ROLE OVERVIEW
Reporting to Senior Advisor: Human Resources, Labour Relations and Dispute Resolution, the incumbent’s role and responsibility shall include the following:

Provide municipalities with advice, guidance and support in order to strengthen legislative. policy and procedural compliance; improve institutional capacity to effectively support and manage Labour Relations, Dispute Resolution (through representation of municipalities in grievances and disciplinary hearings, SALGBC and CCMA processes) etc. in order to promote sound labour relations between employer and employee and support the representation of municipalities at provincial SALGBC structures as the Employer Body of Local Government Sector.

Key Performance Areas
■ Ensure effective implementation of LR Policies and procedures ■Review/ Support municipalities with the development of best fit LR Policy Frameworks, systems and processes ■Improve legislative compliance through active monitoring of compliance in municipalities ■Monitor and guide on the implementation of uniform conditions of service across municipalities ■Advice and
support municipalities with the management of grievances and dispute resolution processes and outcomes ■Advice municipalities on the appointment of legal counsel in labour court cases and assist legal counsel in the preparation of cases ■ Support the process of collective bargaining by developing draft positions, circulate it for comment, obtain mandates from relevant structures, provide negotiating teams with relevant information, provide feedback to municipalities and monitor the implementation of collective agreements ■Advocate/ Assist municipalities with general HR matters ■Facilitate and coordinate the implementation of general HR Solutions/ interventions as agreed with Senior Advisor ■Support the development of mandates from municipalities to inform the collective bargaining processes ■Represent municipalities at relevant forums/ meetings/ committees about LR and dispute resolutions challenges and solutions ■Assist and advice SALGA representatives
at bargaining Councils ■Assist and advice SALGA representatives at external fora ■Attend SALGBC Divisional BC meetings on bi-monthly basis.

Qualifications and experience
■ A Degree in Labour Relations or Human Resources / Law or equivalent ■ Admission as an Attorney/Advocate will be an advantage ■ A minimum of 5 years’ relevant working experience operating in a public environment sector ■ Knowledge / understanding of how Local Government operates ■Expert knowledge of related legislation such as Employment Equity Act, Skills Development Act, Labour Relations Act and Basic Conditions of Employment Act, Codes of Good Practice and SALGBC
Collective Agreements ■Expert knowledge of municipal policies ■Expert knowledge of the local government political and strategic agenda ■ A valid code 08 driver’s license and own vehicle.

Receptionist

Reporting to Manager: Finance and Corporate Services the incumbent’s role and responsibilities shall include the following:

KEY PERFORMANCE AREAS
■ Ensure that the front desk is professionally managed at all times ■Coordinate logistics, boardroom meetings as indicated by requesting units ■Provide secretarial support in terms of administration of records, collecting and forwarding the correct information to staff ■Enhance, organise, facilitate and manage external, internal calls and messages from visitors ■Screen incoming calls ■Assist and support other stakeholders and municipalities with information on their queries ■Establish an independent reporting mechanism in respect of frontline tasks ■ Assist with access control for entry into SALGA office ■Monitor and manage visitors at the front desk ■ Capturing and sending all telephone messages to staff members through the Electronic Messaging System ■Updating and monitoring of the telephone list ■ Any other responsibilities as an when required.

QUALIFICATIONS AND EXPERIENCE
■Applicants must be in possession of a Matric certificate with 0-1 year experience as a Receptionist or client / Customer Service
■ Customer Service / Relations certificate will be an added advantage ■Should have worked in an office environment.

■ Good verbal and written communication skills ■ Strong interpersonal relations skills ■ Ability to handle difficult customers
■ Ability to screen calls and prioritize accordingly ■ Ability to provide basic information to caller’s ■Ability to handle pressure
