Incumbent might be expected to travel locally and internationally for training on USG specific business systems, Might need to work overtime during financial year-end, during periods of high transactional volume and/or during periods required to develop SharePoint reporting tools.
Duties
This position is located at the Regional Financial Management Center at the US Embassy Annex Pretoria. The incumbent will be responsible for developing and implementing data analyses, data collection systems and data management strategies that optimize statistical efficiency and data quality. Scrutinizes information using data analysis and modelling tools from all ICASS service provider business systems and translates those insights into meaningful business strategies that enhance service provision and delivery to customers. This includes analyzing vast amounts of unstructured data to identify processing statistics, patterns and trends that will be presented to FMC and Senior Mission Management to assist with decision making regarding business strategies, process remediation and for general awareness on section / functional area efficiency. The incumbent is required to provide advice and/or recommendations to Mission Management, Constituent Posts and all other relevant internal / external contacts on a regular and recurring basis.
Qualifications and Evaluations
Requirements:
All selected candidates must be able to obtain and hold a:
- Public Trust security clearance.
All selected candidates will be subject to a background investigation and may be subject to a pre-employment medical exam.
Selected candidate must be able to begin working within a reasonable period of time 12 weeks upon receipt of agency authorization and/or clearances/certifications or their candidacy may end.
Education Requirements:
- University degree in Business Administration, Computer Science, Information systems, Data Analytics, or Business Management is required.

Experience:
- Three years of progressively responsible experience in Data Collection & Analytics, Interpreting, Analyzing, Reporting and Visualization for Finance, Budgeting, Accounting, Auditing, Economic and/or Business Administration with an emphasis on strategic planning and analytical reporting.
- Demonstration of advanced capabilities in SharePoint development, Power Automate, Power BI and Microsoft Office suite.
- Must possess strong numeracy and literacy skills, data analytics in a financial management environment and experience with Business Intelligence applications.
- Application of the above-mentioned guidelines requires considerable individual judgement.
- The variety and type of transactions processed requires a professional understanding of all USG Accounting / Vouchering / Cashiering / Reporting systems, policies and procedures.
- Potential conflicts will be resolved by the Head of Business Intelligence and Senior FMO.

Job Knowledge:
- Must possess a developed level understanding of the South African economy, prevailing business practices within the local business environment and operational understanding of local regulatory framework such as Protection of Personal Information Act (POPIA) when dealing with transfer / sharing of information with local business entities etc.

- Constant intellectual curiosity will assist the incumbent explore new data mining and visualization strategies and maintain relevance with ever-evolving business systems.
- Must have strong demonstrated interpersonal, analytical and presentation skills.
- Must possess problem solving and conflict resolution ability, work independently, deadline oriented and be able to carry out several complex projects simultaneously.
- Must have demonstrated strong communication (written, oral and presentation) abilities.

Skills And Abilities:
- Computer application literacy, MS Word, Excel, Access, PowerPoint, Project, Visio, Outlook and strong experience with SharePoint.
- Must be proficient with data preparation and be able to manage large unstructured data sets with the ability to convert them into organized and usable data.
- Must have experience with Statistical analysis which will be used extensively in predictive analytics.
- Incumbent should have experience with applied machine learning acumen to automatically detect patterns and trends in the data and expediting the process of harnessing meaningful insights.
- Must have strong data visualization skills to clearly display data and translate insights to a non-technical audience.
- Knowledge of data models and reporting packages.
- Knowledge and mastery of the application of a wide range of qualitative and quantitative (e.g., Using Departmental business / accounting / processing systems) methods for assessing and improving effectiveness.
- Able to effectively communicate formally and informally in writing and orally.
- Able to apply analytical and evaluative methods and techniques to solve problems and addressing issues.
- Able to create and utilize database systems to extract and synthesize date and information.
- Able to perform and manage multiple complex projects and tasks simultaneously.
- Able to assemble and analyze relevant facts and draw significant conclusions.
