RADAR Specialists X3

Job Summary and Key Performance Areas:
The Specialist: Radio frequency and Detection Range (RADAR, Regional) Network is essentially
responsible for the operation of the radars within the respective regions in South Africa:

  • RADAR and peripheral Maintenance and Calibration,
  • Assembly, Installation, Repairs and Upgrade
  • Software Development and Back-up, thus have advanced ICT Skills
  • Multi-discipline in Engineering
  • Understanding of General Machinery Rules and Regulations, thus ensuring compliance
  • Record Keeping, Compilation and Updating
  • Research on new and developing Radar Technology

The Specialist RADAR Network: Regional, may also be requested to partake in the following
SAWS networks including, but not limited to the following:

  • Radar Technology and trend upkeep, technology research
  • Frequency Management and its impact on Weather RADAR Technology.
  • Heavy Current Electrical Circuitry and Reticulation, such as LV, MV (up to 11KV 3 phase
    circuits),
  • Switchgears, Automatic Voltage Regulators (AVRs), Transmission lines and Substation.
  • Air-conditioning and Refrigeration
  • Diesel Generator and Uninterrupted Power Supply (UPS) Technology
  • Lightning Detection Network
  • Web-Based Camera (WEBCAM) Network
  • Surface Observations Network [(which includes the Automatic Weather Stations

  • Automatic Rain Gauge Systems (ARSs); Manual Stations; and Biomet Stations)]
  • Upper Air Sounding Network (which includes the Hydrogen Generators and Tracker

The functions require a broad scope of basic ICT electronic knowledge and skills.
The Specialist, RADAR Network: Regional shall also:

  • provide training on the operation of network nodes and instrumentation to SAWS staff
    and commercial clients with the aim of enabling competence in installation, routine
    maintenance, as well as
  • the development of documentation to support the activities mentioned above and
    maintain.
  • the necessary records to prove system adherence and compliance with documented
    requirements.
  • transfer skills to the Regional Senior Technologists and Technicians.

Minimum Requirements and Attributes:

  • A Degree in Electrical Engineering (NQF 7 – 8: B-Tech, B-Eng, BSc).
  • Minimum of 3 years’ relevant technology experience, post qualification.
  • Minimum of 5 years’ other engineering or technology experience.
  • Well-versant in specific technology application (thus, Original Equipment Manufacturer, OEM,
    trained).
  • If registered with the Engineering Council of South Africa (Candidate or Professional Category),
    ECSA recognised Voluntary Engineering Body may be considered as added advantage.

Client Liaison Officer

Salary: Negotiable

Job Summary:
The Client Liaison Officer is essentially responsible for providing meteorological information to
clients, as well as the promotion of meteorological products and services.

Key performance areas:

  • Provision of Meteorological information to Clients and administration:
  • Meet Client requirements through effective and efficient communication
  • Advise the client correctly on their requests
  • Apply pricing model correctly when supplying quotation to clients
  • Administer provision of information to clients effectively through usage of available
    programmes for data extraction and packaging.
  • Record keeping
    o Quotations provided to clients and invoices received
    o Stock for exhibition and outreach purposes
  • Provide the monthly reconciliation report on sales
  • Provide Analysis Report of the regional sales performance
  • Represent SAWS as and when requested as expert advisor to clients on information
    provided by SAWS.

Internal & External Stakeholder Relations

  • Represent SAWS in meetings with stakeholders as instructed or requested.
  • Promote the awareness of SAWS products and services to all stakeholders through
    application of SAWS marketing strategy.
  • Conduct presentations or support staff involved in exhibiting SAWS products and services
    at dedicated client contact events such as exhibitions, corporate events, workshops,
    conventions, expos etc.
  • Provide the quarterly stakeholder engagement analysis report in line with TQM
    requirements

Minimum Requirements and Attributes:

  • NQF Level 5 or Senior Certificate (with Mathematics and Physical Science) and Weather
    Observers Certificate.
  • Five years as an Observer and/or Three years Forecaster
  • Ability to interpret numerical weather products and/or forecasting experience.
  • Computer skills (Word, Excel, PowerPoint, Access will be an added advantage).
  • Qualification in relevant Marketing course will be an added advantage
  • Self-driven individual with excellent communication skills both verbal and written
    communication, also Honest with positive work ethics.

Senior Meteorological Technician

Salary: Negotiable

Job summary:
The Senior Meteorological Technician provides technical leadership in the operations of
Meteorological Observations performed within the abovementioned region.
Observation:

  • Perform routine weather observation duties that include:-
    o Visual weather observation and compile routine reports,
    o Providing special reports for changes in weather.
    o Providing observation reports timeously as per schedule or as per the
    timeliness of the clients request
    o Downloading of remote observation station data
    o Collection and quality control of manual rainfall station
    o Quality control of AWS and ARS data and transmission thereof to central data
    base.
  • Perform routine and adhoc maintenance of SAWS Observations infrastructure
    (Thorough understanding of Automatic Weather Stations is required).

Internal and External Customer Relations:

  • Liaise with clients as per office plan.
  • Represent SAWS at Stakeholder meetings as per plan.

Training, Development and Knowledge Management

  • Assist in all training activities related to weather observation within the office.
  • Provide mentorship and training to meteorological technician.

Total Quality Management

  • Apply prevention and corrective action procedures on all findings related to weather
    observation.
  • Promote a quality culture amongst the staff within the office.
  • Promote the SAWS Quality Policy and intergrade it into the day-to-day activities of the
    office
  • Provide assistance during audits of the regional office as required.
  • Perform regular inspections to ensure all work done is according to documented
    requirements.
  • Ensure that the work environment complies with legislative requirements relations to
    OHS.

Minimum Requirements and Attributes:

  • A Grade 12 Certificate with Maths and Science.
  • Weather Observers certificate and an AMO competency certificate.
  • Two years’ experience in observation as a Meteorological Technician.
  • Ability to read, analyse and interpret written request for weather data and
    information.
  • Knowledge of South African Weather Service policies and procedures.
  • Knowledge of international standards such as WMO and ICAO, Advanced knowledge
    of observation tools.
  • A valid code 08 driver’s license or higher.

The Senior Electronic Technician is essentially responsible for the maintenance, upgrade and calibration of the following SAWS networks and/or network nodes/sites:

Chief Meteorological Technician

Key Performance Areas:

  • Provide supervisory and technical oversight of Meteorological Observations activities performed
    within the Office.
  • Ensures that all systems and processes involved in Meteorological Observations are performed
    according to prescribed criteria and that all staff involved are informed of the most current
    methods and equipment that is employed for these purposes.
  • Provide training of staff on the operations of network nodes and instrumentation with the aim of
    enabling competence in routine maintenance and use.
  • Develop and maintain documents to support activities mentioned above and maintain the
    necessary records to prove system adherence and compliance with documented requirements.
  • Responsible for the installation, maintenance and repair of meteorological equipment, including
    upgrades., in line with applicable international and national standards.

Observation:

  • Perform routine weather observation duties that include:-
  • Visual weather observation and compile routine reports,

  • Providing observation reports timeously as per schedule or as per the timeliness of the client’s

  • Ensure planned inspection and cleaning of Solys and Biomet stations is carried out timeously.
  • Prepare and submit monthly status reports on Research equipment, e.g Solys, Biomet,
    etcSecond level quality control of data on Quality control done by meteorological
    Technicians
  • Upkeep of the infrastructure maintenance plan and ensure adherence within stipulated
    timeframes.
  • Perform routine and ad hoc maintenance of SAWS Observations infrastructure (Thorough
    understanding of Automatic Weather Stations is required)
  • Keep up breast with the latest developments in weather observational equipment and
    technologies.

Internal and External Customer Relations:

  • Liaise with clients as per office plan.
  • Represent SAWS at Stakeholder meetings as per plan.
  • Financial and General Administration:
  • Assist in the control of acquired stock levels required for operational activities.
  • Assist in the effective use of assets and key infrastructure.
  • Perform routine office administration practices including lodging claims, leave processing,
    overtime, transport admiration, periodic reporting, administration of registers etc.
  • Training, Development and Knowledge Management
  • Assist in all training activities related to weather observation within the office.
  • Provide mentorship, skills transfer and training to meteorological technicians.

Total Quality Management

  • Apply prevention and corrective action procedures on all findings related to weather
