Job Description

The Competition Commission is looking to recruit a dynamic, hard-working and committed individual to fill a position of a Payroll Clerk in the Finance Division. Applicants should be organised, thorough and enjoy challenging situations. Attention to detail, ensuring quality and standards are met and keeping errors to a minimum are important factors in this position. The Payroll Clerk will also play a key role in providing administrative expertise regarding the accurate calculation of wages and related reporting.

 (A starting annual total cost to company package of R 588 660,41 negotiable commensurate with experience)

Please note that this position is available on a five-year fixed term contract, renewable.

Minimum Requirements:

  • A completed National Diploma in Accounting or Finance or equivalent tertiary qualification
  • A minimum of 3 years Payroll experience.
  • Knowledge of Payroll system, experience in Sage 300 People would be added an advantage.
  • Related tax regulations, legislation and guidelines
  • Basic Accounting practises and procedures.
  • Financial competence to perform detailed calculations.
  • Verbal and written communication skills.
  • Computer literacy in all MS Office packages with advanced Excel skills

Duties and Key Responsibilities:

  • Complete monthly Payroll processes.
  • Provide Payroll support and advice
  • Process Bonus and Incentive payments
  • Finalise tax documentation.
  • Benefits administration

Job Description

The Competition Commission seeks to appoint a Procurement Specialist in our Finance Division to render procurement support to the organisation and execute supply chain management functions to assist the organisation in achieving its goals and objectives, as directed by the Manager: Supply Chain Management

A starting annual total cost to company package of R 1 157 914,14 (negotiable commensurate with experience)
Please note this position is available on a five-year fixed term contract, renewable.

Skills and Experience

We are looking for a dynamic, hardworking and committed individual who meets the following requirements:

  • A completed NQF Level 7 qualification – Bachelor’s Degree/B-Tech/Advanced Diploma (Supply Chain Management, Strategic Sourcing and Logistics Management) or Equivalent, Honours will be an added advantage.
  • Membership with Chartered Institute of Procurement and Supply added advantage.
  • Minimum 5-8 years proven experience in procurement.
  • Working knowledge of current BEE policies, Public Finance Management Act (PFMA) and other relevant government supply chain management legislations. Experience in practicing Public Procurement Regulation as prescribed by the National Treasury, Public Finance Management Act (PFMA), Preferential Procurement Policy Framework Act (PPPFA), Broad-Based Black Economic Empowerment (B-BBEE) Act and the Code of Good Practices.
  • National Treasury’s supply chain management guidelines, Treasury Regulations. Instructions Notes and Supply Chain Management Practice Notes
  • 6 years + experience in Supply Chain Management and Strategic Sourcing in a (Schedule 3A public entities) 
  • Understanding and knowledge of the Supply Chain Management cycle which includes demand, acquisition, logistics, disposal, and supplier relationship management.
  • Must be able to work independently.
  • Ability to interpret and apply government policies.
  • Good verbal & written communication skills

Knowledge & Other Skills:

  • Advanced Excel & knowledge working on SAGE.
  • Knowledge of procedures for purchasing
  • Ability to work with numbers in an accurate and rapid manner.
  • Knowledge of formal bid procedures
  • Ability to write clear bid specifications, test materials, and evaluations, and analyse vendor bids.
  • Proficient keyboarding and file maintenance skills
  • Proficient in Microsoft Office Suite
  • Ability to deal effectively with vendor representatives.
  • Understands the purpose and operations of the Competition Commission

Other considerations:

  • Practical work exposure to area of expertise will be further considered to balance against other requirements.

ANALYST

ANALYST (GRADE 7), MERGERS AND ACQUISITIONS DIVISION

Job Description

The Competition Commission seeks to appoint an Analyst to join the dynamic team responsible for investigating mergers and acquisitions in the economy with the purpose of preventing mergers and acquisitions that may lead to a substantial prevention or lessening of competition in the economy or have an adverse effect on the public interest.

 A starting annual total cost to company package of 977 036,51 (negotiable commensurate with experience)

Please note this position is available on a five-year fixed term contract, renewable.

Minimum Requirements:

We are looking for a dynamic, hardworking and committed individual who is in possession of:

  • An Honours’ Degree in Economics or LLB. A Masters’ Degree in Economics or an LLM would be advantageous.
  • 3 – 5 years’ experience and exposure in a legal environment or experience and exposure to economic analysis.
  • A minimum of 2 years prior exposure to competition law/ economics
  • Understanding and interest on competition matters.

Other considerations:

  • Practical work exposure to area of expertise will be further considered to balance against other requirements.

Key Responsibilities:

Duties include, amongst others:

  • The investigation, research and analysis of the effects of mergers in terms of the Competition Act.
  • Report writting
  • Liaison with merging parties and other interested parties.
  • Representation of merger investigation findings to the decision-makers in the Competition Commission and the Competition Tribunal.
  • To assist with administration, policy development and strategic planning and implementation in the Competition Commission.
  • The monitoring of mergers conditionally approved by the Competition Commission.
