Job Purpose: 

To provide strategic leadership and direction for the Department in the following functional areas: Marketing & Communications, Executive & Council Support, Human Resources, Stakeholder Management & Engagement, Occupational Health & Safety, Organisation Effectiveness and Information Technology. 

Key Responsibility Areas: 

•Ensure alignment of organizational strategies and goals with national and provincial policy frameworks. 

• Provides visible, supportive and effective leadership to the Accounting Officer, Senior Management team, and Council and advise on policy objectives to ensure clarity of direction and purpose. 

•Develop and implement strategic plans through the formulation of short, medium and long-term service delivery plans. 

•Contribute and maintain registers to support the supply chain management function, including details of all tenders received and awarded, disclosure of sponsorships, inducements, rewards, gifts and favours, awards to close family members and persons in the service of the state within the area of responsibility. 

•Provides management, direction and guidance for all utility projects and oversee the implementation of project plans within the area of responsibility. 

•Develop and contribute to the formulation of specifications for accurate and appropriate financial operating systems within the area of responsibility. 

•Support the implementation of financial and performance reporting, including the implementation of the budget and Service Delivery and Budget Implementation Plan (SDBIP). 

• Monitor and advise the Accounting Officer of changes that may affect the working capital within the area of responsibility. 

•Support the Accounting Officer to ensure that the budget process relating to the area of responsibility aligns with the related policies of the Integrated Development Plan (IDP) and Service Delivery and Budget Implementation Plan (SDBIP) of the municipality. •Analyse and evaluate the performance of service delivery mechanisms (internal and external) and outsourced service agreements against performance targets. 

• Support and implement clear roles and responsibilities, separation of powers and regular reporting lines for all role players within the area of responsibility to ensure transparency and accountability. 

•Support the Accounting Officer and contribute to the administrative aspects of the process for adopting related policies and By-laws.

COMPETENCY REQUIREMENTS:

  • FINANCIAL MANAGEMENT – Able to compile, plan and manage budgets, control cash flow, institute financial risk management and administer procurement processes in accordance with recognized financial practices. Further to ensure that all financial dealings are managed in an ethical manner.
  • CHANGE LEADERSHIP– Able to direct and initiate institutional transformation on all levels in order to successfully drive and implement new initiatives and deliver professional and quality services to the community.
  • GOVERNANCE LEADERSHIP– Able to promote, direct and apply professionalism in managing risk and compliance requirements and apply a thorough understanding of governance practices and obligations. Further, able to direct the conceptualization of relevant policies and enhance cooperative governance relationships.

*Middle management level refers to a position directly accountable to a Section 56 position within the local government sector.

* Should the required competency levels not be attained within the eighteen (18) month period from the agreed date of assumption, the employment contract will terminate automatically within one month after the applicable period.
