), and input into the Provincial Strategic Plan (PSP), including MTEC. Coordinate and facilitate the compilation of quarterly performance reports and annual performance reports. Facilitate the departmental Batho Pele and service delivery improvement initiatives; plan and manage the work of and account for the overall performance of the subdirectorate: people management and financial management.

Knowledge of the following: Policy formulation and analysis skills; Facilitation and presentation skills; Problem-solving skills; People management planning skills; Dispute resolution/conflict management skills; Interpersonal skills, research skills, the ability to interpret and apply relevant policies and procedures, including report writing/writing skills, analytical skills, understanding of Strategic Planning tools, i.e., SWOT analysis, theory of change, etc. Skills in the following: Numeracy, literacy, computer literacy, language skills, project management, accounting/finance/audit, and strategic planning.
Remuneration
All-inclusive salary package of R 932 292 to R 1 098 195 per annum (salary level 11).
Note on remuneration: Cost-to-employer (CTE) remuneration packages for certain occupation-specific dispensations (OSD), the middle-management service (MMS), and contract positions are inclusive of all costs related to service benefits or obligations, including basic salary, 13th check, medical assistance, housing assistance, pension-fund contributions, etc. MMS remuneration packages are flexible and may be individually structured as prescribed. Where remuneration is not indicated as CTE, employees’ service benefits or obligations are funded or co-funded in terms of the applicable prescripts or collective agreements.

Key Performance Areas
Manage engagements: Develop and maintain systems in the office of the chief director that will contribute towards improving efficiency in the office.
