Investigator: Accidents and Incidents (Midrand)

Description
Overall Purpose of the Job
- To investigate aircraft accidents and incidents independently with the objective to prevent their re-occurrence by proposing safety recommendations and prevention programmes.
Investigation Management
- Accurately collect, document, record and secure all evidence in accordance with AIID MOP policies and procedures.
- Applies relevant legislation, regulations, procedures, and other requirements that guides investigation processes and their application in accident and incident investigation.
- Conducts appropriate due diligence on accident and incident investigations.
- Ensure timely dispatch to the accident/incident site to avoid loss of critical evidence and witness from engaging with each other.
- To collect supporting evidence/data, analyse the evidence/data, develop findings from the analysis, determine cause of the accident or incident and develop safety recommendation with the aim to prevent the same/similar causes.
Data Analysis and Reporting
- Review and analyse all evidence using appropriate analytical tools (event checklist and report writing template) and processes as per AIID MOP and ISO procedures.
- Conducts an in-depth analysis of problems presented during investigation processes.
- Ensure drafting and release of a quality and technically sound:
- Accident/incident notification
- Preliminary accident/incident report
- Draft and Final accident/incident report
- Ensure that all reports are captured on ECCAIRS.
- Ensure the submission of ADREP reports to ICAO for all accident involving aircraft above the MTOW of 2250kg and incidents above 5700kg as prescribed in the AIID MOP.
- Ensure that safety data recording is properly analysed and researched.
Relationship Management
- Effectively communicate and collaborate with internal and external stakeholders throughout the investigation process.
- Continuously provide updates on investigation progress as per the agreed timelines.

- Qualification
Minimum
- Grade 12 and Aircraft Maintenance Engineer License; or Private Pilot Licence; or NQF Level 6 Engineering qualification.
Ideal
- CPL or ATPL or AMEL with licence on aircraft above 5700kg.
Experience
- 5 Years – Aircraft Maintenance Engineer OR,
- 500 – 1000 hours – Pilot OR,
- 5 Years – Aviation Engineer OR,
- 3 Years – SACAA Inspectorate

Description
Strategic Support to the SACAA Director of Civil Aviation and Board
Provide support to the Director of Civil Aviation through the implementation of Training Standards and Personnel Licensing programs required to ensure an efficiency and effectiveness in line with the SACAA’s mandate. This role focuses on establishing licensing of personnel, overseeing designated functions, conducting safety promotions, and international operations.
Strategic Alignment
- Manage and ensure the development of the overall Training Standards and strategy and management philosophy for SACAA.
- Translate the SACAA vision and strategic objectives into – Safety Standards and Assurance imperatives and ensure oversight for the following Departments and the associated ICAO Annexes:
- Aviation Medicine Department
- Personnel Licensing Department
Ensure integration with other SACAA departments to effectively support the achievement of SACAA’s strategic priorities.
Manage and ensure the development and implementation of an annual operational plan that will effectively meet both the short and long-goals and strategy requirements of the division & organisation.
Manage and review operational performance against the plan
Financial Management
Compile and manage the Safety Standards & Assurance budget annually for approval by Exco and the Board in line with the PFMA and other appropriate legislation, policies & procedures.
Manage expenditure and revenue in line with approved parameters, and report variances as required in line with the PFMA and other appropriate legislation, policies & procedures.
People Management
- Manage and ensure the implementation of Safety Standards and Assurance development interventions aimed at institutionalising a high-performance culture and establishing a cohesive and positive working environment within SACAA to improve staff morale and increase productivity.
- Oversee the mentoring and coaching of staff on an ongoing basis as required to ensure effective and efficient Training Standards and Personnel Licensing
Policy Development
- Lead and manage regulatory reviews and submissions in terms of – Safety Standards and Assurance developments.
- Serve as international representative of SA’s interests in standards development
- Ensure consultation regarding policy development.
Proactively research, develop and establish the specified standards to be applied in planning, oversight, approval, evaluation, and issuance of aviation safety licenses & certification.
Operational Management
Ensure effective operational oversight of Training Standards & Personnel Licensing Division. Planning, establishing training standards and perform oversight for the following functions:
- medical standards,
- Licensing of personnel,
- Oversee training organisations & FSTDs
- Oversee designated and associated delegated functions,
- Conduct safety promotions,
- Investigate safety occurrences, and
- Ensure representation on international forums
- Manage and ensure effective implementation and enforcement of – Training Standards & Personnel Licensing
- Oversee international operations and relations.
Aviation Safety
To promote – Training Standards and Personnel Licensing to industry stakeholders.
Operations Promotion and Communication
Constantly ensure optimum internal and external communication on issues of – Training Standards and Personnel Licensing.
Requirements
MINIMUM
Pilot Licence (ATPL) or CPL plus commensurate aviation training or qualification
ADDED ADVANTAGE
Relevant Post Graduate Qualification plus above-mentioned licenses
EXPERIENCE
Senior Management Experience or relevant 10 YEARS OR
Aviation Safety Operations or similar experience 10 YEARS

Overall purpose of the job: To provide the physical security services to the SACAA in compliance with the MISS and MPSS requirements.
Main outputs and responsibilities:
Operations Management:
- Provide the SACAA with Physical Security services.
- Implement and monitor internal security policy based on MISS and MPSS.
- Identify risks and threats to security.
- Conduct security appraisals.
- Supervise the manning of access control.
- Protection of SACAA assets (including documents, information and personnel).
- Stay abreast and implement the latest developments in security.
Administration:
- Assist in the development of Business and Operational plans for security
- General office administration.
- Ensures that correspondence and awareness communication from the security department is accurate and factual.
- Assist in the development of annual budget, control of expenditure, and implementation of control procedures.
- Draft, update, and implement procedures
- Prepare reports on any security related matter.
Oversight and Enforcement:
- Investigate security related incidents.
- Classify findings and analyse trends.
- Ensure findings are reported timeously.
- Ensure corrective actions are taken to address threats and risks.
- Report to the Security Manager and when appropriate, to the Executive Corporate Services of any breach of security.
- Timeous response to operational demand changes.
Security Briefings and Training:
- Assist in the development and implementation of security related training to promote awareness of security matters prevalent to the SACAA.
- Provide security briefings to staff when required.
Liaison and Consultation:
- To liaise with specified stakeholders in the security industry in a manner that enhances the image the SACAA.
- Liaise with contracted security companies.
- Process request for service.
- Schedule and monitor delivery of services.
- Represent SACAA in the Security Management Forum.
Requirements
Minimum qualification: National Diploma in Security or Security Risk Management or relevant equivalent qualification.
ADDED ADVANTAGE
- Degree in Security or Security Risk Management or relevant degree.
- State Security Agency courses related to Security Management Certificate.
Minimum Experience Requirements:
Corporate Security – 5 years
Security Contract Management – 5 years
