Assistant Director: Sports & Recreation

REQUIREMENTS

-Grade 12. – Relevant B degree or B Tech in Sport and Recreation or equivalent qualification. – Valid Driver’s License. – Meet MFMA minimum competency requirements or quality for dispensation. – Computer Literacy (MS Word, Excel, and PowerPoint). – Excellent Communication and interpersonal skills. – Proven Management skills (including analytical thinking, empowerment, adaptability, communication, interpersonal skills, leadership skills, conceptual skills, presentation skills, conflict and stress management, negotiation skills). – Project Management and Financial Management skills and experience. – Extensive knowledge and experience in the management of a Parks department, including the cemetery function, sports and recreation facilities management and maintenance. – Sound knowledge of Sport coordination and administration. – Extensive knowledge of equipment, materials and supplies utilised at Parks section, sport facilities, park grounds and plant maintenance. – Ability to manage a large regular and seasonal work force involved in diverse projects in various locations within the Midvaal area. – Ability to establish and maintain working relationships with co-workers, supervisors and community. – Competent in interpretation, implementation and enforcement of relevant legislation and applicable policies – To uphold professional standards at this level of management associated with the position. – 3 to 5 years relevant experience in Sports & Recreation (Parks) at a senior level within the local authority in respect of general management, industrial relations, organizing and control of a section with a large number of employees and sub-sections.

DUTIES

-Lead & direct the department to implement strategic priorities of Council relevant to Sports, Recreation, Parks & Cemeteries. – Performs duties associated with sports and recreation activities within the jurisdiction of Midvaal. – Manage a large regular and seasonal work force involved in diverse projects in various locations within the Midvaal area. – To establish and maintain working relationships with co-workers, supervisors, and community. – Manage & monitor implementation of all relevant Sports projects and programmes. – Prepare & implement Services Delivery Budget plans annually and review expenditure monthly. – Liaise with all relevant government departments & community stakeholders in the implementation of Sports Projects & Programmes. – Compile and submits reports relevant to Department to Council. – Perform any other related Ad-Hoc tasks and duties as requested or required by management from time to time.

SALARY:           R456 012,00 – R490 968,00 p.a. (Level 04 of a Grade 4 Local Authority)

Assistant Director – Revenue Protection

DUTIES

-Investigate and check water consumption to ensure correct usage and correct faulty accounts based on outcome of investigations, including but not limited to: – Bulk Water Meters. – Commercial Water Meters. – Household Water Meters. –High & Abnormal Consumption. –Low Water Consumption. – No Water Consumption. – Responsible for the supervision and monitor of the pre-payment metering system. – Manage & Monitor External Services Providers. – Revenue Collection: – Read bulk meters on a monthly basis (by the first of each month) and prepare accounts for Financial Services. – Perform financial calculation based on the information received. – Perform any other related Ad Hoc tasks and duties as requested or required by management (supervisor) from time to time.

Assistant Director – System & Application

DUTIES

-Develop new application software specifications that encompass functional, programming, and system process flows. -Conduct business analysis, determine and implement a course of action, set priorities and recognise and consider changing events and conditions during projects. -Solve diverse and unusual problems by analysing information where considerable interpretation of processes is required. – Provide walkthroughs of systems and their interconnectivity with other applications in the organisation. – Create, develop, and oversee protocols and procedure for usage for new applications introduced to the organisation. – Maintain an application documentation library. – Provide technical support related to application software systems and troubleshoot issues as they arise. -Maintain general knowledge of the Municipalities server structures as it relates to business applications. – Assist in identifying projects that will align with protecting council IT infrastructure. – Compiling regular reports to Management, its committees, and other relevant structures. – Ability to promptly respond to changed circumstances to ensure the ongoing efficient and effective delivery of key deliverables within the role. – T o stay updated with development in the field of Information Technology cyber security as to ensure a sustainable development. – Interview clients, review business rules, and determine business process flows. -Complete the technical design, detailed specifications, programming system and integration testing for new applications. -Facilitate meetings with customers and interpret, assess, and evaluate customer business requirements in order to establish project scope and design criteria for systems. – Monitor and evaluate performance according to KPI’s and PI’s as contained in the service delivery budget implementation plan. – Perform any other related ad hoc tasks as instructed by management from time to time.

Financial Management Intern

DUTIES

-Assist with the billing process (rates and service charges). – Assist with customer care in the income section (customer queries, complaints etc.). – Assist with cashiering when required. – Assist with the completion of National Treasury reporting templates. – Assist with the compilation of recons. – Other administrative functions. – Assist with Expenditure and SCM related functions. – Assist with Asset Management functions. – Assist with Risk, Insurance Claims & Compliance matters.

Additional Information:

The training program is aimed at training candidates in practical local government accounting with the view to qualify for a position after training. Such appointment cannot be guaranteed. Preferably own transport.
