DUTIES:
Intern will be assigned administrative work wherever the need arises in any unit within Corporate Services. Activities include filing switchboard operation, data capturing, organising meeting, minute taking and acting as relief assistants as and when required.

EXPERIENCE
5 – 8 years’ experience in the communication, media, marketing and branding field of which two (2) years must have been at a supervisory level.
DUTIES:
Research and development on communications and media trends suitable for the municipal client base.
Development of the NDM Communication, Marketing and Branding Strategy, Implementation Plan and Policies.
Ensure the development of the institutional logo the utilization therefore and adherence to the protocol orders.
Creating, implementing, and overseeing communications programs that effectively describe and promote the organization’s offerings and sustainable branding.
Preparing detailed media reports, press releases, and marketing materials through briefings with management and council in order to give consistent information to all stakeholders.
Ensure adequate publication on institutional activities
Manage the institutional communication, marketing and branding in sync with the approved strategy.
Ensure the development and regular updating of the institutional website content.
Collect and collate information on all institutional events from respective departments and develop an events diary for the municipality.
Design the theme, communication and branding for each and every institutional event.
Package and Promote all institutional/departmental events to the public.
Creating, implementing, and overseeing communications programs that effectively describe and promote the organization and its products.
Create and maintain both internal and external stakeholder profile for creation of a sustainable media platform.
Preparing detailed media reports, press releases, and marketing materials.
Manages unplanned and urgent communication and proactively deal with issues before they become a crisis.
Ability to execute high level stakeholder management and liaison.
Participate in Public Outreach Programmes to record and collate public comments, complaints and inputs for the institutional service delivery improvement initiatives.
Manage the allocation and expenditure of the communication departmental budget.
Manage the communication staff in relation to staff attendance, Skills Development; Performance Management, Occupational Health, safety and Wellness.
Convene and chair the district communicators Forum.

DUTIES:
INDIVIDUAL PERFORMANCE MANAGEMENT
Participate in the development of the municipal Integrated Development Plan.
Establish a PMS that is commensurate with its resources, best suited to its circumstances and in line with priorities, objectives, indicators and targets contained in its IDP
Set appropriate key performance indicators (KPIs) as per the SMART principle as a yardstick for measuring performance, including outcomes and impact, with regard to the municipality’s development priorities and objectives set out in its IDP
Create a platform community engagement/involvement in setting indicators and targets and reviewing municipal performance
Development the municipal IPMS roll out plan with legislated implementation time frames with respect to (Performance Contracting, Assessments, Reviews and Moderation) for all employees, including those of senior managers.
Monitor, measure and review performance based on indicators linked to the IDP.
Performance Measurement and Assessment through conducting quality checks of performance reports received and verifying the qualitative and quantitative standard of the portfolio of evidence.
Take steps to improve performance with regard to those development priorities and objectives where performance targets are not met.
Establish a process of regular reporting to Council, other Political Office bearers and staff of the municipality, the public and other organs of the state on overall municipal performance.
Conduct an internal audit on performance reports and the report be audited by the Auditor-General
Conducting information sharing sessions to facilitate understanding of the IPMS system and its application in defining and measuring organizational goals and accomplishment and acquire job description inputs.
Provide support to local municipalities within the district in relation to development of IPMS frameworks and guidelines.
ORGANISATIONAL PERFORMANCE MONITORING AND EVALUATION
Ensure compilation of the Service Delivery and Budget Implementation Plan (SDBIP) and the publication thereof for public comments.
Ensure development of the monitoring and evaluation tools of all performance related activities within the municipality.
Support the development and roll out of Monitoring and Evaluation Frameworks, guidelines within the district.
Develop and monitor plans or tools to guide quality Monitoring and Evaluation in the projects.
Ensure development and reviewal of Monitoring and Evaluation plans, tools and other documents such as results matrices, reporting templates etc., as may be necessary in coordination with relevant colleagues or partners.
Participate in the initialization /conceptualisation of the projects in order to provide guidance in terms of setting SMART targets.
Develop Early Warning Systems (EWS) on under performance with relation to the project implementation.
Consolidate periodic internal and/or donor reports by providing Monitoring and Evaluation data and content, ensuring that results are aligned to indicators outlined in results matrices and that reports are results based to improve quality of reporting.
Provide capacity building on Monitoring and Evaluation to staff through training, mentorship, coaching and sharing of information.
Creating and maintaining effective and efficient management Stakeholder Relationships.
Producing of monthly and statutory performance management reports.
Compilation of the Annual Performance Report and the analysis thereof against the set targets.
