SUPERVISOR (1 X UILENKRAALSMOND RESORT)

he OVERBERG DISTRICT MUNICIPALITY has the following vacancy in the Directorate: Community Services, Department LED, Tourism and Resorts, to be filled permanently as soon as possible.

Requirements: Grade 12; 2 – 5 years relevant experience; Proof of Basic Computer Literacy: MS Office. A Valid Code C1 drivers’ licence with PDP.

Other Requirements: Supervise a team and perform a great variety of maintenance work. Responsible for the deployment and control of necessary equipment, tools, machinery, plant, and vehicles to perform the work. Works independently and regularly reports back to the Superintendent.

Responsibilities/ Duties: Reporting the requirements of the terrain, bungalows, ablution blocks and vehicles. Gives written and oral feedback of the bungalows and ablution blocks repairs. Request quotes from suppliers to buy the necessary items for repairs.
Reporting health and safety requirements and incidents of workers. Reporting of fuel and water meter readings. Pre-tip inspection of council vehicles. Supervision of the safe usage of machinery by the workers. Supervision and ensure maintenance of infrastructure, Terrain, Bungalows, Ablution blocks and Council Buildings.

The competency level for this position is a level 2 as stipulated in Annexure A of the Municipal Staff Regulations Government Notice No. 890 as promulgated in Government Gazette 45181 dated 20 September 2021 and comprises of the following competencies.

FIREFIGHTER (1 X SWELLENDAM) (1 X GRABOUW)

Requirements: Grade 12 or higher; Two (2) years continuous operational experience required in fire services in a Municipal environment or designated fire services; Fire Fighter 1 Certificate; Hazmat Awareness Certificate; First Aid Level 3 Certificate; Valid Code C1 driver’s licence; Must be physically and mentally fit; Medical Test NFPA 1582; No criminal record.

Other Requirements: The incumbent must ensure operational readiness of Vehicles and equipment. Applicants must be literate in at least two of the three Official Languages of the Western Cape

Responsibilities/ Duties: The incumbent is responsible for performing operational functions of the services as determined by the Fire Act in order to save lives and property and render humanitarian services, such as, Fire Fighting; Performing Rescues and Emergency Medical Services; Handling of Hazardous materials incidents; Humanitarian services (Animal rescue, assistance during disasters and mitigation of floods and storm damage); Assist in Fire Prevention activities; Public Fire and Life Safety Education; Take control of small to medium fires/incidents.

DIVISIONAL COMMANDER (1 X GRABOUW) (1 X BREDASDORP)

Requirements: SAESI Diploma in Fire Services Technology or IFE Graduate Diploma in Fire Engineering or an equivalent servicerelated qualification. Minimum of 10 years operational experience in all major functions of a Fire Service with specific proven experience and competencies in Wildland firefighting leadership in the rural setting. Supervisory experience of a minimum of fivem(5) years at a Platoon Commander or Station Commander level. Pump Operator/Aerial Appliance qualification, Fire prevention
course, Fire service instructor 1, High Angle Rescue 1, Hazmat Awareness, Firefighter II, First Aid Level 3. Safety Management (SAMTRAC) or similar qualification will be an advantage to the applicant. Valid Code C1 driver’s license. Computer Literate: MS Office. Must comply with medical fitness and physical fitness. Applicant must be literate in at least two of the three official languages of the Western Cape.

ASSISTANT WORKS SUPERINTENDENT

Requirements: Grade 12 or equivalent technical qualification, 3 – 5 years’ relevant experience in the routine maintenance of gravel and surfaced roads. Computer Literacy: MS Office applications; Code B drivers’ licence.

Other requirements: Draw up operational work plans and maintenance programs. Exercise supervisory control over the
Foreman/Senior. Perform general administrative duties. Work independently within works/maintenance programs and with regular reporting back to the Manager. Applicants must be literate in at least two of the three languages of the Western Cape

Responsibilities/ Duties: The incumbent will be responsible to preserve the ODM roads service network by supporting and assisting the Area Coordinator: Caledon to manage, monitor and coordinate road work operations. Submit inputs for road infrastructure maintenance and development by measuring and quantifying work and resources. Assist with the planning, prioritisation and assignment of work activities on a day-to-day basis and monitor that work details are recorded and submitted after the execution of the work. Delegate, assign and monitor daily task outputs to work teams regarding routine maintenance
(seal and layer works, signage, drainage, structures, vegetation control, rest areas, housekeeping), grader blading maintenance, re-gravel work, reseal work and construction. Monitor, control, coordinate and manage the outputs of work performance, quality/standard, effectivity and progress. Assemble, organise and manage team members with supporting plant, equipment and material resources for operational activities along instructional guidelines to meet planned and set work deadlines. Supervise, lead
and guide subordinates by providing direction and advice, and give training where necessary. Attend to sequences associated with storage, allocation and/or assessing, and condition reporting of signage/ plant/ equipment/ material. Monitor the setting out/or erection of temporary road traffic signage and signals to safeguard/demarcate maintenance and construction sites for work in,progress. Identify/record details of services affected by tar/reseal operations. Administrate the personnel log sheets and
attendance, safety forms and plant/equipment/PPE checklist are complete and correct for submission to facilitate processing sequences. Adhere to Occupational Health and Safety regulations by addressing corrective active measures for safety and construction issues where workmanship and safety are not to standard. Assess and report to the Workshop Superintendent any mechanical issue/failure/damage on work plant/equipment for servicing and repair. Assist with administration duties, correspondence and complaints with/from the public, organisations and various departments. Distribute and communicate public notices and road policy documentation regarding maintenance and constructions works, road closure details and alternative routes. Uphold serviceability of the road reserve by liaising with property owners/applicants/transgressors with regard to fence repair/replacement, way leaves, signage, access and illegitimate activities on proclaimed roads.

PROFESSIONAL OFFICER: ROUTINE ROAD MAINTENANCE (BREDASDORP)

Requirements: A relevant B. Tech Degree in Civil Engineering and registered as a Professional Engineering Technologist with ECSA. Computer literacy: MS Office. Valid Code B Driver’s license. 3-5 Years Post Qualification experience in routine road maintenance and construction.

Other Requirements: The incumbent must perform well-defined activities. Applies a known body of knowledge. Works independently and seeks advice as and when required. Supervises and coordinates teams. Applicants must be literate in at least two of the three Official Languages of the Western Cape.

Responsibilities/ Duties: The incumbent is responsible to coordinate and control the gravel and surfaced road routine maintenance operations within the Bredasdorp Overberg area. Monitor and evaluate progress with regards to maintenance activities Ensure quality control is met during re-gravelling and concrete works. Ensure that technical specifications and standards are maintained throughout projects. Ensure completion of tasks in projected timeframe. Prepare reports and be responsible for general administrative tasks related to work. Be responsible for day-to-day logistical arrangements. Enforce
discipline and ensure that Health and Safety standards are met. Evaluate subordinates. Network and capacity building with other departments and public entities.
