GOVERNMENT EMPLOYEES PENSION FUND

With more than 1.2 million active members and around 550,000 pensioners and beneficiaries as well as assets worth more than R2.3 trillion, the Government Employees Pension Fund is a defined benefit fund that manages pensions and related benefits on behalf of government employees in South Africa. It is the largest pension fund in South Africa and Africa. The GEPF is currently seeking to appoint a suitably qualified individual with the relevant experience to fill the below role within the Internal Audit Department, in Centurion.

Purpose of the Role: To execute the internal audit coverage plan by evaluating internal controls, risk
management, and governance processes through seamless audit mechanisms in line with international
standards.

Key Responsibilities:

  • Contribute to the development of strategic documents including the Internal Audit Coverage Plan, Charter, Manual, and Strategic Plan.
  • Perform audit planning by understanding functional areas, identifying key risks, and compiling Internal Audit Planning Memoranda.
  • Execute internal audits in compliance with the Global Internal Audit Standards and the approved Internal Audit Manual.
  • Review and evaluate the Fund’s system of internal controls, risk management, and governance processes to provide assurance to senior management and stakeholders.
  • Compile audit reports, discuss findings with management, and agree on action plans to address control weaknesses.
  • Conduct follow-up audits to ensure resolution of findings and monitor implementation of management action plans.
  • Engage with co-sourced service providers to ensure skills transfer.
  • Build and maintain collaborative relationships with internal and external stakeholders.
  • Manage budgets and monitor expenses to ensure adherence to approved financial plans.

Qualifying Requirements:

  • Bachelor’s Degree (NQF Level 7) in Internal Audit, Management Sciences, or a related field.
  • Certified Internal Auditor (CIA) certification (Preferred).
  • Honours Degree (Preferred).
  • Minimum of 6 years’ experience in internal auditing.
  • Knowledge of Pension Fund Legislation in South Africa and the Global Internal Audit Standards.
  • Proficiency in internal audit software and proven audit techniques.
  • Strong analytical, problem-solving, and communication skills.
  • Ability to work collaboratively in a team and with diverse stakeholders.

The Government Employees Pension Fund (GEPF) is a defined benefit fund that manages pensions and related benefits on behalf of government employees in South Africa. Established in 1996, it is the largest pension fund in South Africa and one of the largest pension funds in Africa and the world. Its current benefit structure offers members:

Governance

The GEPF is governed by the Government Employees Pension (GEP) Law (1996). The executive authority of the GEPF is the Board of Trustees (“Board”). The GEPF has outsourced its administration and investment activities to the Government Pensions Administrative Agency (GPAA) and the Public Investment Corporation (PIC) respectively. The GPAA carries out day-to-day administration while the PIC invests funds on behalf of the GEPF.

  • Founded: May 1996, when various public sector pension funds were consolidated into GEPF.

  • Nature of business: A defined benefit pension fund, meaning that all benefits are guaranteed.

  • Mandate: Managing pensions and related benefits on behalf of all South African government employees.

  • Legal status: A juristic entity governed by the Government Employees Pension Law of 1996, as amended.

  • Governance: The Fund’s fiduciary functions are the responsibility of the Board of Trustees with an equal number of employer and member representatives.
  • Clients: Approximately more than 1.267 million active members from more than 325 government departments and about 524 030 pensioners and other beneficiaries.

  • Funding level: 110.1% (based on the approved actuarial valuation conducted as at 31 March 2021).

  • Accumulated funds and reserves: R2.34 trillion as per financials as of 31 March 2024.
  • Geographical footprint: Client Walk-in Centres are in all nine provinces of South Africa.
