Threat Risk and Vulnerability Assessment Specialist – Grade D3

An exciting vacancy exists at the Corporate Office for an Threat Risk and Vulnerability Assessment Specialist within the Enterprise Security Division.

Key Performance Output

The successful candidate will be reporting to Senior Manager Security and Risk Management, and will be responsible but not limited to the following:

  • Evaluate and complete investigations into all reported allegations of fraud & crime affecting the business and liaise accordingly with other agencies such as the Police etc to ensure all necessary and lawful requirements are met.
  • Manage the conduct of vulnerability assessments, site surveys, research, and analysis of security and business operations to identify best practices, security requirements, and effective solutions.
  • Manage security incident Investigations to encompass known or suspected instances of theft, vandalism, unauthorized entry, drug use, and similar illegal activities and/or violations of company policies
  • Identify and evaluate the risks to ACSA and implement security measures to control risks.
  • Identify and Assess Risks by Conduct detailed risk assessments, gathering data, analysing trends, and evaluating potential threats.
  • Continuously monitor the effectiveness of existing risk controls and processes, identifying areas for improvement and ensuring compliance with regulations.
  • Perform regular audits of risk-related practices and systems to ensure ongoing adherence to risk management standards and policies.
  • Monitor the execution of compliance to security policies, procedures, guidelines and systems through internal audits and provide input for the update of policies and procedures and required information through audit results.
  • Conduct risk audits in line with regulatory guidelines, perform follow-up inspections and ensure compliance
  • Maintain liaison in a cooperative and professional manner, with local law enforcement agencies in order to ensure the close coordination of all matters impacting on physical security and risk management.
  • Provide input into OPEX budget, track and monitor expenditure.

Technical Skills and Experience

The following skills and experience or the equivalent of such will be required: 

  • Bachelor’s degree (NQF 7) in Aviation Security/ Risk Management/Intelligence essential.
  • 6-8 years operational experience in Risk Management is essential.
  • Intermediate knowledge of Microsoft Office

Job Description

Key Performance Output

The successful candidate will be reporting to the Group Manager Aviation Regulatory Standards, and will be responsible but not limited to the following:

  • Develop and implement OHS policies, standards, systems for monitoring and communication methods for ACSA.
  • Develop frameworks and guidelines for infrastructure, projects, and operations inspection to ensure compliance to airport license requirements, international standards, national and local legislation together with ACSA policies and procedures.
  • Monitor and ensure adherence to local and international regulatory requirements, organisational standards, policies, and procedures at network level, OHS Act, Construction Regulations, ICAO and CAA.
  • Advising, and reporting to operations and management on procedural and legal requirements in respect of safety, health and environmental functions.
  • Ensure remedial actions are implemented timeously to address non-conformances.
  • Investigation and reporting of incidents and accidents as well as the design and implementation of remedial actions.
  • Regular communication of new statutory regulations, organisational standards and policies to ensure full awareness and compliance amongst stakeholders.
  • Ensure SMS, HIRA, EMS procedures are implemented and adhered to approved.
  • Manage the legislated OHSACT safety appointments for ACSA.
  • Plan, organise, lead and control subordinate’s activities to ensure sub-functional objectives are met or exceeded.
  • Manage people development initiatives, succession planning and talent management to meet functional performance standards.
  • Develop and implement OPEX budget.
  • Track, monitor and report on expenditure.
  • Provide technical / professional support to internal and external stakeholders to ensure achievement of functional and organisational objectives.

  • Input into maintenance planning, scheduling, and execution of the asset.
  • Ensure strategic alignment of projects to business objectives and a consistent approach to project execution to drive optimal delivery. 
  • Oversee project scope and review projects within portfolio for resource prioritisation. 
  • Facilitate project managers and related resources meeting to consolidate and align on project delivery. 
  • Manage integration of project plans within multiple project portfolios; impact on business; key dependencies and optimise resources. 
  • Responsible for overall performance of project portfolio, including implementation to agreed delivery timing, financials and quality.

  • Update EXCO, PMO and relevant Business Owners on total portfolio status, highlight / escalate necessary project performance and concerns.

  • Registration with South African Council for Project and Construction Management Professions (SACPCMP) or related is mandatory. 
  • Relevant Membership in Built environment will be an added environment.
