The National Energy Regulator of South Africa (NERSA) is a regulatory authority established as
a juristic person in terms of section 3 of the National Energy Regulator Act, 2004 (Act No. 40 of
2004). NERSA’s mandate is to regulate the electricity, piped-gas and petroleum pipeline
industries in terms of the Electricity Regulation Act, 2006 (Act No. 4 of 2006), the Gas Act, 2001
(Act No. 48 of 2001) and the Petroleum Pipelines Act, 2003 (Act No. 60 of 2003). The structure
of the Energy Regulator consists of nine members, five of whom are part time and four, full time,
including the Chief Executive Officer (CEO). The Energy Regulator is supported by a secretariat
under the direction of the CEO. NERSA wishes to recruit personnel with appropriate
competencies in the following areas:

Requirements: * Bachelor’s Degree / B Tech Degree / Advanced Diploma (NQF 7) in
Economics, Accounting, Finance, Science or Engineering or an equivalent qualification as
recognized by SAQA * Minimum Eight (8) years’ experience in economic regulation of a network
industry, particularly tariff determination and implementation of regulations * A sound
understanding of regulatory policy in the South African context and of the South African
electricity, piped gas or petroleum pipelines industries are of great importance * Ability to advise
on rules development and assist in liaising with relevant government departments on the
development of regulations in the relevant industries * Experience in stakeholder liaison at
senior level as well as consultation processes in the context of economic regulation.

Purpose: The Advisor is functionally accountable to the Full Time Regulator Member primarily
responsible for Petroleum Pipelines Regulation (FTRM: PPR). The incumbent will assist the
FTRM: PPR to fulfil the mandate of the Regulator through conducting research, project
management, as well as advising on and reviewing complex regulatory matters related to:

Key responsibilities: the successful incumbent will be: * Processing tariff applications and
appeals in terms of the Petroleum Pipelines Act * Analysing tariff applications and recommend
decisions thereto in the form of license conditions * Implementing and maintaining the
regulatory financial reporting for the petroleum pipelines industry and ensure compliance
therewith * Developing and applying relevant regulatory and financial mechanisms and models *
Drafting, implementing and reviewing tariff approaches and methodologies for petroleum
pipeline, storage and loading facilities * Developing and maintaining a data bank of petroleum
pipeline, storage and loading facilities * Assessing security of supply and performing
environment scans * Interacting with licensees and other stakeholders as required from time to
time * Documenting PPR operating processes, recommend and implement efficiency
improvements * Advising the FTRM: PPR on all technical and other matters related to the
regulatory and governance activities incidental to the Member’s functions and activities *
Coordinating projects falling within the areas of responsibility of the Full Time Regulator Member
and assisting in the implementation of those projects * Assisting the FTRM: PPR with the
drafting and interpretation of documents incidental to the industry regulation of the petroleum
pipelines industry * Advising on rules developments and assist in liaising with relevant
government departments on the development of regulations in the relevant industries * Assisting
the FTRM: PPR to prepare submissions and attend meeting and events as required *
Accompanying the FTRM: PPR on technical visits and meetings with regulated entities or other
stakeholders and keeping records thereof * Interpreting and executing research assignments
concerned with the functions and activities of the FTRM: PPR as well as conducting best
practice assignments * Coordinating and maintaining research projects performed by
consultants, including terms of reference development and project management * Serving as an
investigator or case manager on complex or technical projects; public hearings; or tribunals,
consistent with the office of the FTRM: PPR.

Engineer

Department: Petroleum Licensing, Compliance and Dispute Resolution
Salary package: R837 499.00 – R1 053 994.00 per annum (CTC)

Requirements: * A Bachelor’s Degree / B Tech Degree / Advanced Diploma (NQF 7) in
Engineering as recognised by SAQA * Minimum Three (3) years relevant working experience
that can be applied in Petroleum Pipelines Regulation * Be familiar with the Petroleum Pipelines
Act and Regulations and Rules made under that Act * Experience or knowledge of petroleum
industry and/or technical standards * Experience in conducting technical audits * Experience in
regulation will be an added advantage

Purpose: Reporting to the Head of the Department Petroleum Licensing, Compliance and
Dispute Resolution: the incumbent will provide support to the Head of Department: PLC and to
colleagues in terms of the Petroleum Pipelines Act.

Key responsibilities: The successful incumbent will: Process applications for licences,
amendment of conditions and revocations as assigned by HOD Developing and implementing
mechanisms to ensure licensee compliance with the relevant legislation and licence conditions *
Receiving, analysing and investigating complaints and disputes submitted by industry
stakeholders, interested parties and licensee * Undertaking investigations and enquiries into the
activities of licensed and unlicensed petroleum pipelines facilities and report thereon *
Monitoring and providing regularly written reports on licensees’ compliance with applicable
legislation and their licence conditions * Implementing the Energy Regulator decisions regarding
complaints and disputes * Gathering relevant information on and maintaining a database of
licensees’ compliance history. Liaising with stakeholders, interested parties and licensees on
inquiries, disputes and complaints lodged with the Energy Regulator * Facilitating third patty
access to the licensed petroleum pipelines facilities * Conduct pre-licensing meetings * Conduct
ad-hoc projects and tasks as assigned by the HOD * Assist in providing support to the HoD:
PLC/Executive Manager: Petroleum Pipelines Regulation.
