Job Advert Summary
Rand Water invites applicants from suitably qualified and previously disadvantaged individuals to apply. The purpose of this qualification is to provide the learner with the required knowledge, practical skills and workplace-based experience to prepare the learner to operate as a Procurement Officer. A Procurement Officer coordinates the procurement and supply of goods and services, manages contracts and negotiations with suppliers, and monitors the implementation of procurement schedules.

Minimum Requirements
•Applicants must not be employed.
•Applicants must not be enrolled with any institution for a qualification nor be registered in any Learnership Programme.
•Applicants must not be in possession of a completed post-matric qualification
(NB: Failure to disclose post-matric qualifications will result in applicant being disqualified)
•Applicants in possession of a post-matric qualification must not apply and will not be considered.
•Applicants must have a Matric (Grade 12) with Mathematics Literacy and English (minimum of Level 4 in ALL the subjects)
•Applicants must submit / attach SAQA / NLRD verification report (Obtainable from SAQA website)
•Applicants must be a South African citizen and be in possession of a valid SA ID.
•Applicants must be between 18 and 35 years of age (in line with the NSDSIII).
•For People with Disabilities (PWDS)
oApplicants who are deaf or hard of hearing should be able to provide their own interpreters at their own costs, since this is a learnership and they should be able to Hear and Communicate
oProof of disability (Doctor’s Certificate/report or signed ITRDD13 by a registered medical doctor) MUST accompany the application

Primary Duties
•Develop and maintain implementation of operational schedules for procurement and supply
•Manage procurement and supply relationships and contracts
•Monitor and measure procurement and supply performance

Responsibilities during Learnership Programme:
•Attend classes as part of the learnership programme
•Participate in discussions and activities during class
•Complete assignments and projects as required
•Write assessments and complete practical logbook to evaluate knowledge and understanding

Knowledge
Rand Water Mandate and its contribution to the water sector.

Internal and External applications are invited from suitably qualified persons to fill the following vacancy and to lead the Shared Services Business Unit based at Rietvlei, Head Office.

Minimum Requirements
Minimum Education: A Bachelor’s Honours Degree in Business Management or equivalent NQF Level 8 level qualification.
Desired Education (added advantage): A Recognized Master’s Degree in Business Management or equivalent Management Degree (e.g. MBA or MBL) at NQF Level 9.
Minimum Experience: 15+ years’ combined managerial experience in any of the Shared Services functions.
Desired Experience: 5 – 7 years’ exposure to broad management at executive level operating in a complex water sector or similar environment.
Primary Duties
Drive the conceptualization and execution of the integrated Shared Services Strategy in line with the overall Rand Water Strategy.
Conduct Market Analysis to review and align the Shared Services Operating Model in line with Rand Water’s new value proposition.
Provide strategic and innovative support services solutions in order to deliver just-in-time services to ensure plant availability and uninterrupted water supply.
Ensure effective monitoring and evaluation of business processes and service delivery obligations within the Shared Services Business Units.
Continuous improvement and alignment of Quality Management Systems as well as overall compliance to mandatory and statutory compliance requirements within the area of operations regulatory standards.
Drive an integrated risk management approach to support the strategy.
Ensure Legal, statutory and legislative compliance.
Proactive communication with internal and external stakeholders.
Marketing and brand positioning of Rand Water.
Ensure improved stakeholder interface and management.
Provide an integrated HR service offering to the business and ensure adequate projections for demand and supply of skills to sustain the future Rand Water business.
Oversee compliant Supply Chain and sourcing Management processes supporting all Business units.
Implement enabling ICT and OT solutions that drive organizational and process efficiencies.
Oversee the overall financial management activities within the Shared Services Business Unit.
Oversee performance outputs within the Shared Services Business Unit, submissions to CEs office, Board, and Board committees, including the shareholder and other external stakeholders.
Knowledge
Minimum Knowledge: Bill of Rights, Water Services Act, PFMA, CIDB, FIDIC, SANS, ISO, etc.
Desired Knowledge: GIS and best global practices and trends.
Extensive knowledge and understanding of bulk water services/utilities environment in large corporates.
In-depth knowledge of relevant statutory requirements impacting on the water industry and general government initiatives that relate to the water industry.
