Purpose of the job
To process invoices and payments of suppliers and service providers in accordance with the policies and procedures of the organization; and to ensure adherence to the PFMA Act and National Treasury Regulations.
Key Outputs: The successful candidate will report to the Supervisor: Accounts Payable; and their responsibilities will include: ● Ensuring that payments to service providers are processed timeously. ● Following up on monthly payments and contract payments. ● Ensuring all invoices are paid as and when due. ● Obtaining monthly statements at the end of every month. ● Preparing monthly general ledger reconciliations. ● Ensuring all supplier accounts and expense accounts are reviewed for compliance at month-end and year-end. ● Ensuring that all supplier accounts are up to date ● Assisting Internal Auditors and External Auditors with information when requested.

Purpose of the job
To conduct quality of service (QoS) measurements on the networks of ECNS licensees so to produce reports on the test results, to protect the users of the networks and to provide improved quality of experience for users ; for both circuit-switched and IP-based networks (especially broadband networks).

Key Outputs: The successful candidate will report to the Senior Manager: Regulatory & Legislative Drafting and their responsibilities will include: ● Provide legal guidance to Council (incl. Complaints and Compliance Committee
Invitation to Serve on the Complaints and Compliance Committee (CCC) of the Independent Communications Authority of South Africa: One (1) Position
The Independent Communications Authority of South Africa (ICASA) is a public entity responsible for the regulation of the electronic communications, broadcasting and postal industries in South Africa, as mandated by the Independent Communications Authority of South Africa Act, 2000 (Act No. 13 of 2000) (ICASA Act), and Electronic Communications Act, No 36 of 2005 (ECA). The ICASA Council / Authority hereby calls on all independent, suitably qualified and interested persons to apply to serve as a member of its Complaints and Compliance Committee (“CCC”), for a period of three (3) years, in terms of section 17A (1) of the ICASA Act. The appointment will be subject to the signing of a performance agreement and renewal of the appointment will be based on performance.
A member of the Complaints and Compliance Committee (“CCC”) must be fit and proper in accordance with section 17A(4) of the ICASA Act.
Applicants must be South African citizens.
Role and Responsibilities: In terms of the ICASA Act and the ECA, the CCC is vested with certain powers to, amongst others, investigate, hear if appropriate and make findings, on the complaints it receives or on allegations of non-compliance with the applicable Acts. The detailed function is set out in section 17B of the ICASA Act.
Required qualifications: Applicants must be in possession of an appropriate Honours or Master’s degree qualification in Economics, Commerce or Engineering.
Required Experience: Applicants must have 5 years’ experience in electronic communications networks services/ postal services/ broadcasting services/ economics/ commerce/ spectrum management. Financial or economic modelling, accounting principles and/or costing experience will receive preference.
Remuneration: CCC Members will be paid such remuneration allowance as the Council of the Authority determines (in terms of Section 17(8) of the ICASA Act No. 13 of 2000 as amended). As per Treasury Regulation 20 under Government Notice No. R. 225, published in Government Gazette No. 27388 of 15 March 2005, persons employed by state organs or those serving on such Commissions and Committees of Inquiry will not be entitled to additional remuneration or fees payable for partaking in the work of the CCC.
Disqualification in terms of section 6 of the ICASA Act is applicable: Applicants may not among other things – have a direct or indirect financial interest in the electronic communications, broadcasting or postal sectors; be a public servant or the holder of any other remunerated position under the State; be employed by public Universities, be a Member of Parliament, any provincial legislature or any municipal council; be an office bearer or employee of any party, movement or organisation of a party-political nature.
Selection Procedure: Short-listed candidates will be invited for interviews, to be conducted by a panel appointed by ICASA Council. It will be the prerogative of the Council to make the final appointment upon recommendation by the selection committee.
Term of Office: The successful candidate will serve as a part-time member of the CCC for a period of three (3) years and will be subject to the CCC Terms of Reference and such other terms and conditions as prescribed by law and the Council of the Authority.
