POSITION OBJECTIVE:

MINIMUM REQUIREMENTS:

POSITION OBJECTIVE:

The purpose of the Facilities Building and Maintenance Support role is to provide operational, administrative, and technical support to ensure the effective functioning, safety, and maintenance of SANRAL’s Central Operations Centre facilities. The role is responsible for conducting building inspections, monitoring preventative and corrective maintenance, coordinating contractors, responding to incidents, maintaining facilities documentation, and supporting compliance with OHS, fire safety, and facilities management standards. This role ensures that facilities remain functional, safe, compliant, and optimally maintained to support continuous business operations.

POSITION OBJECTIVE

The Security and Safety department is responsible for the protection of employees, assets and business operations through the creation and maintenance of a safe and secure operating environment. The Provincial Security Managers will manage and coordinate all provincial security operations through intelligence-driven security operational planning and execution.

MINIMUM REQUIREMENTS

A National Diploma (NQF 6) in Security Management, Criminology, Criminal Justice or an equivalent relevant qualification.
A minimum of five (5) years’ experience within the security environment or similar field, of which 3 years must be at managerial level.
Certification:
Grade A PSIRA security certification.
A valid Top Secret security clearance required or willing to undergo security vetting by State Security Agency (SSA) and obtain a positive vetting outcome.

This role requires flexibility to work outside of normal working hours in case of security emergencies/incidents occurring within the assigned SANRAL province/s.

ADVANTAGEOUS

Project and Travel Security

Ensure that the defined minimum project security measures are implemented by contractors for all major projects.
Conduct baseline and continuous security risk assessments on existing and new major road construction/maintenance projects and mitigation actions undertaken for serious identified risks.
Ensure that project security plans and security incident and emergency response plans are in place for all major projects.
Under the directive of the SANRAL national security procedure, conduct travel security risk assessments for Board Members and Executives travelling into the province, as well as for employees travelling to high-risk projects and stakeholder engagement sessions within the province.
Provide travel security awareness briefings and advisory to business travellers.
Ensure that travel security measures are put in place for high-risk business travel.
Conduct hotel accommodation security risk assessments and compile a list of recommended hotels in the province.
Coordinate the evacuation plan in the event where travellers are confronted with security situations during business travel.
Security Intelligence and Investigations

Establish overt information sources to obtain valuable information on potential security threats that may affect the safety of SANRAL employees and business operations.
Analyse and process the gathered information into actionable operational security intelligence insights to proactively prevent potential security incidents.
Participate in provincial state security forum meetings and other industry forums to stay abreast with developments in the security environment.
Build working relationships with the South African Police Service (SAPS) Crime Intelligence and State Security Agency (SSA) for support during major threat situations affecting SANRAL.
Collaborate with the SAPS and other law enforcement authorities on SANRAL related crime prevention operations.
Investigate all serious physical security related incidents occurring on SANRAL premises/sites.
Ensure that all criminal related incidents affecting SANRAL are reported to the SAPS and follow-up made with police investigators on progress.
Advise SANRAL management on identified security threats/risks.
Testify during internal disciplinary hearings and court proceedings as and when needed.
Events and Stakeholder Engagement Security

Conduct event security risk assessments and develop event security plans.
Ensure that adequate security measures are put in place in line with event risk profile to ensure safety and security during events.
Liaise with relevant police stations and Traffic Police Services for support during events.
Compile and submit SASREA event risk categorisation application forms to the SAPS for major events and participate in the security cluster planning and coordination meetings.
Conduct security risk assessments for project stakeholder engagement meetings/sessions and ensure that security arrangements are made for high-risk stakeholder engagements.
Security Incident and Emergency Management

Develop and implement a provincial security incident and emergency response plan in line with the national security incident and emergency response plan.
Ensure that all security incidents are reported and recorded.
Ensure timeous and effective response to security incidents and emergencies to minimise their potential impact on people, assets and business operations.
Analyse security incidents to identify incident trends and patterns and formulate incident prevention plans.
Security Contract Management

Manage provincial security contracts in line with SANRAL national service level agreements (SLAs) and standards.
Hold weekly operational and monthly SLA meetings with the appointed security service providers.
Measure the performance of security service providers against agreed upon key performance indicators (KPIs) and impose penalties where sub-standard performance or non-compliance occurs.
Participate in the procurement of provincial security services.
Ensure continuous compliance with the Private Security Industry Regulation Act by the appointed security service providers and their security staff.
Security Administration and Reporting

Compile operational security plans.
Compile and submit weekly and monthly security reports, security incident reports and security investigation reports.
Compile security presentations to update stakeholders on key security matters.
Continuously update security information and records into the national security database.
Ensure that security expenditure is in line with approved provincial security budget.
Review and validate security invoices before payment processing.

The RSS Maintenance Specialist is responsible for performing preventative and corrective maintenance activities on Roadside Systems (RSS) infrastructure to ensure optimal system functionality, availability, and compliance with operational standards. The role includes technical troubleshooting, field diagnostics, equipment installation and replacement, safety compliance, and accurate reporting of maintenance activities in accordance with operational procedures.

Liaise with the RSS Maintenance Supervisor to confirm daily work orders and technical requirements.
Collect and verify allocated tools, components, and materials from Warehouse Stores against job cards.
Conduct rotational visits to tolling points and roadside infrastructure sites.
Perform scheduled preventative maintenance as per approved checklists and ensure sign-off upon completion.
Execute corrective maintenance to resolve identified faults and reported incidents.
Clean and inspect equipment (e.g., camera lenses, sensors, lighting equipment) in accordance with maintenance standards.

Technical Inspection and Troubleshooting

Inspect and test roadside systems including:
Sensors
Cameras and camera lighting equipment
E-tag readers
Controllers (Server units)
HP Switches
Fibre communication equipment
SCADA spot checks
Diagnose and troubleshoot fibre, network, and power-related faults.
Install, replace, and configure software on cameras, switches, and controllers.
Record findings, document corrective actions taken, and escalate unresolved issues to higher-level technical support.
Conduct structural inspections of gantries, poles, and cabinets for damage caused by environmental factors or traffic incidents.

Installation and Infrastructure Support

Perform safe replacement and installation of gantry-mounted cameras in live roadway environments.
Conduct site risk assessments prior to commencement of work.
Follow permit-to-work procedures when working at heights.
Ensure all installations comply with quality standards and contractual KPIs.

Reporting and Coordination

Compile daily, weekly, monthly, and ad hoc reports, including:
Preventative maintenance checklists
Shift change handover documentation
Failure type and incident trend analysis per site
Spare parts inventory monitoring report
Maintain accurate work records and system logs.
Communicate effectively with team members during handover processes.
Ensure all work complies with contractual timeframes and service standards.

POSITION OBJECTIVE:

The incumbent will be responsible for supervising and coordinating daily security operations across SANRAL Central Operation Centre facilities, ensuring the protection of people, assets, and infrastructure.
