SECRETARY TO THE SPEAKER

TOTAL REMUNERATION PACKAGE: R462 056,06

WORK STATION:  41 BICCARD STREET, (HEAD OFFICE)

QUALIFICATION & EXPERIENCE: Grade 12, Computer Literacy: MS Office, secretarial certificate 1 – 3 years experience.

SKILLS, KNOWLEDGE AND ATTRIBUTES: Attention to detail, planning and organising, Communication skills, computer literacy, Time management, knowledge of office management procedures.

KEY PERFORMANCE AREAS: Ascertain that all administrative issues in the office of the Speaker are attended to; Provide secretarial services to the Speaker, Maintain the reception of the office; Maintain customer services in the Office of the Speaker; Coordinate the procurement service requests for the Office of the Speaker. Record and distribute all incoming and outgoing mail; Update the daybook. Acknowledge letters and invitations received; Maintain proper record keeping for the office; Arrange travel and accommodation for the Speaker, Councillors and Officials in the Office; Provide refreshments and stationery for the office; Maintain the diary of the Speaker. Attend to the visitors of the Speaker in line with Batho Pele Principles; Maintain cleanliness in the Office of the Speaker; Attend to the telephone calls in the office within the stipulated service standards.

KNOWLEDGE; SKILLS AND PERSONAL ATTRIBUTES: Planning and Organizing, High ethical standards (Honest and Integrity).

KEY PERFORMANCE AREAS: Co-ordinates Political programmes in the office of the Chief Whip; Coordinate caucus meetings in liaison with Chief whip; Coordinate Chief whip’s forum; Provide protocol support during events attended by the Chief Whip; Compile reports and speaking notes for the Chief Whip; Coordinate political documentations as required by the Chief Whip; Compile reports for tabling by the Chief Whip, to internal and external political structures; Compile monthly reports for the Office of the Chief Whip;  Coordinate Whippery meetings prior to the meeting of Portfolio Committees; Provide secretariat support to Chief Whip’s forum; Follow up on resolutions taken in the Chief Whip’s forum; Coordinate District Lekgotla and arrange study groups.

CHIEF FINANCIAL OFFICER – READVERT

POSITION: CHIEF FINANCIAL OFFICER (those who applied previously may re-apply).

DURATION: PERMANENT BASIS (In line with the Municipal Systems Act as amended)

REMUNERATION PACKAGE: R1,139,433 – R1,340,509– R1,541,584 (IN LINE WITH THE UPPER LIMITS OF TOTAL REMUNERATION PACKAGE PAYABLE TO CHIEF FINANCIAL OFFICERS, GOVERNMENT GAZETTE NO.50737 DATED 30 MAY 2024)

REQUIREMENTS: At least a Post Graduate Degree or qualification in the fields of Accounting, Finance, or Economics registered on the National Qualifications Framework at NQF Level 8 with a minimum of 120 credits or Chartered Accountant (SA). Minimum of seven (07) years’ experience at middle management level.

CORE AND LEADING COMPETENCIES: “As prescribed in the Annexure A (Local Government: Competency Framework for Senior Managers) to the Local Government: Regulations on Appointment and Conditions of Employment of Senior Managers as published in Government Notice No.21 of 17 January 2014”.

KNOWLEDGE; SKILLS AND PERSONAL ATTRIBUTES: Financial Management and prescripts, guidelines and standards, Treasury Regulations and King Report on Corporate Governance; Understanding of relevant policies and legislations; institutional governance systems and performance management; Good knowledge of supply chain management regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000).

RESPONSIBILITIES: Reporting to the Municipal Manager the incumbent will be responsible to lead, direct and manage staff within the Financial Services department so that they are able to meet their departmental and organizational objectives. Provide strategic leadership, support and advise to the Municipality regarding financial management functions as prescribed by the Municipal Finance Management Act, Act No.56 of 2003 (MFMA), Treasury Regulations and other financial prescripts; Overall management of the budget; Develop and implement key strategic business plans including supply chain management, Revenue Management, Expenditure Management and Budget and Reporting; Prepare and implement municipal budget; Prepare annual financial statements and other mandatory financial management reports. Establish and maintain financial policies, practices, and procedures for the Municipality; Perform duties and functions delegated to the Chief Financial Officer in line with the MFMA and as delegated by the Accounting Officer. Prepare and submit required reports to the Municipal Manager and relevant municipal structures; Ensure support to category B Municipalities in the district on corporate related matters; Develop and implement the Departmental Service Delivery and Budget Implementation Plan (SDBIP).
