| Job Description | Responsible for the mobilisation of funds from donor funders and DFI’s and ensuring that all proposed and existing funds/facilities/programmes are feasible and do not have a negative fiscal impact on DBSA operations. Provide fiscal management oversight to ensure that the third-party funds managed by the DBSA achieve the program objectives. |
| Key Responsibilities | Fund Management and Mobilisation Support Head Programme Innovation & Management unit in the fund-raising initiatives by: Preparing of pitch documents for fund raising activities Supporting the planning related to fund raising activities Make recommendations to the strategic and operational direction for the implementation of the third-party/donor funds, programmes and resource mobilisation on behalf of Government and/ or other donors or funders. In Collaboration with Head PIM: Conduct needs assessments and identification of funding sources for the project pipeline. Assess, analyse, and propose funding sources for the project pipeline and work with management in the allocation of Project Preparation Funds. Draft and implement governance documents and project work plan/s. Validate that the funds are utilised as per the agreements with the various donors/funders and manage the disbursement process against provisions of fund/programme contracts and project facility agreements. Provide documented evidence to support fund/s utilisation per donor/funder within the agreed timeframes. Verify that all cost recoveries including management fees per programme are recovered for transacting costs and for the utilisation of resources/skills from within the DBSA including the Project Preparation Division. Prepare or facilitate budget forecasts and processing of claims with donors/funders and programme owners. Monitor, track and report on approved budget and spending thereof per programme. Develop funding forecasts for annual disbursements by collaborating with the various units within the DBSA responsible for the implementation of the projects/programmes funded by these funds. Oversee that Memorandum of Agreements (MOA) are in place for each programme/donor/funder and track the progress and validate that each MOA is executed as per the approved agreement/s and escalate any deviations. Collaborate with the marketing and communications team to coordinate donor/funder webinars and develop visibility and communication plans for third-party funds and programmes as required. Provide procurement management support: Prepare the required procurement documentation and submissions for the appointment of Consultants/Service Providers and / or goods and services. Review procurement submissions and ensure that all is in line with the PFMA, relevant legislation and according to DBSA Procurement Policy. Monitor the procurement process from start to completion. Facilitate and manage the planning, execution, monitoring, control and closure of the third-party funds and programmes managed by the Programme Innovation & Management Unit are in line with the founding/governing agreements and structures. Prepare and present progress reports as per implementation plan of all donors/funders/third-party funds and programmes. Facilitate and oversee the audit process for donors/funders/third-party funds and programmes and record all audit documents. Lead the lessons learnt implementation process to gather information of project challenges and solutions to achieve continuous improvement. Maintain the donors/funders/third-party funds and programmes database and information repository and ensure that all information is stored securely. Stakeholder management Build and maintain strong relationships with clients at global, regional, local levels including businesses, banking and multilateral partners and government officials to further develop specific project preparation opportunities. Manage expectations from donors in line with agreed MoA’s. Ensure that donors, funders and programme mandates are communicated to the Programme Innovation & Management Unit, the Project Preparation Division and all other Divisions across the DBSA for ease of understanding and expectations from each. Establish appropriate relationships with the relevant project stakeholders, government departments, regional institutions, SOEs and other DBSA clients and partners, and lead promoters, in accordance with the Project Preparation Division’s objectives and products. Key measurements of outputs 100% of MOA’s/ Extensions/Changes approved and in place for all donor / funders / third parties /programmes within the agreed timeframes. 100% accurate management of all donors, third-party funds and programmes as per the agreed key performance areas and targets as listed above. 100% invoicing/billing and recovery of programme management fees, income etc within agreed timeframes Coordination and quality/accuracy of agendas, minutes, reports etc. internally and externally to the relevant stakeholders Quality of Donor/Funders/Programmes database and ease of access to information. | Expertise & Technical Competencies | Minimum Requirements: A Bachelor’s Degree in Finance, Business or Economics A project management qualification A minimum of 5 years’ experience in coordinating projects/programme/donor funding Proven understanding and working with regional institutions such as SADC, COMESA, etc. Demonstrated experience working with government, municipalities, development finance institutions, etc Knowledge of regulatory environment for infrastructure and infrastructure procurement in SA. | Job Description | The Specialist Engineer role is an electrical engineering technical function located within the Independent Powe Producer Office (IPPO). The IPPO was established in 2010 to provide rapid solutions to South Africa’s severe electricity supply constraints, by procuring new energy generation capacity from Independent Power Producers (IPPs). Client Relationship Management Follow up on tasks and commitments made to clients and other stakeholders by the unit, to ensure decisions are tracked and implemented accordingly. Maintain and update the client task tracking report and prepare draft submissions for the IDD Executive Committee (EXCO). Maintain the IDD Customer Database. Provide support in undertaking customer satisfaction surveys for the division. Provide support in tracking the implementation of customer improvement plans by all units. Document Management and Administration Set up and maintain an efficient filing system, database and information retrieval system in the unit. Liaise with the business performance team to ensure the document management system for the unit is in place and maintained. Support the timeous planning and execution of procurement administration and processes in compliance with the procurement policy. Faciliate the capturing of unit purchase requisitions and purchase orders as an originator for the unit and ensure invoices are paid on time. Update and maintain the IDD delegations database for SAP procurement. Attend to other administration requirements including travel arrangements, record keeping, and general administration support to the team.
