ROLE OVERVIEW

(as well as the assets’ sources, structure, classification and associations) as part of the data strategy to respond to emerging problem
statements and move toward desired strategic outcomes.

ROLE OVERVIEW
Reporting to the Senior Manager: Corporate Services, the incumbent will be required to provide effective and efficient Administrative
services to SALGA. To lead, direct and manage the function and its interventions through the implementation of processes, procedures,
systems and tools to ensure the efficient and effective delivery of relevant and best-fit solutions and services to enable the achievement of
strategic objectives. Functional areas include: Support Services (Reception, internal transport & courier services) ,Facility Management
(Contract management, Housekeeping and OHS compliance).

THE CANDIDATE PROFILE
▪ Sound understanding of policy and legislative frameworks in area of responsibility
▪ Knowledge of the SALGA business and sustainability requirements
▪ Understanding of project management principles
▪ Understanding of expense management principles and regulations
▪ Sound understanding of the policy, legislative and regulatory frameworks governing the professional discipline; and in particular those
applying to the LG Sector and SALGA
▪ Staying abreast of new developments in the area or responsibility
▪ Working knowledge of the developments (globally and in South Africa) in the related professional disciplines reporting to the position
▪ Knowledge of financial and facilities management principles
▪ Working Knowledge of SALGA Mandate, value chain, business model; and core business objectives

QUALIFICATIONS AND EXPERIENCE
▪ Relevant post-graduate qualification in Business Administration/ Public Management / Management at Hons level
▪ A SHE qualification will be advantageous

▪ At least 5 – 7 years’ relevant experience of which at least 3 years have been within a local government environment
▪ Minimum of 3 years’ experience in building & facilities management

KEY PORTFOLIO AND PERFORMANCE FOCUS AREAS

▪ Efficient and Effective Administrative Support Services: Provide leadership and guidance to provincial offices regarding the
implementation of general office administration services, policies, processes, systems, standards and procedures. Ensure an effective
and professional reception and call centre service that aligns with the SALGA brand. Overall management of the applicable facilities
management soft services such as: Physical security and guarding services. (Ensure occupant and visitor safety). Fire-prevention
Systems. Cleaning and Hygiene services, Office Plant services, Internal Catering, , Stationery, Office Keys and Access Cards, Access
Control & Parking, SALGA Pool Vehicles, Provision and maintenance of office furniture and office equipment.


▪ Efficient and Effective Facility Management Services: Provide leadership and guidance to provincial offices regarding the
implementation of effective facility management services, policies, processes, systems, standards and procedures. Conduct site
inspections. Oversee the daily operations of the facilities and buildings (facilities, parking, boardrooms, lounge, kitchen and gym) in
National Office and Monitor the quality of oversight of facilities in the provinces. Coordinate Property acquisition and/or disposal and
ensure the signature of mutually protective lease agreements. Maintain and monitor equipment in the building (e.g. fire extinguishers;
generators; water tanks etc.). Management of SALGA occupied buildings in terms of OHASA as far as structural aspects as well as
access by disabled is concerned. Completion and filing of shift, event management, accounting, incident and maintenance reports.

Provision of effective and efficient office accommodation and the maintenance thereof for National Office and Provincial Offices.
(Allocating and managing space within buildings). Touring the building and handling problems according to the policies and procedures
Conduct compliance audits and implement action plans for improvement (Compliance in terms of Occupational Health and Safety).


▪ Contract Management: Draft and develop new contracts as required. Check all new contracts for risk to SALGA, negotiate terms and
conditions to the benefit of SALGA as required, monitor validity of contracts and negotiate renewal terms and conditions or terminations.


▪ Expense Monitoring: Assist with the preparation of annual budgets and monitoring of the monthly expenditure in area of accountability.
Verify invoices and expenses requests against performance of suppliers/service providers and ensure compliance with SCM
procedures. Actively save costs in the area of responsibility. Monitor inventory of office supplies and the purchasing of new material
with attention to budgetary constraints. Monitor those values, administrative, fiscal, legal, evidential and/or informational, which justify
the indefinite or permanent retention of records.


▪ People management and promoting a high-performance culture: Manage and develop staff in the area of responsibility so that they
achieve their work objectives and work within an environment conducive to achieving required results.


▪ Stakeholder Management: Liaison with various stakeholders on matters relating to the roles and responsibilities of the Administration
Unit. E.g. National Treasury in terms of RT3 contracts relating to office equipment, RT5 contracts relating to courier services and RT57
relating to vehicles. Liaison with Landlords regarding the terms and conditions of Lease Agreements. Research and liaison with
Landlords / Consultants for the purposes of locating new office buildings where Lease Agreements expired. Liaison with various service
providers in terms of goods and services as required for the support service
