Human Resources Officer x2

CEF SOC is a Schedule 2 state owned diversified energy company reporting to the Department of Mineral Resources and Energy. The Mandate of CEF is to contribute to the security of energy supply of South Africa and the Region through exploration, acquisition, development, marketing and strategic partnership. KEY PERFORMANCE INDICATORS

Recruitment & Selection/HR Planning

  • Provide advice to line functions/departments in terms of staff planning and resourcing.
  • Assist Line Managers in ensuring that their department’s human resource plans are developed.
  • Responsible for the end to end recruitment process for vacant positions, including source candidates, interview and placement of suitable candidates.
  • Ensure that the filling of vacancies is in compliance with Employment Equity Act and CEF SOC EE targets and goals
  • Build relationship with counter parts in subsidiaries
  • Manage all on boarding and off boarding processes
  • Update a recruitment tracker

Performance Management and Development of Staff

  • Coordinate and conduct job analysis, profiling and job evaluation.
  • Ensure that positions are properly graded.
  • Provide guidance to line managers in developing job descriptions and ensure that the relevant jobs have been updated in the Board approved organograms.
  • Conduct organisational and climate survey.

Organisational Development

  • Coordinate and conduct job analysis, profiling and job evaluation.

Staff Training and Development.

  • Assist the OD& Training and Development Manager with conducting skills audit and ensure that training needs/gaps are identified and appropriate intervention provided.
  • Source and coordinate CEF’s training.
  • In conjunction with line managers and HODs ensure that training of staff is aligned to the departmental objectives and has been captured in the IDP’s
  • Prepare WSP and Annual Training reports for submission to SETA.
  • Perform Induction for new staff and exit interviews for staff leaving the organisation
  • Responsible for all arrangements for personnel attending courses
  • Arrange booking of courses at training venues
  • Update course attendance register
  • Update training expenditure monthly reports
  • Check that training venues are booked and ensure catering is arranged where required.
  • Coordinate with Training Provider and the OD & Training Manager to facilitate the issuance of training certificates.
  • Administration of Employee Financial Study Assistance and ensure that
  • Track and process the external bursary process

Policies and Procedures.

  • Ensure compliance with the policies.
  • Provide guidance and clarity on the interpretation of HR policies to line managers and employees
  • Assist HRBP with conducting training of new policies

Employee Relations/Wellness

  • Assist Senior HR Manager in promoting sound work relationship within the organisation.
  • Handle disciplinary and grievance sessions in liaison with the HRBP or ER Manager
  • Keep records of all Disciplinary and grievance processes including issuing of notices and appointment of chairpersons and investigators
  • Arrange annual employee wellness day and invite the service providers
  • Advice and assist staff on IR matters.
  • Facilitate the relationship between employees and the appointed EAP service provider.
  • Provide counselling to staff and where necessary refer them for professional advice.
  • Advice staff and management on HR related matters.

HC Administration

  • Prepare, monthly quarterly and Annual HR reports as well as statistics.
  • Participate in the automation process of HR department
  • Administration of Employee Engagements sessions
  • Ensure that personnel files are up to date and properly filed
  • Ensure that all documents in HR are properly filled
  • Assist the Internal and AGSA Auditors by tracking and providing requested information.
  • Process E-Workflow order requests.
  • Minutes taking in departmental meetings

BI Developer – Market Intelligence

 REQUIRED MINIMUM QUALIFICATIONS AND EXPERIENCE

  • Minimum 6-8 years of Business Analytics with 3 to 5 years specific experience as a BI Developer and at Specialist/ supervisory level
  •  Matric, Bachelor’s Degree (NQF Level 7) degree in qualification in Finance / Data science, Any additional qualification specific to energy sector is desirable
  • Honours (NQF Level 8) or postgraduate diploma (NQF Level 8) as an added advantage.
  • Experience with designing and developing BI reports based on needs analysis
  • Experience with SQL, ETL processes and data warehousing concepts
  • Experience integrating data from multiple sources (including financial databases, CRM systems and market research platforms)
  • Experience with predictive modelling and statistical analysis techniques

KEY PERFORMANCE INDICATORS

 BI Report development

  • Design, develop, and maintain comprehensive BI reports and dashboards that consolidate data from multiple internal and external sources.
  • Integrate diverse datasets (e.g., financial, market, operational) to create a holistic view of market trends, investment performance, and portfolio analytics.
  • Ensure data integrity and consistency across all reports, utilizing data cleansing and transformation processes where necessary.

Data Integration and Management

  • Extract, load, and integrate data from multiple sources such as financial databases (e.g., Bloomberg, Capital IQ), internal CRM systems, and external market reports.
  • Build data pipelines and automate data integration processes to streamline reporting and analysis.
  • Maintain data storage systems and ensure the accuracy and availability of data for reporting and analysis purposes.

Advanced Analytics and Insights

  • Perform advanced data analysis to provide insights into market trends, industry dynamics, and economic factors that influence investment decisions.
  • Use data visualization tools (e.g., Power BI, Tableau) to present complex data in an easily understandable format for stakeholders.
  • Develop key performance indicators (KPIs) and metrics that track the performance of the firm’s investments and market positioning

Support to investment team

  • Work closely with investment teams to understand their information needs and develop tailored BI solutions to support deal origination, due diligence, and portfolio management.
  • Provide real-time data insights that help inform investment strategies and identify emerging opportunities or risks.
  • Support decision-making by delivering ad-hoc analyses and customized BI reports as requested by senior leadership.

Data governance and quality assurance

  • Implement data governance practices to ensure data accuracy, reliability, and security in all BI reports and dashboards.
  • Perform regular quality checks on data and reports to maintain high standards of reporting integrity.
  • Ensure continuous improvement through technology and tools optimisation

Occupational Health Nursing Practitioner (OHNP) 6 Months Contract

The Mandate of CEF is to contribute to the security of energy supply of South Africa and the Region through exploration, acquisition, development, marketing and strategic partnership. It is derived from the CEF Act (No 38 of 1977) and the Ministerial directives issued thereafter.

REQUIRED MINIMUM QUALIFICATIONS AND EXPERIENCE

  • Minimum 4-5 years of which 3 years post registration experience in occupational health care
  • Matric and National Diploma or BCur Nursing/ B-Tech Degree/ Bachelor’s Degree (NQF Level 7).
  • Post Graduate Diploma in Occupational Health Nursing
  • Must be registered with South Africa Nursing Council (SANC) and South African Society of Occupational Health Nursing Practitioners (SASOHN)
  • Must have a Dispensing License
  • Certificate in Audiometry and Spirometry
  • Experience in an occupational health setting, preferably in the chemical industry added as an advantage
  • Valid driver license

Occupational Health and Safety Key Objectives:

  • Provide a comprehensive Occupational Health (OH) Service to the organization.
  • Conduct pre-employment, periodic, exit and transfer medical examinations, audiometry, spirometry and vaccinations on employees to ensure compliance with the Occupational Health and Safety Act and other related legislation.
  • Targeted employee health monitoring done in accordance with the risks to which each employee may be exposed and in keeping with the inherent requirements of the employee’s   job
  • Evaluate and treat and report Occupational injuries and illnesses under the supervision of the Company Doctor in an efficient and professional manner within the scope of practice and in line with clinical nursing guidelines and in keeping with the relevant legislation (COID Act, Occupational Health & Safety Act, The Nursing Act and The Medicines and related substances control Act).
  • Manage and conduct ill-health incapacity cases in line with relevant legislation and applicable Policies.
  • Conduct onsite health risk assessments to establish an exposure risk profile and adequate medical surveillance programmes.
  • Stock control and ordering of medical supplies according to Permit Regulations.
  • Keep abreast of the latest developments in Occupational Health and advise the organisation of any impacts and changes.

Establish and maintain accurate and effective systems

  • Maintain accurate and adequate records in line with the relevant legislation.
  • Capture data according to legal statutory requirements.
  • Filing and storing employee records to achieve quick access to information.

General

  • Develop and review and implement standard operating procedures to ensure adherence to relevant legislation.
  • Carry out the administrative and operational activities of the Clinic to ensure safe keeping of records and drugs while maintaining confidentiality
  • Responsible for capturing and reporting the statistics on injuries, occupational diseases, and sick notes to track the trends and identify areas of potential risk.
  • Provide health information, counselling, education and raise awareness to employees.
