Mission
Purpose
- Manage the entire tender process from prequalification to contract signing.
- Manage the procurement process in line with the levels of Authority and procedures and ensure good corporate governance and transparency is practised in line with company policy.
- Establish and maintain procedures to ensure that goods purchased are compliant with predefined technical and safety standards of the company.
- Ensure and manage compliance with SED requirements in terms of the Operating Contract.
- Collate the reporting requirements for SED reporting purposes.
- Ensure a procurement model in terms of the company’s SED obligations and contractual commitments.
- Build and maintain effective working relationships with suppliers and stakeholders.
- Ensure that the terms and conditions of tenders awarded are incorporated into the purchase contracts and is in line with the tender and procurement process.
- Fleet and Stock Management
Principal & Specific Accountabilities and responsibilities
- Manage the prequalification tender process.
- Liaise with the maintenance managers and other managers around the drafting of invitation to tender documents.
- Ensure that the invitation to tender documents are sent to the bidders.
- Ensure that good corporate governance and transparency is followed in the entire tender process.
- Co-ordinate the evaluation process in the award of tenders.
- Ensure that the Levels of Authority as established are followed and adhered to in the tender and procurement process.
- Notify suppliers and internal staff on the award of tenders.
- Ensure that the contracts are drafted in line with the tender and its terms and conditions.
- Ensure that the contracts are signed and that the requirements of the contract are met.
- Liaise with the Financial Accountant on the setup and payment of the supplier in line with the purchase contract.
- Monitor and report supplier performance together with the relevant manager in terms of the purchase contract.
- Manage and coordinate the SED requirements with the subcontractors.
- Ensure that reports from subcontractors for SED reporting purposes are in line with Schedule 22 of the Operating Contract.
- Liaise with the HR manager and financial accountant in compiling the monthly SED report to be sent to BCC.
- Monitor and report on the SED requirements in terms of the Penalty regime.
- Liaise with the Managers around daily contractual and performance issues.
- Provide guidance to subordinates in the course of their work and ensure achievement of departmental objectives.
- Conduct periodical reviews of the procurement process to ensure that they are relevant to the prevailing conditions.
- Optimise company profitability from a procurement and cost perspective.
- Develop and implement plans to optimise utilisation of resources and improve productivity.
- Manage sourcing and controlling of uniforms, consumables, branding and marketing goodies and any good purchased in large quantities
- Ensure Stock and Uniform Policies are up to date
- Manage and co-ordinate fleet control activities and ensure fleet is in working condition.
- Advise on most appropriate fleet strategy (Lease vs Buy) and ensure fleet is properly insured
- Prepare and develop budgets for Stock and Fleet units and ensure budget is properly managed.
- Ensure that Vendor Management is performed in compliance with applicable organisational policies.
- Any other duties that are assigned and is relevant to his responsibilities.
Profile
Educational Level
- BCom in Supply Chain Management/Supply Chain & Operations Management/bachelor’s degree in commerce, Supply Chain/Business Related/Bachelor of Administration
Years of Experience
- 5 years’ working experience in a similar role at Managerial level.
