POSITION: Mechanical Engineering Chief Technician

PURPOSE OF THE JOB
To provide a technical oversight on ship repairs, fabrication, hull maintenance, installation,
continuous improvement of construction processes and systems and engineering changes on
Warships and Submarines.
CRITICAL PERFORMANCE OBJECTIVES
- Conduct engineering investigations on Mechanical systems, sub-systems, mechanisms and
components of the SA Naval platforms and document corrective actions. - Design jigs, test benches and simulators required to perform maintenance on the mechanical
systems used by the client. - Diagnose the origin of non-conformance by various techniques including but not limited to,
utilising technical knowledge, skills and experience, interpreting technical manuals, drawings,
data manuals and books, measuring, testing and making use of test equipment. Create and
configure all documents/artefacts required to support new/refurbished facilities, machinery
and equipment. - Evaluate test equipment and make recommendations regarding replacement and
enhancements. - Develop and document clear written specifications and procedures to direct the Operations
team in the execution of repair, maintenance, and overhaul activities in accordance with the
prerequisite standards and regulations. - Conduct reverse engineering on existing designs and configure designs.
- Reduce variability in manufacturing by providing standard work methods and work
instructions. - Support and lead tender processes for CAPEX and overseeing the installation,
commissioning and setting to work of new/refurbished facilities, machinery and equipment.
Support the management and control of inventory, equipment and tools allocated to the subsections by utilising the prescribed procedures, regulations and policies.
QUALIFICATIONS
- Bachelor of Engineering Technology (BTech) Degree – Mechanical Engineering
EXPERIENCE
- Minimum 4-7 years post qualification technical experience in the Mechanical Engineering
and manufacturing field.
Added advantages:
- Experience in Marine and military industrial environment.
- Experience in the manufacturing and boat building field
SPECIAL REQUIREMENTS:
- Relevant knowledge of Safety, Health and Environmental legislation and standards.
- Ability to form quality inspections/tests on Mechanical systems.
- Ability to safely work with moving machinery.
SPECIAL PROFICIENCY/SKILLS
- Understanding of the design and development process.
- Strong analytical and problem-solving skills.
- Proficiency in various engineering systems problem-solving techniques.
- Understanding of manufacturing processes, production costs that include waste downtime,
scrap, and re-work. - Sound knowledge of production/manufacturing machinery, processes and quality standards.
- Understanding engineering, scientific and other technical information.
- Knowledge of Engineering Systems theory, fault diagnosis and repair.
- Proficient in the use of drawing software/modelling packages.
- Proficiency in MS Office suite including PowerPoint, Excel and Project.
- Project management and reporting skills.
- Ability to form quality inspections/tests on Mechanical systems.

ABOUT THE JOB:
To manage operational and administrative services that enable the compliant acquisition process, tracking and, marketing, and disposal of conventional arms, ensuring alignment with applicable legislation, treaty obligations, and Armscor’s strategic objectives.
QUALIFICATIONS
- Grade 12.
- Bachelor’s degree in International Law, Defense & Security Management, Compliance, Public Policy or related studies.
- Postgraduate qualification in International Law, Defence & Security Management, Compliance or Public Policy is advantageous.
EXPERIENCE
- Minimum 6 years of experience in an arms control environment or a related field, with at least 3 years in a supervisory or team leadership role.
- Extensive experience in the implementation of arms control systems.
- Proven experience in the arms control industry, with sound knowledge and understanding of South Africa’s national conventional arms control and non-proliferation legislation, as well as foreign requirements related to the treaty on conventional arms.
CRITICAL PERFORMANCE AREAS
- Implement, review, and maintain all arms control policies, programs, practices, and procedure documents to ensure completeness and legal compliance.
- Maintain a register/database for permit application information, supporting documents, and issued permits.
- Manage an accurate and verifiable electronic compliance system alongside physical records to ensure effective tracking and tracing of controlled items.
- Verify and ensure compliance of permit applications by cross-checking documentation for completeness and accuracy against national arms control system requirements, related regulations, and international treaties (e.g., ATT, Wassenaar Arrangement).
- Maintain arms control documentation in accordance with ISO 9001 standards.
- Conduct periodic audits at Armscor facilities to confirm consistency and compliance in processing and records management.
- Maintain the arms control compliance system by ensuring periodic updates, functionality, and operational availability.
- Manage arms control registers by reconciling digital inventory with physical stock and transactional records.
- Ensure data integrity through automated controls and audit trails within tracking systems.
- Regularly update compliance system data and develop and maintain a filing system for physical records.
- Manage user access and enforce cybersecurity protocols for the arms control compliance system.
- Ensure the compliance system can automatically generate compliance and inventory reports in prescribed formats for submission to internal and external stakeholders.
- Implement system enhancements to keep the compliance system aligned with evolving regulatory and operational requirements.
- Gather technical and legal input from relevant divisions, analyse and prepare motivations for each application.
- Draft, edit, and validate memoranda and supporting documentation.
- Align submission content with NCACC legislative and procedural requirements.
- Track submission timelines and follow up on review outcomes.
- Maintain a repository of all submitted and approved permits and/authorisation for audit readiness.
- Conduct investigations on reported non-compliance and prepare reports.
- Develop and maintain a process to apply for EUC/EUUs in accordance with applicable laws, obligations, and other legal instruments, including requirements of foreign suppliers.
- Establish a process for appointing EUC/EUUs signatories (e.g., DOD, Armscor, BMA, SAPS) and ensure all documents are duly signed by authorized personnel.
- Manage risk by validating the authenticity and legitimacy of end-user certificates received or requested.
- Develop and maintain a process for the disposal of items subject to undertakings and coordinate foreign suppliers to seek approval for retransfers.
- Maintain a sustainable, up-to-date database that accurately reflects information for each processed and issued EUC/EUU throughout the lifespan of controlled items.
- Provide training, awareness, and induction to all relevant personnel (signatories, project officers, contractors, Armscor staff) involved in the arms control process value chain and related reconciliation records.
- Maintain an audit log of all verifications performed, including recorded outcomes.
- Identify and escalate anomalies or suspicious entries to relevant oversight bodies.
- Conduct regular compliance verifications at Armscor remote sites, client locations, and contractors.
- Serve as the primary point of contact during external audits and document reviews.
- Prepare and ensure completeness and accuracy of all required audit documentation.
- Identify improvement actions based on audit findings, track their implementation, and monitor effectiveness.
- Prepare internal and external audit packages ahead of scheduled reviews.
- Compile draft audit reports for consideration by Senior Management: Arms Control.
- Submit statutory compliance reports to oversight bodies in accordance with established deadlines.
KNOWLEDGE & FUNCTIONAL SKILLS:
- Proven expertise in designing, implementing, and monitoring compliance programmes within the arms trade and defence acquisition environment.
- In-depth knowledge of South African arms control and non-proliferation legislation, international treaties (e.g., Arms Trade Treaty), and foreign trade partner requirements.
- Strong understanding of arms control policies, governance frameworks, and regulatory submission procedures.
- Solid grasp of the defence industry, including acquisition processes, strategic partnerships, and the oversight role of bodies like the NCACC.
- Advanced skills in regulatory analysis, risk identification, and development of legally compliant mitigation strategies.
- Experienced in leading cross-functional teams in policy development, audit preparation, and enterprise-wide compliance initiatives.
