SUPERVISOR: FACILITIES MANAGEMENT
[Paterson Grade C2]
Remuneration package: R559, 968 per annum (Cost to Council)

MINIMUM REQUIREMENTS FOR THE POSITION:
 Grade 12 plus N. Diploma OR relevant NQF L6 qualification OR degree in Facilities Management/
Property Management/Project Management/Built Environment/Engineering.
 2 years supervisory experience in facilities management/project management.

COMPETENCY REQUIREMENTS
Extensive knowledge of building systems such as plumbing, electrical, HVAC, and security systems |
Excellent analytical and problem-solving skills | Ability to identify issues and determine repairs that are
needed | Ability to plan maintenance schedules for building systems | Excellent management and supervisory
skills and good interpersonal skills | Knowledge of relevant Legislations (SANS10400, OHSA,
National Building Regulations and Building Standards Act) | Ability to communicate effectively across all
levels | Project management skills | Risk management skills | Proficient with Microsoft Office Suite or similar
software.

PRINCIPAL ACCOUNTABILITIES & KEY PERFORMANCE AREAS
 Supervise the day-to-day operations of the Facilities Management Division.
 Plan, co-ordinate and inspect contract work on electrical, plumbing, and other related systems.
 Supervise and monitor the maintenance of buildings, include rental spaces, gardens and cleaning of
buildings in line with Maintenance plan.
 Monitor work carried out by external service providers, in line with the SLA.
 Plan, co-ordinate and supervise renovations of facilities.
 Draft specifications and supervise delivery of services.
 Assist in the preparation of various contracts, requests for proposals, and reports.
 Engage/ Liaise with Service Providers to attend to services required.
 Ensure that asset movements or changes (furniture and equipment) are recorded and reported to the
relevant Asset personnel.
 Assist with raising requisitions electronically on ORACLE for all maintenance and other support related
services.
 Purchase of items required for maintenance and repairs from credit card.
 Receive internal requests and assign responsibilities to maintenance officers.
 Perform any ad-hoc tasks as requested by the Manager: Facilities Management.
 Monitor access control (Biometric system), security services and CCTV.
 Monitor and timeously action service request received.
 Co-ordinate all vehicle parking activities.

NOTE: The position requires a person with good health and physical fitness, and to also work after hours, during weekends or holidays.

Head of Division: Executive Company Secretariat

Remuneration Package: R1, 589, 394 per annum (Cost to Council)

MINIMUM REQUIREMENTS FOR THE POSITION:

  • Bachelor’s Degree in Business, Commerce, Law/Legal | Registration with the Institute of Chartered Secretaries as a Chartered Secretary | Post-graduate qualification with Corporate Governance | Six (6)+ years of professional experience, 3-5 years board as a Company Secretary | 3-5 years of Management experience.

COMPETENCY REQUIREMENTS

  • Knowledge and understanding of the Health Professions Act and other relevant legislation | Knowledge of Corporate Governance (protocol on corporate governance in the public sector, King IV, governance best practice) | Implement optimal governance delivery and resource management | Knowledge of the roles of key corporate leadership positions | Knowledge of government structures and hierarchies | General knowledge of the broader political, economic and social environment | Business Administration | Business Ethics.

PRINCIPAL ACCOUNTABILITIES & KEY PERFORMANCE AREAS
Reporting to the Registrar, functioning as a critical support to the Council, Boards and various Committees with the following key focuses:

  • Assist the Deputy Company Secretaries: Council, Boards and Professional Conduct in fulfilling their duties to act as the secretary to Council and various committees | Assist the Deputy Company Secretaries: Council, Boards and Professional Conduct in fulfilling their duties in addition to functioning as the primary point of contact for Council and members of the Executive Council as and when required (per functional area represented or the Boards) | Responsible for all related Council Secretariat duties as prescribed by the Health Professionals Act and other applicable legislation | Lead and monitor the processes and controls which ensure that all statutory, regulatory and corporate governance requirements are observed to ensure that the organisation is fully compliant and follows best practice | Provide comprehensive practical support/guidance to Council, Board and Committee members.

MINIMUM REQUIREMENTS FOR THE POSITION:

  • B. Juris/ B. Proc/ LLB degree.
  • 7 years legal advisory/ Litigation and/ or Court experience.
  • A driver’s Licence.

ADDED ADVANTAGE

  • Admission as an Attorney or Advocate.
  • Prosecution experience in quasi-judicial proceedings/tribunals.

COMPETENCY REQUIREMENTS

  • Thorough knowledge of the law, administrative procedures and conduct of health practices and ethics.
  • Knowledge of the Health Professions Act and relevant Regulations.
  • Ability to communicate at all levels and work under pressure.
  • Ability to gather information and write reports.
  • Advisory skills.
  • Trial Advocacy.

PRINCIPAL ACCOUNTABILITIES & KEY PERFORMANCE AREA

  • Preparation and presentation of professional conduct matters to Professional Conduct Committees.
  • Conduct research and provide legal advice to Council, Professional Boards and their structures.
  • Provision of legal opinions and vetting of legal instruments/ documents.

MINIMUM REQUIREMENTS

  • A Bachelor’s Degree in Auditing/Finance/Risk/Compliance and Corporate Governance | A Post-Graduate Risk
    Management-related qualification | Registration with a Professional body such as IRMSA, IIA, etc. | Ten (10)
    years of professional experience, with 6+ years’ pertinent experience as defined in this job function | Five (5)
    or more years of demonstrable risk and compliance management experience at management level | Five (5)
    or more years of practical experience at a senior level in Auditing

ADDED ADVANTAGE

  • An Honours Degree or higher qualification in Auditing/Finance/Risk Management/Compliance
    Management/Corporate Governance | Membership of two or more professional bodies/institutions.

  • Enterprise-wide risk and compliance management | Ensure development, implementation, and maintenance of
    Business Continuity Plan for the organisation and individual services as necessary | Ensure development,
    training and communication of Enterprise Risk Management policy framework | Ensure planning, designing and
    implementation of an overall risk management process for the organisation | Ensure preparation and execution
    of an Internal Audit Charter in alignment with Internal Audit standards | Ensure preparation and execution of a
    rolling three-year strategic internal audit plan in alignment with Corporate Governance requirements | Ensure
    preparation and execution of an approved Fraud Prevention Plan in alignment with the Corporate Governance
    requirements | Recommend and monitor continuous improvement to the HPCSA internal control environment
    | Lead and manage the audit process together with the Head of Department: Finance and Supply Chain
    Management (CFO) and other Executives and report to the Audit Committee.
