SENIOR MANAGER: FINANCE (Centurion)

Description

The purpose of this role is to:

· Lead towards the strategic management and alignment of the finance function

· Ensure the Integrity of financial (recording, treatment, disclosure) and management accounting (relevant, timeous, measurable, and value-added) information

· Create and maintain capacity (time, skill, and physical people) within Finance to respond effectively to growth and development

· Ensuring financial statements comply with applicable accounting standards (IFRS/GRAP) · Design and align financial management processes in response to the environment within which TCTA operates.

THE KEY PERFORMANCE AREAS OF THE ROLE IN FOCUS ARE:

1. Manage and embed strategic alignment in response to growth and development on TCTA

· Embed strategic alignment of the Finance Team · Ensure that Finance processes are integrated into the organisation

· Continually assess team capacity against changing business needs.

· Create and maintain relevant infrastructures, policies, processes, and systems within Finance, as new projects are mandated to TCTA.

2. Year End

· Play an oversight role over the entire year-end process.

· Review the draft annual financial statements and ensure that they are prepared in accordance with the accounting standards.

· Present the Annual Financial Statements to EXCO, Board Committees, and Board for approval

· Ensure that Annual financial statements are complete and accurate and free from errors resulting in an unqualified audit opinion.

· Liaison and coordination with internal and external auditors.

· Discussion of and resolving of audit queries and adjustments.

3. Annual Budget Cycle

· Oversight role over the entire budget process.

· Quality control over the integrity of numbers and variance explanations.

· Present actual versus budget, actual/forecast, and new year budget to EXCO, Board Committees and Board for approval.

4. Financial Reporting

· Complete and accurate financial information presented to the CFO, EXCO, and various related committees.

· Resolve any financial reporting problems that arise effectively and efficiently.

· Ensure overall compliance with tax legislation. · Implement and maintain financial models for TCTA.

· Ensure all financial reporting as per funding agreements with lenders is met.

· Contribute to the preparation of the Annual Report.

5. People Management and Development

· Be accountable for the strategic alignment of the team

· Translate strategic alignment into understandable actions

· Create development opportunities to keep the team up to date, challenged, and enthusiastic

· Responsible for overall team well-being

6. Strategic Liaison and Assurance

· Quality and timeous liaison with TCTA’s stakeholders, external parties, as well as with internal divisions.

· Prepare lessons learned on completed projects.

Requirements

MINIMUM REQUIREMENTS

· CA (SA)

· 10 years of financial management and reporting experience in the financial services sector, with a preference for treasury exposure.

· Minimum 5 years of senior management experience, with proven experience managing a team

· Strong technical and working experience in IFRS / GRAP

PURPOSE OF THE JOB

Lead and manage the end-to-end process of eliciting, analysing, validating, and documenting business requirements to ensure clarity, completeness, and alignment with stakeholder expectations. Develop comprehensive business case documents, including problem statements, cost-benefit analysis, risk assessments, and value realisation outcomes to support informed decision-making and oversee and provide governance throughout the solution design and implementation process to ensure that systems and technology solutions are delivered in accordance with approved business requirements, quality standards, and project timelines.

THE KEY PERFORMANCE AREAS OF THE ROLE IN FOCUS, ARE:

1.  Strategic Business Analysis & Advisory

  • Lead enterprise-wide business analysis initiatives aligned to organisational strategy.
  • Translate strategic objectives into business requirements and actionable solutions.
  • Provide expert advisory services to executive management and the Project Management Office.
  • Conduct cost estimation, budget management, benefit definition, and roadmap development.
  • Write business cases, project concepts, proposals, and business models.
  • Identify opportunities for innovation, optimisation, and digital transformation.
  • Contribute to strategic planning, budgeting, and benefits realisation processes.

2.  Requirements Elicitation & Management

  • Lead complex requirements gathering engagements using appropriate methodologies (e.g., workshops, interviews, process mapping).
  • Define and document functional and non-functional requirements.
  • Ensure requirements are traceable, prioritised, and aligned to business value.
  • Manage scope changes and maintain a controlled requirements baseline.
  • Facilitate stakeholder validation and sign-off processes.

3.  Stakeholder Engagement & Relationship Management

  • Conduct end-to-end business process reviews and gap analyses.
  • Develop “as-is” and “to-be” process models.
  • Recommend process optimisation and automation opportunities.
  • Ensure alignment with governance, compliance, and risk frameworks.
  • Support business process re-engineering initiatives.

4.  Governance, Methodologies and Frameworks

  • Promote best practices in business analysis methodologies and tools.
  • Contribute to the development of frameworks, templates, and standards.
  • Stay abreast of industry trends, emerging technologies, and regulatory changes.
  • Support risk identification and mitigation planning within projects.
  • Contribute to audit readiness and governance reporting.
  • Ensure documentation standards and quality assurance processes are maintained.

5. Solution Design & Validation

  • Collaborate with solution architects, developers, and vendors to design fit-for-purpose solutions.
  • Evaluate solution options through feasibility studies and cost-benefit analyses.
  • Support system configuration, User Acceptance Testing (UAT), and deployment activities.
  • Ensure solutions meet defined requirements and deliver intended benefits.

Requirements

Minimum Qualifications: 

  • B Degree or B Tech in a relevant or equivalent qualification and field.
  • Recognised Business Analysis certification (e.g., CBAP / Diploma in Business Analysis or equivalent).

Work Experience:

  • External Candidates:
    Specialist – 8 years of work experience, 4 years of business Analysis experience.
  • Internal Candidates:
    Manager – 6 years working experience, 3 years of business Analysis experience.

Other Experience in: 

  • Agile methodologies (Scrum, backlog management, sprint planning, inception phases).
  • Systems Development Life Cycle (SDLC) in complex enterprise environments.
  • UML and BPMN modelling (essential).

Description

To leverage learning and development expertise, systems, methodologies, and technologies to deliver innovative learning solutions that strengthen individual and team capability, drive continuous improvement of the L&D discipline, and enable the effective execution of TCTA’s Learning and Development strategy to foster a learning organisation.

KEY PERFORMANCE AREAS:

1. Learning needs analysis and stakeholder consultation

-Conduct in-depth learning needs analyses in consultation with relevant stakeholders by: 

• Identifying skills gaps, skills priorities, performance challenges, and capability needs across the organisation. 

• Partnering with Organisational Development Specialists to integrate leadership capability insights into talent, succession, and L&D plans, ensuring alignment between leadership development initiatives, organisational priorities, and future L&D capability requirements. 

2. Manage Learning Project

-Develop, maintain, and review Technical and Generic Competency Dictionaries 

• Co-create, implement, and review Coaching and Mentoring programmes

• Conduct competency-based assessments and Skills audits

• Procure and contract-manage service providers for all L&D-related projects as required by TCTA

• Provide input to the L&D strategy and develop and maintain L&D policy and procedure

3. Design, development, delivery, and evaluation of learning solutions

– Research, design, develop, and deliver and/or procure high-impact, credit-bearing learning interventions using blended learning approaches, including in-person facilitation, virtual training, and digital content, to support Leadership Development aligned to the Leadership Charter and SAQA/NQF/SETA

• Facilitate customised, engaging, high-quality leadership development and core (soft) skills learning sessions that drive behaviour change and performance outcomes.

Impact measurement and evaluation:

• Track, analyse, and report on the effectiveness and business impact of learning initiatives. 

• Use data and feedback to continuously refine and improve learning solutions.

4. Innovation Champion and effective use of AI and emerging technologies

Leverage AI and other emerging technologies to enhance the design, development, and delivery of learning solutions.

• Champion innovation by identifying and implementing new tools, platforms (LMS), and methodologies that improve learner engagement, efficiency, and impact. 

• Act as a change agent within the team and organisation by promoting a learning culture of continuous improvement, experimentation, and future-focused thinking.

5. Combined Assurance

-Implement risk identification and mitigation for initiatives within the scope of control.

• Ensure that the control environment (legislation, policies, procedures, and best practices) is enabled for L&D interventions. 

• Implement budget management, reporting, and monitoring interventions within the scope of control.

6. Organisational Participation and Team Support

  • Participate in cross-functional teams, committees, etc., as appointed

Requirements

  • B Degree ( NQF 7) or equivalent

INTERNAL EXPERIENCE REQUIRED:

  • Specialist – 6 years of work experience,
  • 3 years of practitioner-level experience

EXTERNAL EXPERIENCE REQUIRED:

  • 4 years of practitioner-level experience

TECHNICAL/PROFESSIONAL STANDARDS:

  • Learning Practitioner/Assessor Certification
