The National Credit Regulator (NCR) was established as the regulator under the National Credit
Act 34 of 2005 (the Act) and is responsible for the regulation of the South African credit industry. It
is tasked with carrying out education, research, policy development, registration of industry
participants, i.e. credit providers, credit bureaux, alternative dispute resolution agents, payment
distribution agents and debt counsellors, investigation of complaints, and enforcement of the Act.
The Act requires the NCR to promote the development of an accessible credit market, particularly
to address the needs of historically disadvantaged persons, low income persons, and remote,
isolated or low density communities. The NCR invites applications from suitable candidates for the
following positions:

  1. Call Centre Administrator
  2. Junior Monitoring Officer- Debt Counselling
  3. Finance Intern
  4. Research Analyst

Call Centre Administrator

Position: Call Centre Administrator
Paterson Grade: B-Upper
Salary ranges from R103 300 – R 185 900 maximum

Requirements:

  • A suitable candidate must have a one year post matric qualification in Office.
  • Administration or equivalent qualification, with at least 2 years relevant experience within
    financial services.
  • Debt Counselling Certificate will be an added advantage.

Duties:

  • Providing administrative support to the Call Centre.
  • Interface with consumers via calls, emails and faxes for purpose of resolving enquiries
    related to NCA.
  • Monitoring activities and maintaining records on enquiries received.
  • Maintaining and controlling a functional filling of all assessed enquiries.
  • Competently update and retrieve records on the system and deal with other administrative
    work as and when required.
  • Accurately capture details of enquiries received for reporting purposes.

Knowledge:

  • National Credit Act.
  • Complaints resolution processes.

Junior Monitoring Officer- Debt Counselling

Position: Junior Monitoring Officer- Debt Counselling
Paterson Grade: C-Lower
Salary ranges from R159 100 – R302 300 maximum

Requirements:

  • The suitable candidate must hold a 3-year Degree or Diploma in Law or Commerce with at least 2 years’ relevant experience, ideally in a debt counselling, regulatory environment, or financial services sector.
  • A valid driver’s licence is compulsory.

Duties:

  • Conducting compliance monitoring of debt counsellors with the provisions of the NCA and conditions of registration.
  • Capturing and reporting on debt counsellor`s compliance reports and statistical returns, Form 41s, and Form 42s.
  • Participation in the lapsing process including sourcing of new debt counsellors and transfers.
  • Analysis of documents, information and data received from debt counsellors, preparation of reports with findings and recommendations on corrective action to be taken.
  • Hosting and participation in stakeholder engagements and webinars.
  • Provide support to the compliance monitoring team in relation to compliance monitoring activities.

Finance Intern

Position: Finance Intern
Stipend: R5391.00 per month

Requirements:

  • The candidate must have a relevant 3-year tertiary qualification in, Finance or
    equivalent qualification.
  • Applicants must not have worked or participated in an internship before.
  • No experience required.

Duties:

  • Assist with the capturing of creditors invoices in the finance system.
  • Ensure assigned creditors statements are reconciled when preparing payments.
  • Updating of the invoice register and supplier standard list.
  • Providing high level of customer service to internal and external customers.
  • Handling enquires from suppliers.
  • Assist with the clearing of the suspense account.
  • Assist with the processing of debtor invoices, credit note and debit notes relating to
    applications, new registrants, window decals, additional branches and replacement
    certificates.
  • Confirmation of payments received for new registrations, additional branches, window decals
    and replacement certificates.
  • Ensure adherence to relevant statutory requirements, policies and procedures.

Knowledge:

  • Basic knowledge of Generally Recognised Accounting Practise (GRAP)
  • Knowledge of procurement processes and standards.
  • PFMA, National Treasury Regulations.
  • Knowledge of financial processes.

Research Analyst

Position: Research Analyst (Re – advertisement)
Paterson Grade: D- Lower
Salary ranges from: R405 200 – R769 900 maximum

Requirements:
The successful candidate should hold a relevant three-year bachelor’s degree in
(Statistics/Commerce/Finance) and have 5 years research experience. Strong knowledge of
both qualitative, quantitative research methods and experience in data analysis and
reporting. Knowledge of the South African consumer credit market and/ or financial sector.

Duties:

  • Conduct research and propose policies pertaining to any matter affecting the consumer
    credit industry, including but not limited to proposals for legislative, regulatory or policy
    initiatives that would improve access to credit.
  • End to end execution of research projects of the National Credit Regulator.
  • Conceptualize and making inputs to the research agenda of the NCR.
  • Conducting the impact studies as may be required by the NCR.
  • Take the lead role in the development of the terms of reference (TOR) and requests for
    information (RFI) as may be required for the research projects.
  • Participate in the review of proposals or submissions emanating from such TOR’s and RFI’s.
  • Developing and implementing research project and timelines in line with requirement of the
    National Credit Act.
  • Drafting, presenting and publication of research findings and reports.
  • Attend project briefing sessions, as and when required.

Knowledge:

  • Research methods including – sampling, survey tool design, data collation and analysis and
    report writing.
  • Knowledge of the NCA and the understanding of other relevant legislations.
  • Understanding of the consumer credit market and financial sector.
  • Ability to identify a research requirement within a related sector.
  • Experience using Ms Office including Word, Excel, and PowerPoint.
  • Ability to analyse data and integrate information from multiple sources, report writing, and
    confidence to present to variety of stakeholders and audience.
