PURPOSE OF THE JOB

  • To monitor the implementation of the National Aviation Security Program (NASP) and other related Civil Aviation
  • Regulations (CARs) in compliance with the ICAO SARPs
  • To promote Aviation Security and strengthen the national aviation systems

OVERSIGHT ACTIVITIES – INSPECTIONS AND AUDITS (RISK-BASED)

  • Plan and execute inspections and audits following laid down ISO Procedures
  • Conduct oversight activities as assigned by the Manager, make appropriate recommendations and submit comprehensive
  • reports
  • Conduct inspections/ audits follow-ups to ensure that identified security gaps are closed
  • Evaluate, validate and review security programs and manuals for Airport Operators, , Air Carriers, Air Navigation Service Providers, and Catering Service Providers
  • Process applications for the designation of Officials for Aviation Security at the airports and airlines
  • Participate in development and continuous improvement of functional procedures and quality management documents

ADMINISTRATION

  • Perform job-related administrative tasks
  • Create and maintain a database of allocated clients
  • Create and maintain a database for non-compliances on the findings register
  • Handle internal and external correspondence through the Manager
  • Maintain the AVSEC Documents management system in line with the Records Management Procedure and personal information in compliance with the POPIA

ENFORCEMENT AND COMPLIANCE

  • Follow up on and evaluate corrective action plans.
  • Initiate enforcement by alerting the manager of non-conformances, in line with the Enforcement procedure.
  • Initiate enforcement action for cases of non-compliances meriting enforcement action in line with the Enforcement Procedure.

AMENDMENTS TO REGULATIONS

  • Recommend to the Manager a review of regulations to address identified gaps in the security system.
  • Participate in the process of amending legal instruments related to aviation security.

LIAISON AND CONSULTATION

  • Monitor and observe Local Airport Security Committee meetings as and when assigned and provide feedback to SACAA through the Manager
  • Attend to all requests and queries in line with the SACAA policies and procedures
  • Provide feedback on queries raised by operators.
  • Participate in security awareness programs and SACAA initiatives.

Requirements

Minimum Qualification

  • National Diploma in Administration or Security or relevant equivalent qualification
  • Basic aviation security Certificate or other relevant certificates

Added Advantage:

  • Degree in Security Risk Management or relevant Degree

Experience:

  • 3 years Aviation Security or relevant experience

OVERALL, PURPOSE OF THE JOB

  • The Trainee will be afforded an opportunity to be trained to monitor the implementation of the National Aviation Security Program (NASP) and other related Civil Aviation Regulations (CARs) in compliance with the ICAO SARPs

  • 1 year experience  in Aviation Security or experience at an Airport, Air Carrier or ATS.

OVERALL PURPOSE OF THE JOB

  • To assist in the establishment and implementation of the client/customer service system, and implementation of the SACAA Customer process map 

Front Line

  • Provide customer services as per the policies and procedures of the Client Relationship Management section.
  • Track all customer queries in the approved CRM system until queries are closed.
  • Professionally respond to requests from both external and internal customers.
  • Evaluate customer satisfaction through approved tools and systems.

Quality Control

  • Record all queries and follow (comply with) all procedures which relate to client service, as per the ISO and other company and legal requirements.
  • Take corrective action to rectify deficiencies within Client Services
  • Analyse recurring errors, complaints, and service failures, and recommend preventative measures.

Customer Satisfaction

  • Provide client services in a manner that enhances organisational image.
  • Ensure that all customer queries are addressed as per agreed SLA’s and are logged on the approved CRM system.
  • Identify areas for improvement to improve customer satisfaction (and perception).
  • Implement the end-to-end customer process map.

Supervision and Training of Entry level Client Services Officers

  • Supervise and train entry level client services officers to enable them to perform all aspects required in terms of their key performance areas.

Liaison and Coordination

  • Liaison and networking with clients to identify any information and service requirements.

Requirements

Obstacles Inspectors – Fixed- Term Contract (Centurion)

 KEY RESPONSIBILITIES

Oversight 

  • Verify and assess aviation obstacle applications submitted to the SACAA against ICAO SARPS, CARs and CATS.
  • Verify and assess proposed developments submitted to the SACAA against ICAO SARPS, CARs, CATS and international standards relating to obstacle management and control, before approval.
  • Verify and assess proposed alternative energy projects submitted to the SACAA against ICAO SARPS, CARs, CATS and international standards relating to obstacle management and control, before approval.
  • Request for additional information, where required
  • Forward the outcome of the assessments to the Data Coordinator.
  • Plan and execute obstacle inspections and audits on all aerodromes, and heliports to ensure that they comply with civil aviation regulations and technical standards
  • Audit the compliance level of personnel training at aerodromes
  • Compile findings report according to categories
  • Make recommendations to clients for corrective action and continuous improvement of operating standards.
  • Prepare findings and identify possible trends / high or consistent risk areas and propose interventions to improve Obstacle Limitation Surfaces
  • Propose promotional activities and/or Regulatory change where necessary
  • Propose amendment to Manual of Procedure and Technical guidance Manual, ISO procedures and forms

Administration

  • Perform general office administration tasks.
  • Create and maintain a database of allocated clients.
  • Create and maintain a database for non-compliances on the findings register.
  • Handle internal and external correspondence through the Manager.
  • Maintain the departmental Documents management relating to Obstacle Management
  • Complete the inspection checklist as per applicable regulation
  • Draft inspection reports and submit to the clients
  • Compile and submit reports on oversight findings
  • Facilitate the safekeeping and evaluation of aerodrome manuals and provide them to stakeholders when required

Enforcement

  • Conduct investigations to determine compliance with regulations
  • Perform follow-ups on all noted non-compliance incidents and cases investigated to ensure that appropriate corrective action, sanction or penalty is imposed
  • Compile reports of all major and severe findings for submission to the Enforcement Committee

Regulations Research and Development

  • Provide recommendations on issuance of aerodrome and heliports licenses based on inspections conducted, in full consultation with all role players.
  • Conduct research and make recommendations about applicable national and international requirements
  • Provide input to new proposals and amendments to legislation on SARPS and CARS through the Manager
  • Propose amendments to CARS/CATS to align with Annex 14 amendments and ICAO documents.
  • Propose and submit regulation review to CARCOM.

Liaison and Consultation

  • Participate in meetings relating to aviation obstacles, developments and alternative energy projects.
  • Assist in arranging, coordinating and present safety promotion activities, related to Aerodromes and Heliports
  • Liaise with various stakeholders in conducting oversight
  • Address Industry stakeholder problems/queries promptly and professionally
  • Provide Industry feedback to the Authority.
  • Inculcate upon Industry stakeholders the safety prerequisites and procedures

Requirements

MINIMUM REQUIREMENTS 

Education:

  • Grade 12
  • ICAO Annex 14 OLS Course
  • Diploma in Business Administration or Management or relevant equivalent qualification at NQF Level 6

Added Advantage

  • National Diploma in Surveying or GIS or Aerodrome Management or Aviation Safety qualification.
  • PANS-OPS Basic Flight Procedure Design Course

Experience:

  • 2 Years’ Obstacles Evaluation or Assessment experience
