Metal and Engineering, Motor Retail and Components Manufacturing, Automobile Manufacturing,

Purpose: The position is responsible for managing the end-to-end process of grant management, ensuring compliance with regulatory guidelines and internal policies, and collaborating with internal merSETA units, external partners, and stakeholders to streamline grant operations and maximize the impact of funding on skills development within the sector.
Key Accountabilities and Responsibilities
The ideal candidate should be able to fulfill and perform the following key accountabilities and
responsibilities:
- Collaborate and communicate with internal and external stakeholder.
- Ensure processing of Mandatory and Discretionary grants is done within agreed timelines.
- Maintain up to date, effective, efficient, accurate and comprehensive payments, and MoA records.
- Provide support in the internal and external audit processes and resolve all queries/findings.
- Provide and collate audit evidence for submission to the auditors.
- Identify and mitigate potential risks within the business unit regarding processing of Mandatory and
Discretionary grants. - Provide input in the development and improvement of Systems design and documents.
- Monitor the financial spending of projects and programs.
- Manage the receipt and assess DG Claims in line with internal grant management processes and
maintain the Tracking register. - Ensure that all claims are recorded, accurately classified, and allocated to team members within
agreed timelines with follow ups - Monthly substantiation recon with regions on all claims received and outstanding.
- Ensure that all payment transactions are updated accurately and timeously on the claims register
after payment is made. - Update and maintain project repository.
- Ensure an accurate and filing system is implemented for the Unit.
- Ensure payment requisition packages with precise documentation, proper sequencing, verified
figures, and compliance-checked evidence. - Ensure subordinates have performance plans and provide guidance to build capacity.
- Up-to-date knowledge and intelligence to continuously support service delivery, programme and
project implementation and improve performance. - Continuously track, monitor, and measure individual and team performance against set standards
and performance targets. - Maintain a close working relationship between and amongst the team to optimally support
performance and deliver on stakeholder needs and requirements. - Supports knowledge-sharing, documentation of information and setting of benchmarks for
improved performance. - Support good relationship between the different divisions to continuously support performance and
delivery against set objectives. - Effectively lead subordinates in processing Grant payments
- Prepare award letters and MOAs in line with DG awards.
Qualifications, Experience, Knowledge and Skills
- NQF level 7 qualification in Finance/ Accounting/ Auditing or related field
- NQF level 8 qualification in Finance/ Accounting/ Auditing or related field would be advantageous.
- 3 years’ experience in Finance/ Accounting/ Auditing/ Contracts Management

Welcome to the merSETA
The merSETA is one of the 21 Sector Education and Training Authorities (SETAs).
Established to promote skills development in terms of the Skills Development Act of 1998 (as amended), the 21 SETAs broadly reflect different sectors of the South African economy. The merSETA encompasses Manufacturing, Engineering and Related Services.
Together the six sub-sectors comprise about 40 000 companies
of which about 14 600 are levy-paying.
The workforce employed by the total number of companies is about 600 000. The total levy income is approximately R1.308 billion.
The merSETA like all other SETAs play a central role in making sure that the
National Skills Development Strategy (NSDS) is fulfilled.
The merSETA does not collect levies but instead receives collected levies from the Department of Higher Education and Training. Seventy percent of the levies are disbursed as grants and 10% is kept for administration.
The merSETA does not train – instead it facilitates the process of training by paying grants, registering moderators and assessors, identifying scarce skills, accrediting providers, monitoring the quality of training and implementing projects to close the skills gap.
