BY-ELECTION STAFF (various positions)

Job Purpose: To contribute towards strengthening electoral democracy processes by assisting in coordinating and implementing the registration of voters and related programmes of the Electoral Commission at voting station level.

Minimum Requirements:

1.          Must be a South African citizen.

2.          Must be a registered voter

3.          Must have at least five years professional, supervisory or administrative work experience or previous Presiding or Deputy Presiding Officer experience

4.          In the last five years must not have held political office or been a candidate in an election or have been politically active for a political party or campaigning for a political party [appearing on the candidate list of any political party for the local governments will result in immediate termination of appointment]

5.          In the last five years must not have been elected to office in an organisation that has party political affiliations or aims

6.          Must not have been convicted of serious criminal offence(s)

7.          As far as possibly must have some form of training or further education

8.          Must have access to a mobile telephone

9.          Must have ability to operate smartphone technology

10.       Must be proficient in the relevant local languages of the municipality

11.       Must have a valid bank account

Competencies required:

1.          Must demonstrate proven ability to work well under pressure and meet tight and demanding deadlines

2.          Must demonstrate tact and good people skills in dealing with people from a wide range of backgrounds

3.          Must be willing to do on-line modular training and meet the assessment criteria prior to consideration for appointment

Some of the responsibilities of the job (subject to position appointed to):

The above position is a temporary contract position, requiring a person to work/attend training over a weekend. The purpose of this position is to provide secure and timely driving services to transport merchandise, staff, and documents and run work related errands for the provincial office. This position reports to the Senior Accountant: Finance and Facilities

Duties:

·        Ensure the provision of driver services to transport staff and executive members, documents, merchandise and run office errands timeously

·        Transport products, materials and staff securely to areas where needed

·        Load/unload the Commissions merchandise

·        Accurately complete all paperwork related to transportation of employees and or merchandise

·        Respond to enquiries timeously

·        Ensure vehicles are kept clean, safe and in good working order

·        Identify faults on vehicles and report accidents and damages

·        Provide receipts for all expenses or maintenance incurred on vehicles

·        Keep travel logs to record all trips

·         Perform other duties including acquisition of utensils, delivery and collection of supplies, meals and running of errands

·        Carry out indoor general maintenance including minor plumbing, electrical, carpentry, masonry and renovations e.g.: replacing light bulbs tighten cabinetry and assemble prefabricated furniture.

·        Service equipment around the building e.g. cleaning out air vents, replace air filters, or schedule repairs where needed

·        Test alarms and other security system, report areas that needs repair and facilitate process

Basic requirements:

·        Matric (Grade 12) or a junior certificate (Grade 10) plus three years relevant working experience. A

·        A valid driver’s licence is compulsory

The purpose of the position is to carry out duties, and responsibilities related to warehousing services for the Provincial Electoral Office. This position reports to the Senior Warehousing Officer.

Duties: Provide support for accountable warehousing and distribution of election materials between warehouses and voting stations by planning of delivery and retrieval schedules; arrange for storage appropriate for maintaining election materials and equipment in good condition; ensure accurate tracking of all distribution and retrieval of supplies of election materials and equipment; use direct distribution from the warehouse, or staged distribution to voting stations; execute proper controls over voting materials and valuable supplies; keep record of location of supplies so as to ensure accountability and safekeeping at all times; assist with delivery instructions to voting station staff, including the rollback of election material and other resources; record and verify material for secure storage, reuse, or disposal.

Basic requirements: Matric/N3, an appropriate tertiary qualification (diploma or degree) equivalent in Supply Chain Management. Experience in a warehouse or storeroom environment will be advantageous. In addition to the formal qualification, the successful candidate will need to possess good administrative skills & knowledge of the legislative framework and relevant regulations that govern the Electoral Commission; knowledge of the infrastructure of the province is advantageous; good computer literacy; SAP experience will be advantageous; .project management and numeracy skills; report writing, ability to work under pressure, team player; interpersonal skills arid a high” level of ethical conduct; willingness to travel extensively and a valid driver’s license is compulsory.

If you are looking to kick-start your Logistics career in a pre-eminent elections management body, this might be your role. We are currently looking for an intern to join the logistics team at the Electoral Commission’s National Office.

The Intern: Logistics, will be trained, exposed to and lend support in delivering impactful logistics services to the Electoral Commission’s clients, customer and stakeholders’ base to strengthen the overall organisational control environment.  The purpose of the position is to perform specialised clerical duties in support of the electoral operations, outreach, and corporate support services for the regional office. This position reports to the Regional Assistant Manager.

Duties: Regional Human Resource Administration: Support efficient human resource administration services for the regional office by development and maintenance of an effective filing system; render assistance with recruitment of employees in the region; facilitate appointment of Municipal Electoral Officers (MEO)s; maintain a leave register; keep and maintain personnel records and the attendance register; record, organise, store, capture and retrieve correspondence and data (line function); update registers and statistics; handle routine enquiries; make photocopies and receive or send facsimiles; distribute documents/packages to various stakeholders as required; type basic letters and/or other correspondence when required; keep and maintain the incoming and outgoing register of the component; coordinate logistics of meetings.

Regional Financial Administration: Ensure regional creditors are paid timeously by liaising with internal and external stakeholders in relation to procurement of goods and services; obtain quotations and follow up on submission of invoices; complete procurement forms for the purchasing of standard office goods; stock control of office stationery and other assets in the regions;; keep and maintain the asset register of the district; coordinate submission of assets; submit quarterly reports; capture and update expenditure in the district; check correctness of subsistence and travel claims of employees and submit to Regional Supervisor for approval; handle telephone, rental accounts and petty cash for the component; submit regular reports.

LOCAL ELECTORAL PROJECT OFFICER (LEPO) administrative OFFICER level – EKURHULENI – NIGEL. 

                     An inclusive remuneration package of R558, 876.00 per annum. 

The purpose of the position is to implement projects, tasks and activities of the local / municipal electoral office in accordance with the prescribed IEC guidelines and budgets of the regional office. This position reports to the Regional Assistant Manager. 

Local Project Administration: Develop, implement and monitor in collaboration with the Regional Assistant Manager, annual tasks and standardized activity framework and controls that support the regional office’s implementation plans in attaining set targets and objectives. Ensure a workplace culture that promote ethical practices, compliance to Code of Conduct, and integrity. Develop, communicate and implement effective performance work plans to achieve set performance targets and goals. Supervision of expansion and election staff to meet output targets during heightened activity. Provide accurate and complete reports timeously on projects, tasks and activities. Manage relationships with stakeholders at local level. Deal with correspondence relating to projects. Take minutes of meetings and attend meetings, workshops and training sessions. 

Local Corporate Support Services: Assist in recruitment and training of electoral staff on local level.  Make logistical arrangements in support of electoral staff training. Conduct training on local level. Identify and receive facilities management services and support for the office (security, leasing, cleaning, transport /travel, telecoms, etc.). Provide basic information relating to budget processes. Obtain and raise quotes for procurement on local level via SAP.  Inform successful vendors and supply them with orders. Receive goods procured and respond to financial queries. 

Local Electoral Operations: Implementation and coordination of delimitation of voting stations. Conduct voting stations survey and identify potential voting stations sites. Conduct registration of voters. Coordination of by–elections and related activities. Coordination and arrangement of local PLC meetings, taking and uploading of minutes on the relevant system.  Coordination of storage facility, logistics, infrastructure and related tasks in support of electoral events.  Conduct civic and voter education, training and outreach activities, as well as other election related duties.  Coordinate activities to conduct national, provincial, and local government elections, vote counting and processing of results. Coordinate activities for political party liaison, administration of candidate nomination, and replacements for proportional representation (PR) lists. 

Local Outreach Services: Coordination and support of local civic and democracy education projects, tasks and activities. Facilitate conflict management services and solutions for effective stakeholder engagement. 

General office administration: Answer telephones. Respond to queries of the public.  File documentation. Type correspondence, reports and minutes.  Arrange meetings and workshops. Make copies. Fax.  Date capturing on the relevant IEC systems.  Arrange for courier of documents. 

Basic Requirements:  The successful candidate must be in possession of a Bachelors’ Degree or a three year National Diploma with at least 2 years relevant working experience.  Knowledge and understanding of Labour Relations Act, relevant policy and legislation. Knowledge of supply chain management legislation and regulations.  Good governance skills.  Knowledge of operational protocols.  Excellent office and general administration skills.  Good verbal and written communication skills.  Good financial, stakeholder, analysis, planning and organizing skills.  Good computer literacy.  People management and interpersonal skills.  Results and Quality Focus.  Project management experience will be advantageous.  A valid driver’s license and must be prepared to travel extensively in the municipality.

REGIONAL ADMIN CLERK (RAC) level of senior administrative clerk

OVERBERG (OVERSTRAND), WESTERN CAPE 

(An inclusive remuneration package of R360, 498 per annum)

The purpose of the position is to perform specialised clerical duties in support of the electoral operations, outreach, and corporate support services for the regional office. This position reports to the Regional Assistant Manager. 

Duties: Regional Human Resource Administration: Support efficient human resource administration services for the regional office by development and maintenance of an effective filing system; render assistance with recruitment of employees in the region. Facilitate appointment of Municipal Electoral Officers (MEO’s). Maintain a leave register. Keep and maintain personnel records and the attendance register. Record, organise, store, capture and retrieve correspondence and data (line function). Update registers and statistics. Handle routine enquiries. Make photocopies and receive or send facsimiles. Distribute documents/packages to various stakeholders as required. Type basic letters and/or other correspondence when required. Keep and maintain the incoming and outgoing register of the component. Coordinate logistics of meetings.

Regional Financial Administration:  Ensure regional creditors are paid timeously by liaising with internal and external stakeholders in relation to procurement of goods and services. Obtain quotations and follow up on submission of invoices. Complete procurement forms for the purchasing of standard office goods. Stock control of office stationery and other assets in the regions. Keep and maintain the asset register of the district. Coordinate submission of assets. Submit quarterly reports. Capture and update expenditure in the district. Check correctness of subsistence and travel claims of employees and submit to Regional Supervisor for approval. Handle telephone, rental accounts and petty cash for the component. Submit regular reports.

Regional Travel and Office Services: Coordinate travel and accommodation. Manage pool vehicle administration mail, and courier service in the district. Provide reception and office administrator services

Regional Facilities Management: Facilitate minor building maintenance works, including cleaning contracts.

Basic Requirements:  The successful candidate must be in possession of a matric/NQF4 plus 3 years relevant working experience. Knowledge and understanding of the legislative framework of the Electoral Commission and election related matters will be advantageous. Knowledge of clerical duties, practices as well as the ability to capture data, knowledge of working procedures in terms of the working environment. Compute and collecting statistics.
