  1. KEY PURPOSE
    The main purpose of the Executive Manager: Strategy, Monitoring, Communication and
    Performance is to craft the strategic plan from the inputs gained from the executive strategic
    session, develop the APP in line with the strategic plan. Further to ensure that performance
    policies are developed and implemented to support the Strategic plan and APP, ensure that
    the performance information is accurate, collected, collated, and reported on in alignment with
    the National Treasury reporting framework.

  1. KEY PERFORMANCE AREAS
  • Engage with shareholders to gain guidance and insight on strategic direction and priorities
    by conducting meetings and workshops, interacting with the key shareholder unit at DTPS,
    and collecting and collating findings to present to USAASA USAF Executive Management
    by the agreed deadline.
  • Complete the Strategic Planning Template by complying with the National Treasury
    guidelines on strategic planning and annual performance plans, completing, and advising
    USAASA and USAF Executive Management.
  • Schedule and coordinate the development of the Business Strategy by coordinating the
    strategic planning session, developing the strategic planning framework, ensuring that the
    framework aligns with the shareholder priorities and government national priorities, and
    facilitating the session by the defined deadline.

Business Strategy Leadership

  • Compile the Strategy documents and Annual Performance Plan by complying with the
    National Treasury guidelines, capturing the outcomes from the Strategy Development
    Session, submitting for approval, and gaining approval by the deadline.
  • Compile operational plans based on the approved Strategy and APP, cascading them
    down to all operational departments with quarterly targets by engaging with all USAASA
    and USAF departments, collecting plans, and collating them into measurable operational
    plans by the deadline.
  • Develop performance recommendations to align Strategy, APP, and Operational Plans to
    individual performance agreements by allocating individual responsibilities for operational
    deliverables, drafting a performance responsibility report, and engaging the CEO to
    allocate executive accountability accordingly by agreed deadlines.

Performance Information Monitoring and Evaluation

  • Identify and implement performance indicators to measure organisational performance
    toward strategic objectives by evaluating Strategy, APP, and Operational Plans. Identify
    measurable indicators and implement them in line with National Treasury Guidelines by
    the agreed deadlines.
  • Implement good practice monitoring and evaluation mechanisms by developing, updating,
    and implementing the Performance Information Policy that manages accurate and
    complete data collection on performance indicators.
  • Develop an approved annual Performance Reporting Framework and Schedule by the
    board. Comply with National Treasury guidelines and align USAASA and USAF strategic
    and APP priorities. Identify reporting requirements and deadlines and communicate by the
    defined annual deadline.
  • Collect data by following the Performance Information Policy collection procedures and
    processes by the agreed deadlines.
  • Report on performance indicator findings as per National Treasury Guidelines, highlighting
    areas of excellence, non-performance, and risk on a quarterly basis. Distribute the
    quarterly report to the agreed recipients within SLA.
  • Address areas of risk and non-performance with the relevant Executive Manager and CEO
    by meeting, presenting findings, prioritizing areas of risk, and motivating for an action plan
    to be developed within SLA.
  • Develop the USAASA and USAF Annual Performance Report by consolidating all quarterly
    reports, checking alignment with the Strategy and APP, and reporting on findings in line
    with Treasury Guidelines and by the defined deadline.

Policy Compliance

  • Ensure the implementation of policies and procedures for all functions within the business
    by defining the list of required policies and procedures. Monitor the development, updating,
    and implementation in line with national policy changes, audit finding reports, required
    amendments, and the annual board review and approval deadline.
  • Ensure that policies and procedures in the organization govern all strategic and
    operational priorities by reviewing the strategy and APP. Identify priorities and procedures
    and amended priorities, evaluate policy and procedure alignment with strategy and
    amended priorities, and monitor amendments to align appropriately by the agreed
    deadline.
  • Ensure that all policies and procedures are approved by the board by collecting updated
    and amended policies and procedures. Collate and submit to the board, address and
    manage the resolution of questions and required amendments as defined by the board,
    and resubmit for approval by the agreed deadline.

Communications and Marketing

  • Develop an annual communications and marketing strategy and plan aligned with the APP
    and Strategy by reviewing communication and marketing needs, developing the plan,
    defining the budget, and presenting for approval by the agreed deadline.
  • Develop and implement the Marketing and Communications policies and procedures by
    reviewing current policies and procedures, updating them with relevant and aligned
    changes, and submitting for approval by the agreed deadline.
  • Ensure that the media is engaged in a manner that reflects the USAASA and USAF
    position and maintains the USAASA and USAF brand and reputation by defining the
    approved media strategy, agreeing on the media approach and structure, implementing
    media risk mitigation approaches, and receiving legal guidance to support media position
    as and when required.
  • Manage the delivery of the marketing and communications strategy and plan by monitoring
    performance, addressing challenges, and implementing structures to resolve areas of
    concern on a monthly, quarterly, and annual basis.

Intergovernmental Relations (IGR)

  • Develop an annual IGR strategy and plan aligned with the APP and Strategy by reviewing
    the IGR needs, developing the plan, defining the budget, and presenting for approval by
    the agreed deadline.
  • Develop and implement the IGR policies and procedures by reviewing current policies and
    procedures, updating them with relevant and aligned changes, and submitting for approval
    by the agreed deadline.
  • Manage quality IGR relationship building by identifying critical relationships, developing
    stakeholder relationship management strategies and frameworks, managing engagement
    with key stakeholders, and addressing challenges that could negatively influence the
    successful delivery of the USAASA and USAF objectives by the agreed deadlines.
  • Manage the delivery of the IGR strategy and plan by monitoring performance, addressing
    challenges, and implementing structures to resolve areas of concern on a monthly,
    quarterly, and annual basis.

Staff Management

  • Build capacity within the team by developing skills and competencies, addressing
    development needs, and providing coaching and mentoring support on an ongoing basis
    and in monthly individual performance discussions.
  • Monitor, evaluate, and manage team performance by implementing the HR policy,
    applying performance processes, and, when required, instituting compliant disciplinary
    action within the approved SLA and on an ongoing basis.
  • Recruit quality team members to support the team and organization in achieving its
    objectives and strategy. Define role requirements, identify critical competencies, test for
    these competencies, and appoint within the HR and EE policy guidelines as and when
    required.
  • Build a cohesive, high-performing team through motivating, guiding, coaching, mentoring,
    and leading in a fair and consistent manner to deliver on organizational performance and
    strategic requirements.

    Qualifications/Knowledge (including most relevant field of study)

  1. KEY PURPOSE:
    Executive Manager: Corporate Services incumbent will be responsible for assisting in the
    shaping of strategic organisational thinking which inspires a sense of purpose and direction,

    Agency’s capacity for providing quality services. The incumbent will also be responsible for
    managing corporate services strategy and policy development by identifying issues that affect

  1. KEY PURPOSE
    The main purpose of the Chief Financial Officer position is to manage the USAASA and USAF
    finances, ensure that they are utilised and reported according to policy, the PFMA and other
    applicable statutory requirements.
  1. KEY PERFORMANCE AREAS
  • Participate in developing an approved strategy aligned with both the USAASA and USAF
    mandates by preparing and collating relevant inputs from senior managers and other

  • Manage statutory compliance of USAASA and USAF by overseeing the submission of all
    statutory returns and reports by the required deadlines (Monthly, Bi – Monthly, Bi –
    Annually, and Annually).
  • Process payments by reviewing captured payment batches and releasing payments as
    the second authorisation on a weekly basis.
  • Manage cash flow by reviewing cash forecasts (assets, liabilities, and commitments) and
    implementing corrective action if required on a monthly basis.
  • Assess the operating and project financial results of USAASA and the USAF, identify
    potential additional funding sources and opportunities (e.g., Public-Private Partnerships)
    by reviewing project and organizational costs, budgets, operating policies, and financial
    trends on a monthly basis.
  • Review and maintain effective financial processes and procedures by reviewing internal
    operational business processes, researching business good practices, and implementing
    corrective action on a monthly basis.

Business Strategy Leadership

  • Secure Board approval of the budget by incorporating any MTEF submission changes,
    communicating adjustments to USAASA departments, presenting the final budget to the
    Board on an annual basis.
  • Monitor and report on utilisation of the USAASA and USAF budgets through gathering
    required performance and expenditure reports and reporting to the CEO, Board and the
    Departments on a monthly basis.
  • Manage that the delegations of authority for budget spending are implemented according
    to the policy by communicating the policy to the organisation and monitoring progress
    through internal audits and risk management process on an annual basis

Financial Management

  • Identify and manage the implementation of up-to-date and compliant accounting standards
    within USAASA and USAF by researching and receiving updates of adjustments or
    changes to a
  • Review and implement accounting policies in line with the financial strategy, MTEF, and
    legislative guidelines by the agreed deadlines.

External Audit

  • Complete the annual external audit process by preparing for the external audit,
    addressing any queries rising out of the audit and engaging with the external auditors
    on an annual basis
  • Address identified actions arising from the audit and build business compliance and
    resilience to facilitate an unqualified audit annually.

Supply Chain Management

  • Draft legal documents and contracts for relevant organizational transactions by
    participating in USAASA and USAF contract negotiations, gathering all required
    information, drafting the document, checking for legal completeness and compliance, and
    distributing for approval.
  • Make recommendations on contract renewal/extension/termination by reviewing the
    contract, identifying required contract action, developing a contract plan, and implementing
    it by the agreed deadline.
  • Develop contract templates for standard transactions by identifying required standard
    templates, developing, and distributing within agreed deadlines.
  • Report on contracts by gathering all required information, collating, and reporting
    according to the agreed standards quarterly.

Stakeholder Management and Reporting:

  • Maintain relationships with key stakeholders (including but not limited to National Treasury,
    the Department of Communications, Telecommunications and Postal Services and Audit
    Committee) by submitting required and relevant reports and maintaining open channels of
    communication on an as when required basis.
  • Submit financial reports including but not limited to the financial management reports,
    budget variance reports and MTEF expenditure reports by collecting data and reports from
    the financial team, verifying compliance with National Treasury guidelines and USAASA
    and the USAF financial policies and strategy, collating and submitting final reports to
    required authorities on a monthly basis.
  • Submit SCM progress reports to the relevant authorities by reviewing and collating the
    SCM departmental reports on a quarterly basis.
  • Submit Board and Board Sub-Committee financial reports by reviewing and collating
    USAASA and USAF financial reports on a quarterly basis.

    programs with aligned budgets to the Board and Parliament and gaining approval by the

  • Monitor and report on the utilization of the USAASA and USAF budgets by gathering
    required performance and expenditure reports and reporting to the Board and Parliament
    within agreed deadlines.
  • Manage and report on the identification of risks by ensuring that relevant risk identification
    and recording systems are implemented, and that risk mitigation strategies and plans are
    implemented and reported on for USAASA and USAF by the agreed timeframes.
  • Ensure that supply chain management is conducted effectively and compliantly by
    overseeing the development and implementation of systems, monitoring SCM compliance,
    and addressing non-compliance as required.
  • Ensure that USAASA and USAF are compliant and aligned with the required legislative
    deliverables and achieve an annual unqualified audit through implementing effective and
    preventative control measures.

2.5 Staff Management

  • To enhance team capacity by developing skills and competencies, addressing
    development needs, and providing ongoing coaching and mentoring support in monthly
    individual performance discussions.
  • To monitor, evaluate, and manage team performance by implementing HR policies,
    utilizing performance processes, and, when necessary, instituting compliant disciplinary
    action within the approved SLA and on an ongoing basis.
  • To recruit high-quality team members to support the team and organization in achieving
    its objectives and strategy. This involves defining role requirements, identifying critical
    competencies, testing for these competencies, and making appointments within HR and
    EE policy guidelines, as required.
  • To build a cohesive, high-performing team through motivation, guidance, coaching,
    mentoring, and fair and consistent leadership to meet organizational performance and
    strategic requirements.
  • Ensure that HR systems, business processes, and structures are implemented by
    identifying human capital needs, ensuring appropriate systems and structures are
    developed or sourced, and approving procurement and implementation within agreed
    turnaround times

2.6 Policy Compliance

  • Ensure that policies and procedures in the organisation govern all strategic and
    operational priorities.
  • Ensure that policies and procedures are approved by the Board.
  1. MINIMUM REQUIREMENTS
  • A Postgraduate in commerce and/or Public Administration and/or Relevant or related ICT
    qualification.
  • Master’s degree relevant to the ICT sector will be an advantage.
  • At least 5 to 10 years relevant experience in Executive and Strategic Management, with 5
    years within the ICT sector experience in the public sector or private sector.
  • Minimum of 5 years’ experience interacting with Board of Directors.
  • Knowledge of the Electronic Communication Act 36 of 2005, PFMA, National Treasury
    Regulations, and Government Prescripts.
  • Solid experience in relationship and contract management, including experience in
    community development.
  • Good interpersonal skills supported by exceptional verbal and written communication
    skills.
  • In-depth knowledge of the ICT sector and experience in ICT policy formulation and
    regulations.
  • The successful candidate must observe relevant legal and policy prescripts and not be
    disqualified due to any action contemplated in the ECA.
  • An annual performance agreement will be concluded with the Board of Directors. The CEO
    shall be subject to the control and supervision of the Board of USAASA and USAF
