Assistant Superintendents X2

Salary: R 319 809.96 per annum (Post level T11 of a Grade 4 Municipality)

Requirements:

  • Grade 12
  • Diploma in Nature Conservation or Horticulture.
  • Code EB Drivers’ license with PRDP.
  • Computer literacy (MS Office Applications).
  • 2 -5 Year’s relevant experiences.
  • Good supervisory, control, human relations, interpersonal and communication skills.
  • Sound mathematical and technical skills and high level of responsibility.
  • Ability to work under pressure and ability to handle conflict.
  • Sight, hearing and speech ability and must be physically fit and healthy.
  • Ability to give attention to detail.
  • Required to work in all weather conditions and to work overtime and over weekends.
  • Must perform duties in the whole municipal area.
  • Fluent in at least 2 of the 3 languages spoken in the Western Cape, Afrikaans, English or IsiXhosa.

Duties:

  • Control and coordinate the work sequences established to render a public service.
  • Develop and implement new schedules to improve service delivery and check budget votes and monitor spending and availability of funds.
  • Study present scenarios and discuss methods to improvise with the immediate superior.
  • Oversee and monitor the performance of subordinates with respect to cleaning and maintenance duties.
  • Manage and co-ordinate the activities of the section Parks, Open spaces, sport fields and amenities.
  • Develop and implement operational plans for the section.
  • Evaluate work procedures and co-ordinate activities to ensure the effective utilisation of personnel, plant and equipment.
  • Supervise subordinates and recommend payment to contractors and service providers to Manager.
  • Provide input on the drafting of annual operational budget for the section.
  • Calculate costs, quantities of materials and equipment for specific jobs.
  • Obtain quotations for materials and services and attend to correspondence and enquiries from public.
  • Provide all relevant staff with protective clothing and explain the necessity thereof.
  • Ensures that staff adhere to health and safety regulations as contained in the act.
  • Responsible to ensure that procurement is in accordance with Council’s policy, rules, regulations, legislation and guidelines.
  • Receive and analyze assigned purchase requisitions for compliance with Council standards ensuring complete information, accuracy and that order parameters are clear and understood.
  • Delegate Instructions to subordinates on specific preparatory work to be carried out for sports events.
  • Conduct meetings with Supervisors to obtain feedback reports and to discuss possible Improvements.
  • Enforce the conditions of the Environmental Health and Safety and Order and purchase of cleaning material and maintenance material.
  • Conduct inspections at the various areas of responsibility to oversee work sequences and performance.
  • Submit operational reports to the Manager for inclusion in official reports to Management.
  • Plan and prioritize maintenance work to be carried out at the various parks, sports fields, cemeteries and common grounds.
  • Ensure that public facilities are clean and safe for public use and address any repeating complaints.
  • Ensure that sports field are well maintained, grass cut and watered for optimal use and availability.
  • Monitor that machinery and vehicles are clean and in good working condition.
  • Control and update the Assets Register to make provision for new equipment and to write of irreparable items for sale at public auction.
  • Monitor the usage and bookings of municipal halls and discuss functional problems with employees and caretakers.
  • Attend to enquiries from the public and seek solutions to problems experienced.
  • Control the use of vehicles and monitor the daily log sheets for repairs and or problems that need to be addressed.
  • Obtain quotations for items and work needed and follow sequences according to Supply Chain Management requirements.
  • Ensure that broken locks, doors and windows be repaired in the Interest of public safety.
  • Plan and organize maintenance and preparation at cemeteries and institute rehabilitation programs according to burials and usage.
  • Conduct feedback meetings with all personnel to ensure departmental objectives and targets are met.
  • Liaise extensively with internal and external parties in the provision of services to the public.

Manager Electro-Technical Services

Salary: Negotiable (Post Level T 16 of a grade 4 Municipality – starting notch at R 621 261.12 per annum)

Requirements:

  • B Degree in Electrical Engineering (B ENG, B Tech, B SC) NQF Level 7.
  • 5 – 8 Years’ relevant experience.
  • Valid Code B Driver’s License.
  • Computer Literate (MS Office Applications)
  • Proven financial and management skills.
  • Managerial and supervisory skills.
  • Ability to give attention to detail and high level of responsibility.  
  • Ability to work under pressure without tolerance for errors.
  • Work overtime and render standby duties when required.
  • Must perform duties in the whole Witzenberg Municipal area.
  • Extensive experience in the drafting of tender documents; Writing / compiling of technical specifications; Evaluation of tender offers; Writing technical evaluation reports; Presenting of specifications and evaluation at the various Bid Meetings (BSC, BEC, & BAC) (Within strict timeframes and MFMA requirements)
  • Contracts and Project Management of various electrical projects: Verification of work done; Inspections; Payment Certification; Contract administration.
  • Monitoring, controlling and spending of CAPEX and OPEX spending in accordance with Council Policy and Legislation;
  • Manage applications for: New connections ; Developments; Metering ; Complaints
  • Administration of Automated Meter Reading (AMR) Contract and enquiries;
  • Planning and design of upgrades, maintenance and/or repairs as required.

Duties:

  • Give input at a strategic level and in the development of operational plans derived from the strategic plan.
  • Responsible to ensure that industrial regulations are adhered to for safety reasons.
  • Delegate tasks to the subordinates and control the execution thereof.
  • Ensure that all work is done according to regulations (construction regulations), standards, specifications and relevant quality procedures contained in NRS, SANS and the Occupational Health and Safety Act
  • Plans, prioritize and schedule preventative maintenance requirements on the high voltage electrical transmission distribution network comprising switchgear, substation yards and buildings, in and outdoor as well as pole mounted switchgear and transformers, and also bush clearing under overhead lines.
  • Organize the Subsections with the aim to prioritize and complete projects in accordance with the budget.
  • Co-ordinate activities with other sections and / or departments
  • Consult and co-ordinate with consulting engineers, contractors and own staff with respect to safe isolation from live electrical surroundings.
  • Interact with the Immediate Superior continuously to establish an effective base of communication in the continuation of tasks.
  • Interact with subordinates to obtain views and opinions and to provide guidance with problem solving.
  • Give guidance to Section’s staff with regard to in-service training and utilization of support services and exercising discipline.
  • Liaise with organizations and institutions regarding projects that will affect the department.
  • Supervise and control the Section’s staff including monitoring attendance / conduct and output and addressing deviations from agreed performance indicators through meetings / counselling / disciplinary action and other approved methods designed to improve and motivate personnel.
  • Responsible to maintain, update and report to Control Officer reports and statistical information.
  • Write technical specifications in conjunction with the Manager for acquiring tenders or quotations according to the SCM policy for material and / or labour to repair or maintain equipment!
  • Draft technical quality work procedures in conjunction with the Manager for incorporating into the divisional quality management system.

Internal Auditor

Salary: R 319 809,96 per annum (Post level T11 of a Grade 4 Municipality)

Requirements:

  • A National Diploma in Internal Auditing.
  • Registered with a recognized profession.
  • A valid Code B driver’s license.
  • 2 – 5 years’ relevant experience.
  • Computer Literate (MS Applications)
  • Code of conduct for professional
  • Must be willing to work overtime when required and travelling out of town when required.
  • Knowledge of Business processes
  • Knowledge of Standards for Professional Practice of Internal Audit
  • Analytical skills, organisation and data skills
  • Good verbal and written communication skills,
  • Ability to deal effectively with individuals at all levels and ability to work in a team.
  • Must have adaptable qualities due to interaction with different situations and persons at all levels.
  • Professional ability and qualities of good character.

Duties:

  • Understand and gain insight into operations and the various processes, in particular the IDP of Witzenberg Municipality;
  • Having insight of strategic and operational risks;
  • Understand Local Government performance management, and internal audit legislative requirements
  • Obtaining process flow, operating procedures (SOP’s), relevant policies and procedures and systems in use.
  • Obtaining risk assessment related to the project and contributes to the compilation of the risk and control schedule to identify all risks and key controls.
  • Executing assigned work programmes (audit tests) in accordance with the agreed scope and coverage and time budget of the assignment.
  • Report any deviations from scope and time budget to the Senior Auditor in a timely manner
  • Document the draft audit findings indicating the criteria/standard, condition, root cause, effect and recommendation for discussion with the client.
  • Recommendations must address the root cause and should be practical and economical.
  • Submit Record of Audit Findings (RAF) Senior Auditor for review.
  • Complete weekly timesheet of productive and administrative hours
  • Comply with the International Standards for the Professional Practice of Internal Auditing (ISPPIA)
  • Comply with the Code of ethics of the Institute of Internal Auditors
  • Comply with the Code of conduct of Witzenberg Municipality
  • Compiling and filing of internal audit minutes of meetings.

Internship – Internal Audit

Closing Date: 26 April 2024
Salary: R 97 081.08 per annum (All inclusive remuneration packages)

Requirements:

  • A relevant 3-year tertiary qualification in Internal Auditing 
  • A valid code B driver’s license (Will be an advantage).
  • Fluent in at least 2 of the 3 languages spoken in the Western Cape Afrikaans, English or IsiXhosa.

General:

  • Canvassing of Councillors or any member of the Appointment Committee will result in automatic disqualification.
