STAFF VACANCY
HUMAN SETTLEMENTS AND LAND DEVELOPMENT

BUILDING CONTROL OFFICER

SALARY SCALE: R473 465.00 – R614 588.00
(TASK GRADE 13)

KEY PERFORMANCE AREAS

  • Manage and implement all
    operational aspects of
    the Building Control
    function within the
    Division Town Planning
    and Building Control in
    terms of the national
    building regulations and
    building standards act
    no. 13 of 1977, in
    conjunction with the
    Manager Town Planning
  • Ensure adherence to all
    aspects of the National
    Building Regulations and
    Building Standards Act
    no. 103 of 1977
  • Ensure adherence to all
    aspects of the Municipal
    By-law on outdoor
    advertising and signage
  • Undertake, coordinate all
    site and building
    inspections, as
    requested or required, in
    conjunction with the
    building inspector
  • Investigate all unauthorised
    building operations, as
    noted or reported
  • Arrange and chair the
    municipal building plans
    committee meetings
  • Prepare all building plan
    submissions for
    circulation and
    comments and prepare
    recommendation
  • consideration and
  • signature
  • Preparation of all reports
    and statistics relating to
    the operational aspects
    of the building control
    function as required
  • Take responsibility for all
    reporting and
    administration relating to
    the building control
    function as required in
    conjunction with the
    Manager Town planning
  • Prepare, manage and
    implement all aspects of
    the allocated budget, in
    conjunction with the
    Manager Twon Planning
    and Building Control
  • Ensure the implementation
    of all promulgated rates
    with respect to the
    building control function
    and the by-law on
    outdoor advertising and
    signage
  • Ensure enforcement of all
    applicable legislation in
    conjunction with the
    municipal law
    enforcement officers
  • Engage with officials,
    professional persons and
    members of the public as
    and when required
  • Manage the activities and
    all work functions of the
    building inspectors
  • Facilitate training and staff
    development

REQUIREMENTS

  • NQF level 6 within a building
    discipline of Civil Engineering,
    Structural Engineering,
    Architecture, Building
    Management, Building Science
    or Quantity Surveying
  • Knowledge and implementation
    of the NBR and SANS Code
    regulations and requirements
  • Computer literate (MS Office and
    Working knowledge of ArcGIS)
  • Code B driving license
  • Communicates effectively
  • Report writing skills
  • Able to establish rapport and get
    on with others
  • Attention to detail
  • Display consideration and
    assistance towards others

EXPERIENCE

  • five (5) years+ relevant
    work experience,
    preferably in a local
    government context
  • Have a thorough
    knowledge of
    SPLUMA,2013 and
    NBRBSA, 197

SUPERVISOR: REFUSE REMOVAL

SALARY SCALE: R420 534.00 – R545 882.00
(TASK GRADE 12)

KEY PERFORMANCE AREAS

  • Management of staff
    under section
  • Attend to public
    complaints
  • Ensure efficient and
    effective refuse removal
    and street cleaning
  • Manage removal of
    illegal dumping
  • Attend meetings
  • Compiling reports

REQUIREMENTS

  • Grade 12/Matric
  • Certificate in supervision
    course will be an added
    advantage
  • Unendorsed Code B
    driving license
  • Code 14 driving license will
    be an added advantage
  • Knowledge of the
    legislation regulating
    municipalities and other
    applicable prescripts
  • Leadership skills
  • Good supervising skills
  • Be able to work
    independently with minimal
    supervision.

EXPERIENCE

  • Three (3) to five (5)
    years’ experience in
    supervisory position
