UNIT MANAGER: SUPPLY CHAIN MANAGEMENT (DEMAND & ACQUISITION)

The above-mentioned position is available in the Finance department at Robben Island Museum. The purpose of this
position is to manage the Demand & Acquisition function within the Supply Chain Management Department of RobbenIsland Museum (RIM), ensuring that adequate and proper procurement planning, sourcing and acquisition processes,
policies, controls and prescripts are implemented across the organisation.

Key performance areas:

  • Collating demand management information, compiling of demand management plans
  • Benchmarking, market research and best practices to ensure adequate and relevant specifications
  • Performing industry analysis and market analysis on a regular basis

Experience and technical skills:

  • Postgraduate Degree (Honours) will be an added advantage
  • Minimum of 5 years practical experience in supply chain of which 3 Years is in supervisory/ junior
    management level.

MANAGER: CONTRACTS & SUPPLIER MANAGEMENT

The above position is available in the Finance Department at Robben Island Museum. The purpose of this position is to
develop best practice procurement and contract management function that provides data to support strategic decision –
making and risk management. The incumbent will develop and maintain supply chain management policies and
procedures and ensure optimum compliance on these policies as well as supply chain management prescripts, they will
ensure effective management, performance, maintenance and monitoring of supplier contracts.

Responsibilities

  • Daily contract management administration
  • Conduct monthly/quarterly contract performance and monitoring
  • Develop and review SCM policies
  • Ensure daily optimum compliance on SCM policies and prescripts
  • Assess SCM performance compliance, on a quarterly basis
  • Develop standard procedure manuals and finance instruction
  • Compile and maintain the annual demand management/procurement plan and the contract register and submit
    these, and all SCM reports required by the National Treasury within the prescribed timeframes
  • Manage the contracts and supplier management function across all elements required by Treasury Regulation
    16A3.2- demand, acquisition, logistics, disposal, risk and performance management
  • Administer the bid committee system (specification, evaluation and adjudication committee), including
    secretariat support, declarations of interest, and safe custody of bid records
  • Verify supplier eligibility prior to award, including Central Supplier Database registration, tax compliance status,
    and screening against the National Treasury Database of Restricted Suppliers and the Register for Tender
    Defaulters
  • Advertise bids and publish awards on the e-Tender publication portal and the RIM website as prescribed by
    National Treasury
  • Record, report and monitor deviations from competitive bidding, contract expansions and variations, and submit
    these to the National Treasury within prescribed reporting periods
  • Detect, prevent, record and report irregular, fruitless and wasteful expenditure, maintain the related registers
    and monitor remedial and consequence management action in terms of the Irregular Expenditure Framework
  • Monitor payment of valid supplier invoices within 30 days as required by National Treasury Regulation 8.2.3 and
    report non-compliance
  • Ensure procurement gives effect to section 217 of the Constitution and PPPFA and its regulations, including
    preference point scoring, B-BBEE and designation local content requirements

Minimum Requirements:

  • Bachelor’s degree or advanced diploma (NQF 7) in Logistics Management, Cost Management Accounting, supply
    chain management, business management or any related qualification, numerical or legal discipline
  • Membership of the Charted Institute of Procurement and Supply (MCIPS) or other relevant professional
    qualification
  • A postgraduate qualification (NQF 8) or MBA will be an added advantage

Work Experience:

  • Minimum of five (5) years Supply Chain, with contract management experience, of which three (3) years must
    have been at middle management/assistant manager level
  • Proven ability to manage, train, coach, develop and motivate staff

  • Excellent understanding and interpretation of Supply Chain Management practice notes, prescripts and guidelines

this role is to manage and coordinate the organisation’s supply chain management functions, ensuring efficient,
transparent, and compliant procurement processes in line with the Public Finance Management Act (PFMA), Treasury
Regulations, and organisational policies, while promoting value for money and service delivery excellence

Key performance areas:

  • Provide strategic leadership and support on the development of functional plans and implementation of
