Reporting Line: National Dialogue Project Lead
Location: Northern Cape

Main Purpose
The Provincial Co-ordinator is responsible for leading, coordinating, and monitoring
programme implementation across the Northern Cape. The role ensures alignment of
provincial activities with national priorities, strengthens stakeholder relations, and manages
communication, reporting, and visibility efforts to achieve measurable impact.
Key Responsibility Areas:
- Programme Implementation and Coordination
- Lead and oversee the roll-out of national or regional programmes within the
province. - Develop and monitor provincial implementation plans and ensure alignment with
timelines and outcomes. - Coordinate local-level delivery through district officials, implementing partners, and
community-based organisations. - Facilitate workshops, training, and community engagements to strengthen
programme ownership.
- Stakeholder Engagement and Partnership Management
- Establish and maintain strong working relationships with government departments,
municipalities, traditional leadership, civil society, and private sector actors. - Represent the programme in provincial stakeholder platforms and coordination
structures. - Serve as the primary liaison between the national office, implementing partners,
and provincial counterparts.
- Communication and Advocacy
- Develop and implement a provincial communication plan aligned with the national
communication strategy. - Prepare press releases, briefs, and updates for stakeholders and the media where
required. - Document and disseminate success stories, lessons learned, and case studies to
highlight programme impact. - Ensure consistent branding, messaging, and visibility of the programme in all
provincial activities. - Facilitate internal communication flows between the provincial team, districts, and
the national secretariat. - Support public engagements, advocacy campaigns, and awareness events that
promote programme goals.
- Monitoring, Evaluation, and Reporting
- Collect, analyse, and validate programme data in collaboration with M&E officers.
- Prepare and submit high-quality monthly, quarterly, and annual reports.
- Monitor progress toward targets and identify risks or implementation gaps.
- Recommend evidence-based improvements to enhance efficiency and impact.
- Operational and Financial Management
- Manage provincial budgets, expenditures, and procurement processes in line with
organisational policies. - Ensure compliance with financial and administrative procedures.
- Oversee logistical planning for workshops, meetings, and field activities.
- Team Leadership and Supervision
- Supervise and mentor district coordinators and support staff.
- Foster a culture of teamwork, accountability, and excellence.
- Support staff development and performance management
Minimum Qualifications and Experience
- Education: Bachelor’s degree in Public Administration, Development Studies,
Communications, Social Sciences, or a related field. - Experience: Minimum 3 years of experience in programme coordination,
communications, or stakeholder engagement, preferably within government, NGO, or
development sectors. - Demonstrated experience in managing communications and media relations at provincial
or project level. - Proven experience in working with multiple stakeholders and cross-sectoral partners
Remuneration Scale: R450 000 per annum (all-inclusive package)

Human Resources Administrator
Human Resources Administrator – R371 840.12 per annum (all-inclusive package)
Reporting Line: National Dialogue PMO Manager
Location: Rosebank, Gauteng
MAIN PURPOSE
To render a fully functional human resource management support services and payroll support
that will sustain the optimum utilisation of National Dialogue Human Resources.
KEY RESPONSIBILITY AREAS:
- PAYROLL, LEAVE ADMINISTERING AND MANAGEMENT
- Provide National Dialogue monthly payroll input to the HR Officer for administering
monthly payroll on SAGE VIP Premier payroll system and ESS for the organisation. - Provide ESS administration support to the department.
- Provide administrative support of SAGE VIP Premier.
- Facilitate resolution of payroll queries for the National Dialogue.
- Update all National Dialogue employee personal and payroll data (e.g., personal details,
next of kin, beneficiary forms and details). - Manage leave by approving leave, providing monthly leave recon to the line manager for
approval and flag abuse thereof. Identify leave and absenteeism trends. - Send necessary information and documentation to the HR Officer for final payroll
approval.
- ENSURE ACCURATE AND TIMEOUS REPORTING
- Provide input into the development of the HR plans.
- Provide input for HR Reports i.e., quarterly reports, equity reports, and skills development
reports, - Conduct biannual sample audits of employee files and HR database.
- Provide relevant data for reporting on HR section performance, highlighting issues to
improve and promote HR processes. - Providing day-to-day HR administration support to the department.
- Provide HR Document management and Filling.
- Provide HR project administration and coordination support.
- Provide secretariat support for internal HR meetings (EE, and other HR meetings).
- Provide support to the HR Manager on Sage evolution by loading requests and ensuring
that approval is sought. - Attend to HR queries but not limited to payroll, benefits and leave queries.
- EMPLOYEE LIFECYCLE MANAGEMENT
- Provide administrative support to the HR Manager and Executive Management team in
the implementation of end-to-end National Dialogue recruitment process from the
placement requisition to the final placement of the new employee as per the standard HR
policies and procedures of Nedlac. - Update and maintain all recruitment files
- Keep records of ND job profiles and competencies.
- TRAINING AND DEVELOPMENT
- Assist with arranging National Dialogue staff training sessions, workshops, and activities.
- Prepare, coordinate, facilitate, submit, implement, and report on Employment Equity,
Workplace Skills Plan and Annual Training Report (WSP/ATR) for Pseta in conjunction
with the HR Manager to ensure compliance. - Maintain training records.
- Submit quarterly ND training and development progress report.
- PERFORMANCE MANAGEMENT
- Assist with the coordination of the performance management process.
- Provide necessary awareness materials to managers and employees i.e., arrange
workshops, manuals, provide assistance or guidance where required. - Collate all completed performance reviews and prepare report summary to be submitted
to the HR Manager for review and approval.
MINIMUM EDUCATION AND EXPERIENCE
- National Diploma (NQF 6) in Human Resources Management, Business Management or
related Remunerations qualification. - 2 Years or more experience in a fully functional hr generalist role.
KNOWLEDGE AND SKILLS REQUIRED
- Knowledge of South African laws/HR compliance and regulations/Labour Laws, Tax laws
and regulations/OHS/POPI Acts/Human Resources Practices. - Excellent attention to detail and ability to work independently
- Computer (MS 0ffice) and Communication skills, Practical experience of HR Systems.

Social Media Coordinator
Social Media Coordinator (R350,000 per annum all-inclusive package)
Coordinates and implements the National Dialogue’s social media and digital communications
activities, including content development, digital campaign implementation, community
engagement, platform management, multimedia production and social media monitoring,
while ensuring consistent branding, public engagement and alignment with the National
Dialogue Communications Strategy
Key Responsibilities
- Social Media Management: Coordinate the day-to-day management of the National
Dialogue’s social media platforms by planning, creating, scheduling and publishing
engaging content across X, Facebook, Instagram, LinkedIn, TikTok, YouTube and other
approved digital platforms.
- Content Development: Develop compelling written, photographic, graphic and shortform video content that promotes the National Dialogue, increases public awareness
and encourages meaningful citizen participation.
- Digital Campaign Coordination: Support the implementation of integrated digital
campaigns by producing platform-specific content, coordinating campaign schedules
and monitoring campaign performance.
- Community Management: Monitor online conversations, respond to public enquiries,
manage audience engagement and escalate reputational risks or sensitive issues in
accordance with approved communications protocols.
- Live Event Coverage: Coordinate real-time digital coverage of National Dialogue
events, stakeholder engagements, media briefings and community activities through live
updates, photography, video and multimedia storytelling.
- Digital Monitoring and Reporting: Monitor social media performance, analyse
audience engagement and prepare regular reports containing performance metrics,
trends, insights and recommendations to improve digital communication effectiveness.
- Digital Asset Management: Maintain an organised library of digital assets, including
photographs, videos, graphics and multimedia content, ensuring compliance with
branding guidelines and records management requirements.
- Communications Support: Provide administrative and operational support to the
Communications Unit by assisting with content planning, editorial calendars,
stakeholder communication and other communications-related activities as required.
- Stakeholder Communication: Liaise with internal teams, service providers, content
creators and external stakeholders to coordinate digital communication activities and
ensure timely delivery of content.
Required Skills and Qualification
- Bachelor’s Degree or National Diploma in Marketing, Communications (Digital
Media/Digital Marketing Major) Digital Communications, Digital Marketing, Multimedia,
Digital Media or a related field.
Experience
- At least three (3) years’ experience in social media management, digital
communications or content creation. - Demonstrated experience managing organisational social media platforms across
multiple digital channels. - Experience in planning and implementing digital communication campaigns.
- Experience producing digital content, including copywriting, photography, graphic
design and short-form video. - Experience working within government, the public sector, civil society or development
programmes will be an added advantage.
Technical Skills
- Proficiency in Microsoft Office suite.
- Experience using social media management and scheduling platforms.
- Experience using Canva and/or Adobe Creative Suite.
- Basic photography, videography and video editing skills.
- Knowledge of digital analytics tools and social media performance reporting.
- Excellent written communication, editing and proofreading skills.

Supply Chain Management (SCM) Officer
Supply Chain Management (SCM) Officer (R500 287.06 all-inclusive package)
Coordinates and executes supply chain management and procurement activities for the
National Dialogue, including sourcing, purchasing, contract administration, supplier liaison,
and contract monitoring, while ensuring compliance with NEDLAC’s Supply Chain
Management policies and applicable legislation.
Key Responsibilities
- Bid Administration: Manage and coordinate the end-to-end bidding and quotation
process, ensuring compliance with SCM policies, legislative requirements, supplier
engagement, bid evaluation support and procurement administration. - Supplier Database Coordination: Maintain an accurate and compliant supplier
database by managing supplier records, verifying regulatory requirements and ensuring
the use of approved service providers. - Logistics Administration: Support inventory, consumables, and logistics management
processes by maintaining registers, coordinating goods distribution and resolving
logistics-related queries. - Monitoring of SCM: Monitor, evaluate and improve supply chain management
processes, vendor performance, compliance, risk controls including the implementation
of corrective actions. - Contract Administration: Administer contracts and contract records, support supplier
performance monitoring as well as ensure effective contract management processes are
maintained. - Administration Support: Provide administrative support to the SCM function through
document management, reporting, invoice processing, records maintenance and
backup activities. - Risk and Compliance Management: Identify potential procurement and contract risks,
consult with National Dialogue Secretarial Project Lead and ensure projects comply with
process discipline, legal and organisational standards. Maintain a master decision
register for the Project Lead. - Stakeholder Communication: Maintain regular contact with internal and external
stakeholders, resolve issues, and facilitate collaboration across departments.
Required Skills and Qualification
- Education:
o National Diploma (NQF 6) in Accounting/Commerce/Supply Chain Management/
Public Administration or equivalent NQF 6.
- Experience:
o At least 5 years’ experience in Supply Chain Management and Procurement.
o 3 Years experience working in Supply Chain Management and Procurement within
the Public Sector.
o Demonstrated experience in applying and ensuring compliance with
▪ Public Finance Management Act (PFMA) (3 Years);
▪ Preferential Procurement Policy Framework Act (PPPFA) (3 Years);
▪ Broad-Based Black Economic Empowerment (B-BBEE) legislation.
▪ Treasury Regulations, and other applicable Supply Chain Management
legislation and prescripts. - Technical Skills: SAGE Accounting System, Proficiency in Microsoft Office (Excel,
Word, PowerPoint) and project management software; knowledge of project
management methodologies. - Soft Skills: Strong organisational, analytical, and problem-solving abilities; excellent
written verbal communication; ability to work independently and manage multiple
