Job Description
The Division
The Advocacy Division at the Competition Commission South Africa (“Commission”) is responsible for the promotion of competition through non-enforcement means. It focuses on ensuring a pro-competition legislative, policy and regulatory environment, promoting awareness of compliance with the Competition Act and resolving competition concerns through non enforcement means.
The Competition Commission seeks to appoint a progressively experienced Senior Analyst in the Advocacy Division to contribute meaningfully to advancing the Commission’s objectives through impactful policy and legislative analysis, and the resolution of complex competition matters. This role is suited to individuals who have progressed beyond foundational technical functions and are able to operate independently, manage complexity, and provide strategic input across multidisciplinary teams. It requires a consistent, detail-oriented, adaptable, and self-driven individual with demonstrated depth in policy research, advocacy, and economic or legal analysis. The position offers exposure to advanced issues in competition law, policy-making, and regulatory economics.
A starting annual total cost to company package of R 1 227 388,98 (negotiable commensurate with experience)
Please note this position is available on a five-year fixed term contract, renewable.
Key Responsibilities:
The main responsibilities of the incumbent will, inter alia, include:
- Provide guidance to and supervise Analysts, Junior Analysts and Cadets (Graduates) in the Division with regards to research, advocacy projects and investigations.
- Identify research activities and priorities relevant to the development of competition policy.
- Oversee, coordinate and conduct advocacy research and projects to support the Competition Commission’s objectives.
- Oversee, coordinate and conduct analysis of regulatory and policy issues arising and make recommendations.
- Oversee, coordinate and conduct investigations regarding possible contraventions of the Act and supervise teams towards the resolution of competition cases through advocacy and/ or referral to other divisions.
- Assist in identifying training and development needs of staff members.
- Act as a representative of the Commission within the framework of the Competition Act when communicating with business, consumers, employer/ employee representatives and other government agencies.
- Contribute to the development and implementation of the Competition Commission’s Strategic Plan, Annual Performance Plan and the Division’s Business Plan.
- Contribute to the efficient administration of the Division through compliance of protocols, procedures and systems, including knowledge management.
Job Requirements
We are looking for a dynamic, hardworking and a committed individual who meets the following requirements:
- A completed LLB or Honours Degree in Economics or Social Sciences.
- Minimum 6 years of related working experience including at least 2 years track record of independently leading complex projects or investigations within multi-disciplinary teams within a competition authority or a regulatory body or a specialist economic research environment.
- Proven experience in the supervision and mentorship of junior staff members.
- Proven ability to critically evaluate legislative frameworks and policy documents and make strategic recommendations.
- Experience in information gathering and analysis, both on a tactical and strategic level.
- Strong skills and demonstrable experience in economic research and analysis.
- Project management experience.
- Ability to undertake complex investigations independently and within multidisciplinary teams.
- Knowledge and understanding of the purpose and objectives of the Competition Act, the Competition Commission and the South African economy is highly recommended.
Other considerations
- A Master’s degree in Economics, Law or Social Sciences will be an added advantage.
- An added advantage will be given to candidates who have managed professionals in structured roles, within analytical or research environments.

Introduction:
The Competition Commission (Commission) is a statutory body constituted in terms of the Competition Act, No. 89 of 1998 (the Act). It is one of three independent competition regulatory authorities established in terms of the Act, with the other two being the Competition Tribunal and the Competition Appeal Court. The Commission is empowered by the Competition Act to investigate, control and evaluate restrictive business practices, abuse of dominant positions, mergers, undertake market inquiries and advocacy in order to achieve equity and efficiency in the South African economy. The Commission is a public entity listed in schedule 3A of the Public Finance Management Act (PFMA) and acts in compliance with section 217 of the Constitution of South Africa.
The Division:
The Advocacy Division at the Competition Commission South Africa (“Commission”) is responsible for the promotion of competition through non-enforcement means. The Role:
The Divisional Manager, reporting to the Commissioner, is a member of the Executive Committee of the Commission and part of the Commission’s strategic leadership team. The successful candidate must be able to operate at a strategic level within and outside the Commission, influencing leaders in government and business on adopting pro-competitive business practices. The role includes the strategic oversight of screening, ensuring effective complaint classification and resolution, aligning with strategic priorities, and fostering collaboration with enforcement Divisions. The Divisional Manager engages with key stakeholders in organised labour and other strategic partners in competition regulation both across the continent and globally.
Key Accountabilities:

Job Requirements
- A minimum of a relevant Master’s Degree in Economics, Law or equivalent.
- Preference will be given to candidates with executive leadership training and experience in competition law, economic policy, or stakeholder relations.
- A minimum of 10 years related working experience with 6 years’ experience working at executive management level.
- Demonstrated experience in contributing to the formulation and development of public policy (e.g., white papers, policy submissions, legislative inputs).
- Track record in stakeholder engagement and in managing complex multi-stakeholder projects (e.g., cross-sector initiatives, inter-agency collaborations).
- Demonstrated experience in engaging and negotiating at an executive level with public and private sector stakeholders.
- Extensive experience in leading high-level strategic stakeholder engagements with policymakers, regulatory authorities, business leaders, and international organisations.
- Experience in leading or overseeing screening or case classification processes in a regulatory or enforcement environment will be a strong advantage.
Other considerations and added advantage:
- Practical work exposure to area of expertise will be further considered to balance against other requirements.
- International and Multilateral Experience – experience representing institutions in global policy discussions (e.g. AU, SADC, OECD)
- Extensive experience in implementing transformation projects – the role requires a candidate who has designed and implemented policies driving market transformation, particularly projects promoting the entry and growth of SMMEs in markets and supporting growth and participation of firms owned by HDPs.
