The merSETA, is the Manufacturing, Engineering and Related Services Education and Training Authority. This SETA was established in terms of the Skills Development Act 97 of 1998 and encompasses the metal and engineering, auto manufacturing, motor retail, tyre manufacturing, plastics industries and
automotive components sub-sectors.

Head Office
Purpose – The purpose of this position is to efficiently assist with the Grants
Compliance checks processes, ensuring compliance with regulatory requirements and
facilitating the allocation of Discretionary Grants to support the merSETA’s needs and
requirements.
Duties: The duties include but are not limited to the following:
- Responsible for compliance checks for DGYR25 Applicants ensuring compliance
to all checklists and specifications - Follow-up on outstanding documentation to ensure comprehensiveness and
compliance on a daily basis - Verification of the mandatory compliance documents submitted: BBBEE, Tax
Clearance and entity registration docs - Ensure DGYR25 applications completeness are continuously monitored and
prioritised to ensure completeness - Keep specialist and manager informed of progress of each application and
proactively propose ways to expeditated completion - Keep abreast of B-BBE and Tax Clearance legislations and regulations
- Attend Discretionary Grants committee meetings and take minutes ensuring all
comment and decisions are accurately, comprehensively captured - Sound effective and efficient administration of all records and information to
enable easy accessibility and accuracy and comprehensiveness of information - Submit the DG Applicant’s file to the Specialist before final sign-off by the
Manager - Conduct a quality check for all relevant documents (pre-screening) before
Grants Evaluation Committee meetings. - Provide accurate and maintained documents during audits
- Prepare documentation for approval ensuring compliance and accuracy for all
procedures - Check the availability of relevant chairpersons and invite Grants Evaluation
Committee Members to meetings - Arrange briefing sessions with internal stakeholders and service providers when
required. - Share knowledge and document information within the Grants Management
Unit - Ensure compliance to merSETA policies and procedures
Qualities, experience, knowledge and skills required:
- NQF level 6 qualification in Administration or related field
- A minimum of 1 year relevant experience
- Knowledge of tax legislations and requirements as well as BBBEE

Free State Regional Office
Purpose – The position is responsible for providing effective, efficient, and comprehensive
administration, secretarial and support service to the regional Office, central liaison,
regional stakeholders, and managers to ensure that training and development initiatives
in the regions are appropriately facilitated.
Duties: The duties include but are not limited to the following:
- Sound, effective, and efficient administration of all records and information
including to enable easy accessibility, accuracy, and comprehensiveness of
information. - Professionally attend, handle and response to all Stakeholder queries
ensuring amiable and timeous resolution. - Completing Learner Registrations accurately and timeously ensuring all
required information is captured accurately and according to procedure. - When required timeous and accurate preparation of Tranche Payments T2, T3
and T4 ensuring all information required is attached and saved for easy
accessibility. - Efficiently and effectively perform secretarial duties to support sound regional
administration. - Efficiently prepare administration for booking for all Trade Test Bookings.
- Apprenticeship Transfer.
- Apprenticeship Recission: 24 A (mutual).
- Suspensions for Apprentices.
- Suspensions for Learners.
- Advise and support stakeholders on processes, procedures, and information
relating to skills development issues. - Provide guidance and support to Levy Paying Members in navigating the
application procedures for Mandatory and Discretionary Grants. - Provide accurate feedback from the Regional Office to the Central Liaison
ensuring clear and efficient flow of information between Regional Office and
Head Office, including all aspects related to Regional Office and Skills Forum
Administration. - Ensure the execution of project initiatives including ad-hoc projects, providing
regional assistance to all merSETA projects. - Maintain efficient office management processes aligned with secretarial best
practices, involving record-keeping systems, correspondence, communication,
and payment requisitions. - When required effective logistics management for travel arrangements and
event coordination as needed by the regional office for roadshows and
events. - Accurate capturing of information on the system, ensuring the database is
kept up to date. - Efficiently and effectively generate reports as required to assist the office in
achieving its targets ensuring accuracy of information. - Oversee and supervise all apprenticeship related matters including trade test
bookings, transfers, recission: 24 A, and timelines of learner and
apprenticeship programs in alignment with the Quality Management System
(QMS). - Effectively and timeously administer all aspects of the suspension process for
Apprentices and Learners. - When required Lead and guide Interns effectively.
- Adhere to all merSETA policies and procedures.
- Continuously track, monitor, and measure individual performance against set
standards and performance targets. - Effective utilization of best practice and up-to-date knowledge to continuously
support service delivery and improve performance. - Knowledge-sharing, documentation of information and informing key
stakeholders on new information relating to the unit. - Professional visible representation of the SETA, ensuring all behaviours and
conduct are aligned with the SETA values. - Ensure effective, professional communication and dialogue with all
Stakeholders, Management, Staff, and external Stakeholders.

Purpose – To oversee the development of Courseware, Occupational Standards and
Qualifications in supporting stakeholders to ensure that there are Occupational
Qualifications to respond to Skills Development Priorities of the Country. To co-ordinate
learning programmes activities by ensuring that learning programmes (i.e.,
occupational qualifications, part-qualifications, occupational skills programmesprocess)
and courseware are developed, implemented, and monitored in line with therelevant
legislations.
Duties: The duties include but are not limited to the following:
- Lead the development of industry-specific qualification frameworks and
curricula in line with merSETA’s strategic goals and industry needs - Collaborate with industry stakeholders, employers, and subject matter experts
to gather input and ensure qualifications meet industry standards - Ensure that qualifications align with national qualification frameworks and
adhere to quality assurance standards and regulatory requirements - Stay updated on industry trends and gather data to inform the development of
qualifications and training programs - Manage, guide, develop, motivate and performance manage the qualification
development team - Oversee the creation of training materials, including textbooks and other
resources to support the delivery of qualifications - Regularly review and evaluate qualification programs to identify areas for
improvement and make necessary adjustments - Manage the budget allocated for qualification development, ensuring costeffective and efficient processes
- Prepare and submit reports to regulatory bodies and government agencies to
demonstrate compliance with qualification standards - Foster and maintain strong relationships with industry partners, professional
bodies, and educational institutions to enhance merSETA’s influence and
collaboration - Support the professional development of team members and facilitate training
for educators and assessors involved in the qualification programs - Explore innovative educational approaches and technologies to enhance the
delivery and accessibility of qualifications - Main Liaison with QCTO with regards to SLA’s and all legislative and regulative
requirements - Communicate effectively with internal and external stakeholders, providing
updates on qualification development progress and changes - Promote diversity and inclusivity in qualification development, ensuring that
programs are accessible to a broad range of learners - Identify and mitigate risks associated with qualification development, ensuring
the integrity and credibility of the programs - Define and monitor key performance indicators to track the success and impact
of qualification programs - Manage multiple qualification development projects simultaneously, meeting
deadlines and milestones - Contribute to the development of policies and procedures related to
qualification development and implementation - Stay informed about changes in South African education and labor regulations
and adapt qualification programs accordingly timely payments to creditors
without any omissions - Adherence to merSETA policies, procedures, PFMA and relevant legislation

the related legislation - Experience and knowledge of Sector Skills Plan and Annual Performance
Plan Reports in the seta environment is necessary - Research experience related to skills development is essential
