OFFICE OF THE EXECUTIVE MAYOR
CHIEF OF STAFF (FIXED TERM CONTRACT ALIGNED TO THE POB’s TERM OF OFFICE)
POST LEVEL: 02
SALARY SCALE: 774 517.92
QUALIFICATION AND REQUIREMENTS:
- A Bachelor’s Degree in Administration/ Public Administration
- Computer Literacy: MS Office
- Good communication skills
- 8 years or more experience in Local Government, 2 years in a Managerial position
- Must be able to work overtime and awkward working hours.
- Must be able to attend skills development workshops/classes as recommended by immediate supervisor
KEY PERFORMANCE AREAS
- To Assist and support the Executive Mayor with strategic responsibilities
- Representing the Executive Mayor in various forums
- Coordinate political activities and provide administrative support in the Office of the Executive Mayor
- Planning, Coordinating and Monitoring all activities of the Office of the Executive Mayor
- Managing and monitoring overall performance and expenditure of the Office of the Executive
- Maintaining intergovernmental relations and supporting the political programmes of the Executive Mayor especially the interface with
Communities and promoting special programmes for youth, Women and elderly people with disabilities and HIV/AIDS - Reviewing and advising the Executive Mayor on Mayoral Agenda items
- Liaising between administrative and political matters.
- Ensuring the implementation of the Mayoral Committee resolution
- Advising the Executive Mayor on the drafting of the IDP and Annual Budget
- Supporting the oversight roles of the Members of the Mayoral Committee
- Supporting the oversight roles of the Executive Mayor’s Performance Management
MAYORAL AIDE X 2 (FIXED TERM CONTRACT ALIGNED TO THE POB’s TERM OF OFFICE)
POST LEVEL: 06
SALARY SCALE: R342 740,96-R378 516,57
QUALIFICATION AND REQUIREMENTS:
- Grade 12 (Matric)
- Code EB Driver’s License
- First Aid Course
- Advanced Driving Course
- Protocol and Etiquette Training Course
- Physical Training Course
- Firearm Proficiency
- Basic training (law enforcement / policing
- knowledge of protocol and etiquette standards; must have knowledge of processes and actions in providing protection services and duties.
- 1-2 years relevant experience
- Must be able to work overtime and awkward working hours.
KEY PERFORMANCE AREAS
- Responsibly for the Safety of the Executive Mayor
- Accompany the Executive Mayor in all Council programmes
- Driving the Executive Mayor’s vehicles
- Reporting any technical/mechanical issues experienced with the vehicle in writing to the Manager in the office of the Executive Mayor.
- Conducting safety inspections and giving safety clearance before the Executive Mayor avails to the public
- Ensuring good housekeeping of the Mayoral car.
- Reporting any medical incident to the Chief of Staff in the office of the Executive Mayor
- Arranging emergency medical assistance when the need arises
- Ensuring the safekeeping of the Mayoral car in line with the council’s protocol
DRIVER IN THE OFFICE OF THE EXECUTIVE MAYOR (FIXED TERM CONTRACT ALIGNED TO THE POB’s TERM OF OFFICE)
POST LEVEL: 10
SALARY SCALE: R188 614.64-211 842.85
QUALIFICATION AND REQUIREMENTS:
- Grade 11
- Must have at least Code 08 driver’s licence
- Performs driving duty of a motor car, motorbike, LDV,
- PrDP will be an added advantage.
- Good communication skills
- Computer literacy will be an added advantage.
- A minimum of 2 years experience in driving
- Must be able to work overtime and awkward working hours.
- Must be able to work under pressure.
- Must be able to attend skills development workshops/classes as recommended by immediate supervisor.
KEY PERFORMANCE AREAS
- Drive municipal vehicles.
- Handle and deliver confidential documents to and from the OEM.
- Will be expected to transport.
- Basic maintenance of vehicles
- Perform any other duties that may be delegated by the supervisor.
- Must be able to act in a higher position.
DEPARTMENT: COMMUNITY SAFETY SERVICES
FIRE FIGHTER
POST LEVEL: 08
SALARY SCALE: R 244 095.31 – R 276 446.09
DURATION: PERMANENT
QUALIFICATIONS AND REQUIREMENTS
- Grade 12
- Firefighter I and Firefighter II course; Hazmat awareness and operations
- First Aid Level 3;
- Hazmat Operational /Fire & Rescue; and Relevant Firefighter Certificate.
- Code C Drivers Licence
- Physically and Mentally fit;
- Medical Test NFPA 1582; and
- No criminal record
- 1-3 years’ operational experience in Local Government
KEY PERFORMANCE AREAS
- Responding to rescue instructions with vehicles and equipment
- Responding to all natural and man-made disasters
- Following standard operation procedures and guidelines e.g. (Secure vehicle accident, extricate trapped accident victims)
- Report to the supervisor and control room
- Responding to hazardous material incidents
- Servicing street Fire hydrants and report faults to the supervisor
- Vehicle inspections and maintenance checks daily
- Attending disaster calls if necessary
- Perform standby duties as pre-approved
DEPARTMENT: FINANCE
ACCOUNTANT ASSET MANAGEMENT
POST LEVEL: 04
SALARY SCALE: R439 277,54-R450 277,52
DURATION: PERMANENT
QUALIFICATION AND REQUIREMENTS:
- Grade 12
- A 3 year National Diploma in Assets Management/ Business Management/Finance/Property Valuation with financial accounting as a major
subject - Bachelor of Commerce with financial accounting as a major subject will be an added Advantage
- Computer literacy: MS Office
- Advanced knowledge of applicable local government legislation (e.g. MSA, MFMA, and others as applicable)
- A minimum of 5 years relevant experience
- Conducts work of a financial nature according to prescribed norms and standards under the general direction of the immediate supervisor;
- Must be able to work under pressure.
KEY PERFORMANCE AREAS
- Maintaining a SRAP compliant Asset register
- Conducting periodic impairment reviews for intangible Assets
- Conducting periodic physical inventory counts of fixed Assets
- Investigating the potential obsolescence of fixed Assets.
- Recommending to the immediate supervisor whether fixed Assets should be disposed
- Conducting analysis related to fixed assets as required by management
- Reconcile the balance in the fixed asset subsidiary ledger to the summary-level account in the General ledger
- Recording fixed assets acquisitions and disposals in the Accounting system
- Recommending to the immediate supervisor any updates to Accounting policies related to Assets Management
- Responsible for the Management of other activities related to Asset management
