ICT Security Administrator – (2 years Contract) (Centurion)

OVERALL, PURPOSE OF THE JOB

Responsible for implementing, managing, and maintaining the security measures that protect the organization’s ICT systems and infrastructure.

Security System Management

  • Configure, manage, and monitor security tools, including firewalls, antivirus software, intrusion detection/prevention systems, and encryption tools.
  • Regularly update and patch security systems to protect against vulnerabilities.
  • Monitor network traffic and system logs for unusual activity, identifying and responding to potential security breaches.

Access Control and User Management

  • Manage user access controls, ensuring that only authorized personnel have access to specific systems and data.
  • Regularly review and update user permissions in accordance with organizational policies.
  • Implement multi-factor authentication and other security measures to protect sensitive information.

Incident Response

  • Respond to security incidents, working to contain and remediate issues as quickly as possible.

  • Collaborate with other IT and security teams to analyze and resolve security incidents.

Security Audits and Compliance

  • Conduct regular security audits to ensure compliance with organizational policies and industry standards.
  • Assist in the preparation and execution of internal and external security audits.
  • Maintain detailed records of security activities and compliance status.

Security Awareness and Training

  • Assist in the development and delivery of security awareness training programs for staff.
  • Provide guidance and support to users on best practices for maintaining security.

Vulnerability Management

  • Perform regular vulnerability assessments and penetration tests to identify security weaknesses.
  • Work with the ICT team to remediate vulnerabilities and improve security controls.

Documentation and Reporting

  • Maintain detailed documentation of security configurations, procedures, and incidents.
  • Prepare regular security reports for management, highlighting key risks and mitigation efforts.

Requirements

Minimum Requirements 

  • National Diploma in Information Technology or equivalent and Related NQF level 6 qualification

Senior Manager: Aerodromes and Facilities (Centurion)

POSITION DESCRIPTION

Management of Operations

  • Set and monitor standards for Aerodromes in respect of civil infrastructure, electrical installations, aerodrome quality management system, Obstacles, Apron operations as well as Rescue and Firefighting Services.
  • Define the scope of oversight requirements, the scope of work, and the required resources.
  • Develop annual oversight plans and safety promotion plans. 
  • Provide oversight on work programmes and control performance.
  • Develop and maintain systems to measure that established standards are continually evaluated for process improvements.
  • Facilitate the implementation of a risk-based oversight process on all aerodromes and facilities functions and activities.
  • Exercise the powers delegated in terms of the legislation: i.e authorise, vary, or withdraw certificates, licenses and approvals in respect of aerodrome and facilities
  • Initiate regulatory review and submission to CARCOM.
  • Align compliance oversight processes to focus on:
  1. Technical installations
  2. Training standards of personnel maintaining those installations
  3. Processes and operations, and
  4. Maintenance of a Safety Quality System on aerodromes
  • Compile an effective and realistic manual of procedures.
  • Support the SACAA enforcement structure with the investigation and enforcement of reported cases of non-compliance.

Management of the Department 

  • Develop and manage the Departmental budget in line with the priorities of the department and organisation.
  • Controls and reports on expenditure for the Department in line with the PMFA and other applicable procedures.
  • Facilitates the acquisition of services and goods through applicable Supply Chain Management processes.
  • Set and monitor adherence to quality standards in all processes within the Department in compliance with ISO procedures.
  • Guide the identification, analysis, and mitigation of risks within the Department.
  • Assess exemption applications, conduct risk and compliance oversight, and make recommendations to the DCA.

Management of People

  • Ensure the appointment and retention of staff.
  • Institutionalise a high-performance culture to improve productivity and staff morale.
  • Facilitate individual and team development through:
  1. Coaching of staff
  2. Assisting them in the achievement of their agreed objectives

  • Participate in negotiations and act as liaison with stakeholders and industry bodies on behalf of SACAA.
  • Direct research effort on policy and regulatory changes and updates.
  • Act as liaison with relevant stakeholders on policy, regulatory, licensing, and changes related to aerodrome and facilities.
  • Develop a system and process to communicate and promote and sustain safety measures for aerodrome and facilities’ clients and stakeholders.
  • Represent South African interests in standards development for aerodromes.

Requirements

MINIMUM REQUIREMENTS

EDUCATION:

Bachelors degree in Civil Engineering or relevant NQF level 7

ADDED ADVANTAGE

Postgraduate degree in Civil Engineering or Management  or relevant qualification NQF level 8

EXEPRIENCE:

8 years experience in Aerodrome Safety 

5 years experience conducting Aerodrome Safety Oversight 

3 years management experience in  aerodrome safety

Description

Strategic Support to the SACAA Director of Civil Aviation and Board

Provide support to the Director of Civil Aviation through the implementation of Training Standards and Personnel Licensing programs required to ensure an efficiency and effectiveness in line with the SACAA’s mandate. This role focuses on establishing licensing of personnel, overseeing designated functions, conducting safety promotions, and international operations. 

Strategic Alignment

  • Manage and ensure the development of the overall Training Standards and strategy and management philosophy for SACAA.
  • Translate the SACAA vision and strategic objectives into – Safety Standards and Assurance imperatives and ensure oversight for the following Departments and the associated ICAO Annexes: 
  •  Aviation Medicine Department
  • Personnel Licensing Department

Ensure integration with other SACAA departments to effectively support the achievement of SACAA’s strategic priorities.

Manage and ensure the development and implementation of an annual operational plan that will effectively meet both the short and long-goals and strategy requirements of the division & organisation.

Manage and review operational performance against the plan 

Financial Management

Compile and manage the Safety Standards & Assurance budget annually for approval by Exco and the Board in line with the PFMA and other appropriate legislation, policies & procedures.

Manage expenditure and revenue in line with approved parameters, and report variances as required in line with the PFMA and other appropriate legislation, policies & procedures.

People Management

  • Manage and ensure the implementation of Safety Standards and Assurance development interventions aimed at institutionalising a high-performance culture and establishing a cohesive and positive working environment within SACAA to improve staff morale and increase productivity.
  • Oversee the mentoring and coaching of staff on an ongoing basis as required to ensure effective and efficient Training Standards and Personnel Licensing

Policy Development

  • Lead and manage regulatory reviews and submissions in terms of – Safety Standards and Assurance developments.
  • Serve as international representative of SA’s interests in standards development
  • Ensure consultation regarding policy development.

Proactively research, develop and establish the specified standards to be applied in planning, oversight, approval, evaluation, and issuance of aviation safety licenses & certification.

Operational Management

Ensure effective operational oversight of Training Standards & Personnel Licensing Division. Planning, establishing training standards and perform oversight for the following functions:

  • medical standards,
  • Licensing of personnel,
  • Oversee training organisations & FSTDs
  • Oversee designated and associated delegated functions,
  • Conduct safety promotions,
  • Investigate safety occurrences, and
  • Ensure representation on international forums
  •  Manage and ensure effective implementation and enforcement of – Training Standards & Personnel Licensing
  • Oversee international operations and relations.

Aviation Safety

To promote – Training Standards and Personnel Licensing to industry stakeholders.

Operations Promotion and Communication

Constantly ensure optimum internal and external communication on issues of – Training Standards and Personnel Licensing.

Requirements

MINIMUM

Pilot Licence (ATPL) or CPL plus commensurate aviation training or qualification
