Key performance areas: A 24-month internship programme designed to provide recently qualified graduates with a unique opportunity to gain valuable skills in a supportive environment, learning on-the-job and work experience.
Exposure and training will be provided in the administration of various finance projects where assistance is required. The Intern will be required to assist with the following:
- Capturing of creditor’s payments and record keeping.

The purpose of this position is to manage and oversee the overall operations of Support Services functions for the Electoral Commission which include facilities and maintenance management, fleet management, travel management, safety and security management. This position currently reports to the Deputy Chief Electoral officer: Corporate Services.
The successful incumbent should perform duties in the following key performance areas:
Fleet Management: Ensure the development, implementation and maintenance of appropriate Fleet management policies, procedures, processes, and systems. Oversee and review the implementation of the fleet management strategy, including the management of acquisition, maintenance, insurance, replacement, and disposal of vehicles. Facilitate a procurement process to establish a pool of vehicles Oversee scheduling and coordination of vehicle maintenance and repairs. Monitor fleet-related expenses, performance, maintenance schedules and implement cost saving strategies and improve efficiency; Monitor fleet and driver’s adherence to safety regulations and Electoral Commission policies; Implement an electronic system to manage fleet activity and processes. Manage relationships with relevant services providers; Implement and manage fleet management systems to track vehicles, manage data, and improve operational efficiency. Develop clear policies and procedures for the fleet management processes.
Facilities Management: Ensure the development, implementation and maintenance of appropriate facilities management policies, procedures, processes, and systems. Review and monitor comprehensive national office building maintenance plans. Oversight and Management of the national office accommodation acquisition, fit and furb and manage the relocation of the national office. Management of lease acquisition for provincial offices and the oversight of the tenant installations for such lease acquisitions’ provincial office. Acquire operational facilities as per required standards for provincial offices. Oversee building projects approved within available budget; Ensure building compliance and oversee related access controls. Contract management. Monitor energy efficiency and cost effectiveness across all facilities; Manage office and facility relocations for national office. Develop and implement Business Recovery and Continuity Plans for national office and review such plan for all provincial facilities. Overseeing implementation of Occupational Health and Safety (OHS) Legislation. Maintenance and upgrading of furniture and fittings, for national office and Provision of facilities in line with staff movements. Oversee the procurement of canteen and catering services for the national office. Develop relevant policies and procedures for facilities management, canteen and catering services and housekeeping matters. Management of service providers; Oversee management of reception, switchboard, housekeeping and cafeteria at National Office.
Oversee the procurement of elections related catering requirements, and management of the provision over the period of the national result center and the relevant events related to the Elections. Oversight of the national result operations center OHS requirement and food health certificates and requirements.
Travel management: Ensure the development, implementation of appropriate travel management policies, procedures, processes, and systems. Manage the procurement of national office and provincial office travel management services. Manage the appointment of the service providers and travel-related services for the National office and assist provinces with the management of the provincial travel management companies as and when matter of contract may be a concern. Monitor and ensure that all travel arrangements adhere to the Commissions’ policies and procedures.
Safety and Security Management: Ensure the development, implementation and maintenance of appropriate safety and security policies, procedures, processes, and systems. Oversee establishment and maintenance of a conducive environment for elections including safekeeping of the Electoral Commissions’ assets, physical sites, documentation centres, information hubs, logistical and distribution processes and personnel; monitor the coordination and implementation of safety, security and contingency strategies and operational plans for elections; Management of election stakeholders; Identify, evaluate and measure safety and security risks timeously; Where required, assist with the coordination of security related matters in consultation with relevant security organs of State; Provision of timeous safety and security risks reports and information for management oversight Oversee end user training and knowledge transfer in safety, security and facilities management process and system usage; Represent the Electoral Commission in security related stakeholder forums; Develop and ensure implementation of a disaster recovery strategy including implementing surveillance systems or alarms, and developing emergency response plans. Ensure effective security and emergency preparedness procedures implemented timeously.
Governance, Risk and Compliance: Development, implementation and updating of a risk register; Analyse and evaluate the internal controls; Ensure compliance with the relevant legislation and regulations.
Financial Management: Manage, implement and monitor the units annual budget aligned to operational plans and objectives; Monitor financial control, budget management and the procurement processes to ensure compliance with the legislation; Development of adequate financial controls.
People Management: Effective talent acquisition, development, and retention strategies including coaching, mentoring and nurturing of talent for the division; Proper management of divisional resources; Manage monitor and report on team performance.
Requirements: An appropriate Bachelor’s degree or a three-year related National Diploma; a minimum of 8 years’ working experience with 6 years at middle management level (equivalent of Deputy Manager or Deputy Director in the Public Service); relevant experience in facilities management, security strategy and planning as well as fleet, lease and travel management; proven successful operational and process management within public or private sector; competent knowledge and understanding of relevant policy and legislation, competent understanding of institutional governance systems; knowledge of project planning principles; understanding of Electoral Commission operations and delegation of powers, as well as field-specific roles under the Division; good planning, project management and implementation skills; good interpersonal and financial management skills, including knowledge and understanding of the relevant legislative frameworks.

The purpose of the position is to assist the Regional Assistant Manager (RAM) with coordination, implementation and monitoring of Corporate Service related plans, project and activities in the areas set out below. The position reports to the RAM.
Key Performance Areas:
Human Resource Functions
1. Regional Human Resource Administration: Assist with administration and reporting on the functional activities of corporate services in the region, including but not limited to the following: human resource administration services such as maintaining employee and HR records, manage or facilitate recruitment (including appointments, selection and terminations of MEOs, expansion and electoral staff); timely reporting of all terminations to provincial HR; monitor electoral staff recruitment and payment; consolidate reports for PLC verification and recruitment of electoral staff; coordinate implementation of new recruitment procedures and payment plans; report any leave queries and prolonged absences to the RAM; facilitate the employee wellness and occupational health and safety programmes; administer and coordinate the submission of probations reports and performance management contracts and evaluation.
2. Regional Labour Relations: Bring any potential grievance or disciplinary/misconduct matters to the attention of the RAM; assist the RAM and provincial HR with labour relations matters, where necessary.
3. Regional Employee Training: Administer and assist with compiling the regional employee training and skills development programmes as guided by provincial HR; coordinate the submission of regional election training plans; assist with the training of election staff; monitor and report on the training of election staff within the region; administer and conduct induction and training of expansion staff.
Financial Management/Administration Functions
4. Regional Finance Administration: work closely with the RAC to ensure that all regional creditors are paid timeously; oversee receipt and validation of payment requests and the matching of creditor invoices to payment vouchers; perform regular compliance verification on purchase orders, contracts, reimbursements entries, and all payments; oversee and administer procurement of goods and services; facilitate invitation of quotations (RFQs) and compulsory briefing and site inspections associated with open bids; ensure timeous raising of requisitions, process purchase orders; process requisitions into purchase orders; commit orders for payment on the payment system; conduct monthly staff verification for RAM’s signature and submission to HR at the provincial office
5. Regional Asset Monitoring and Reporting: Ensure real-time asset location and operational condition of all assets in the region; manage the asset management plan; prepare and submit regional reports on capital assets and maintain the asset register for inclusion in provincial reports
6. Regional Office Support Services: Assist the RAM with the monitoring of office support functions which include among others mail, and courier service; implement and provide travel and accommodation booking service for the regional office; fleet management
7. Regional Facilities Management: Ensure implementation of facilities management plans and activities in the region; implement responsibilities for financial and project management on facilities; facilitate minor building maintenance works, including contracts; ensure building compliance requirements are met and are up to date; implement access to regional office’s facilities, including management of security, parking, and temporary facilities; supervise cleaning contracts for all sites of the region; implement office and facility relocations including lease agreements; implement Business Recovery and Continuity Plans for the region.
