Manager-Procurement Governance
JOB DESCRIPTION:
The Vaal University of Technology invites qualified professionals to apply for the position of Manager
Procurement Governance. This critical leadership role is responsible for establishing, maintaining,
and continuously improving the University’s procurement framework. The incumbent will ensure
compliance, efficiency, and ethical standards across all procurement activities, mitigating risk and
maximizing value. As the central authority on procurement policies, processes, and supplier risk
management, the Manager will drive standardisation and excellence throughout the University.
Key performance areas include but are not limited to:
- Manage the institution’s procurement delegations of authority aligned with Council
approvals. - Assist in the development, review, and maintenance of the Procurement Policy,
Delegations of Authority, and Standard Operating Procedures. - Interpret and implement relevant legislation including the Preferential Procurement
Policy Framework Act (PPPFA), B-BBEE Act, and Competition Act. - Establish and manage a procurement risk management framework with regular risk
assessments. - Design and implement store management policies, procedures, and approval
matrices that are practical, efficient, and compliant - Oversee governance and data integrity of the e-Procurement system.
- Analyse procurement data to identify improvement areas and cost savings.
- Standardise procurement processes across faculties and departments.
- Manage supplier relationship management including segmentation, performance
standards, pre-qualification, and onboarding. - Serve on Bid Specification, Evaluation, and Adjudication Committees.
- Prepare procurement compliance and B-BBEE spend reports for senior
management. - Coordinate internal and external audit processes related to procurement.
Qualifications and Experience:
- Minimum Bachelor’s degree or Advanced Diploma (NQF Level 7) in Commercial Law
/ Supply Chain Management / Finance / Risk / Procurement, or related field. - CIPS membership will be an advantage.
- Computer literacy is essential.
- Minimum 5 years of experience in finance / procurement / supply chain management
roles or related field.

legislation. - Exceptional communication, report writing, and presentation skills.
- High ethical standards and integrity.
- Attention to detail and meticulousness.
- Leadership ability to influence compliance culture without direct authority.
- Project management skills for policy review and system improvement initiatives

Business Analyst
JOB DESCRIPTION
The Business Analyst will be responsible for understanding the needs of business and assist
in identifying solutions to business problems using Business Analysis tools and Techniques.
This includes process improvement, root cause analysis and producing specification
documents. The Business Analyst will also manage projects and produce data analytic
reports.
Key performance areas include but are not limited to:
- Act as mediator between IT and the clients.
- Gathering end user requirements.
- Generation of reports for clients from (ITS system, Service desk plus).
- Gather requirements as per information request.
- Gathering user requirements as per request.
- Develop technical requirements for the development team.
- Design system requirements.
- Improve Turnaround time (e.g. incident, projects).
- Improving current processes in place.
- Collect feedback from Clients using survey.
- Handle change management process.
- Compile documentation for technical requirements for the team.
- Design Specification documents for projects.
- Compile project proposal documentation.
- Compile detailed project plan (Resources, time frames (start and end), Activities of all
teams (WBS), Deliverables, Quality of a project, Scope of the project, Stakeholders,
Risks).
Qualifications and Experience:
- 3-year IT Degree/Diploma.
- Project Management certificate.
- 3 years business analysis or related experience.
