Description

PURPOSE OF THE JOB

To create, modify, maintain, and test the codes, scripts and forms that allows the system to run efficiently. Although the Functional Specialist will fulfil the internal development capability within the ERP system, the need will always exist for development of non-ERP systems and this internal capability will exist in the Software Engineer.

THE KEY PERFORMANCE AREAS OF THE ROLE IN FOCUS, ARE:

1. Software engineering

  • Create and amend programs in accordance with the design, agreed development standards and tools.
  • Implement and maintain software programs.
  • Prioritize and implement enhancements.
  • Plan and perform various tests (integration and system testing).
  • Write clear codes and prepare coding documentations.
  • Develop Oracle reports, database procedures and scripts.
  • Modify existing codes to optimize Business applications

2. Planning and analysis 

  • Scheduling and prioritisation of system improvements and bug fixes. 
  • Liaising with functional consultants and system analysts to understand requirements.
  • Workout development approach, designs, test plans, etc.

3. Projects

  • Actively participate in all IT projects forming part of the transformation agenda.
  • Lead the Technical stream during project implementation.
  • Ensure that project deliverables meet customer specifications.
  • Support project team in developing reports, tables, fields, data interfaces and application extensions.

4. Testing and documentation 

  • Review technical deliverables and manage quality in order to ensure that what has been built meets user expectations.
  • Conduct own tests prior to formal tests with users.
  • Oversee user tests and record results for further enhancement.
  • Document all processes followed, e.g., system designs, test cases/procedures, change requests, etc.

5. 2nd & 3rd line support 

  • Ensure that 2nd and 3rd line support in provided to the end-users.
  • Liaise with Service providers for resolution of queries.

6. Governance and reporting 

  • Monitoring and reporting on progress against functional initiatives.
  • Compiling reports on the functional performance at the required intervals reflecting all relevant statistics.

Requirements

Minimum Qualification: B Degree or B Tech in Software Engineering, or an equivalent qualification in the IT field.

Certifications:

  • Oracle Certification
  • Microsoft SharePoint certification
  • C# certification
  • Java certification

Experience: 8 years

  • Solid 3 years previous experience in Software engineering

Advisory Services

TCTA began offering advisory services in 2004 when the government amended its mandate to allow it to advise water management institutions and water boards on financial and treasury management services. The capacity to carry out this function grew in 2009 when the organisation established a Knowledge Management Division, which houses the Advisory Services Unit.

Meanwhile, TCTA’S reputation as a knowledge-rich organisation able to offer high-value advisory services to infrastructure projects has grown in the water sector and the broader family of state-owned institutions. Since its inception, the Advisory Services Unit has made an invaluable contribution to the strategic development of the organisation itself. The areas in which it has played a crucial role include:

  • Helped in the crafting of a business strategy and long-term vision for TCTA;
  • Analysed the existing business model and gave guidance on migration to an alternative one;
  • Aided in carving out a vital role for TCTA in the broader response to the acid mine water challenge; and
  • Initiated a knowledge hub in respect of large-scale sea water desalination and reuse projects, positioning TCTA for an important part in roll out of the National Desalination Strategy. The organisation expects this initiative to develop substantially in the medium term.

TCTA expects growing demand for its advisory services in view of the strategic nature of the water sector. The other factors the organisation and DWS expect will affect demand include the increasing need for sustainable solutions to the water scarcity problem and the gradual but inevitable shift towards alternative sources.
