Purpose of the Job: Reporting to the Senior Officer: Logistics Management the successful incumbent is responsible for facilitating tactical procurement operations for the procuring of travel bookings for RAF employees.

Key Performance Areas

Effectively and Efficiently Administering the Tactical Procurement Function

  • Request quotations.
  • Process Purchase Orders, submit them for approval.
  • Scan and file purchase documents.
  • Prepare requests for travel based on requisitions from different departments and business units.
  • Record transgressions in transgressions register.

General Purchasing Administration

  • Close off of booking transactions on SAP.
  • Practice compliance to policy and regulations.

Expediting of Travel Bookings

  • Provide feedback to end users regarding issuing of their travel documents.
  • Produce weekly statistics on travel requests and orders.
  • Implement effective travel management processes.

Risk Management Contribution

  • Assess business and travel management risks.
  • Draft risk management strategies and processes for risks identified.

Reporting

  • Assist in the preparation and submission of regulation reports.
  • Contribute to the development of functional reporting systems, for management, project or performance reporting.

Stakeholder Relations

  • Assist with inquiries and requests for information from both internal and external stakeholders.
  • Contribute to the maintenance of relationships with vendors, service providers or procurement teams and ensure that all relevant procured items are invoiced and paid on time.

Qualifications and Experience

  • Bachelor’s Degree/ Advanced Diploma in Logistics Management/ Supply Chain Management/ Finance related qualification.
  • Relevant 3 years’ experience in a Travel Management related environment.
  • Experience in procurement or supply chain management within State Owned Entities (SoEs) will be an added advantage.

Purpose of the Job: Reporting to the Senior Manager: Fraud Prevention and Deterrence, the successful incumbent is responsible for implementing the fraud risk management program. The incumbent will be responsible for conducting fraud risk assessments, behavioral analysis (inclusive of lifestyle audits), specialized fraud training and awareness, developing the organisation fraud risk index as well as analysing fraud trends.

Key Performance Areas

Fraud Risk Assessment

  • Conduct comprehensive fraud risk assessments.
  • Identify risks by analysing data, observing processes, and engaging with personnel.

Qualifications and Experience

  • Bachelor’s Degree/ Advanced Diploma in Commerce (BCom Accounting/ Internal Audit/ Financial Management/ Risk Management/ BCom Law/ Forensic Accounting/ Economics/ Information Systems), Forensic Science or LLB.
  • Certified Fraud Examiner (CFE) or Forensic Practitioner (ICFP).
  • Certified Risk Management Practitioner (CRM) will be an added advantage.
  • Valid code EB driver’s license.
  • Relevant 5 – 7 years’ experience in a Fraud Risk Management environment (specific experience in performing fraud risk assessments and implementing fraud risk management practices).

Purpose of the Job: Reporting to the Senior Officer: Logistics Management, the successful incumbent is responsible for the maintenance of logistics operations within RAF and to implement processes of planning, implementing and controlling the efficient, cost-effective flow of materials, in-process inventory, finished goods, assets and related information from the point of origin to the point of consumption for the purpose of conforming to customer (internal/ external) requirements.

Key Performance Areas

Logistics Management

  • Draft needs assessment plan for dealing with issues such as: identifying future needs (forecasting); frequency of need; linking requirements to the division’s budget; conduct an expenditure analysis; and conducting market analysis.
  • Assist in the categorisation of applications received from Service Providers/ Vendors, referring to regulatory mechanisms and procedural guidelines to differentiate and/ or allocate applications.
  • Assess value for money in terms of quotations received.
  • Ensure that the department correctly apply principles of PFMA and Treasury regulations with acquisitions.
  • Identify the ideal source of procurement and the best suited service providers to deliver on the requirements.
  • Implement logistics management processes and procedures.

Fleet Management

  • Assist in the identification and purchasing of vehicles for deliveries and service.

Disposal Management

  • Arrange for the Service Provider to view the disposal Assets.

  • Complie Asset Disposal reconciliation reports after execution of the approved disposal method and submit to senior for verification.

Reporting

Purpose of the Job: Reporting to the Senior Officer: Acquisition Management (Quotation), the successful incumbent is responsible for achieving business units targets including allocated projects by providing customers with as easy and friendly SCM operations support and solutions to meet their requirements. Contribute to business units presentations and frequently inform business units new legislative developments within the SCM environment. The position is responsible for the maintenance of purchasing arrangements for the RAF. The key function is to acquire goods, services and works as per prescribed thresholds.

Key Performance Areas

Acquisition Management

  • Receives and verifies the validity of the application request.
  • Compile RFQ documents.
  • Issue RFQ to suppliers.
  • Manages responses from suppliers.
  • Conduct evaluation of RFQ received.
  • Create and issue PO or Handover RFQ document to contract.
  • Compile Bid Adjudication Committee (BAC)  submissions for deviations.
  • Support the research and negotiation of prices and terms of agreements with suppliers on behalf of RAF.
  • Review or evaluate bids from suppliers to ensure that they conform to specifications and are complete.
  • Arrange BEC meetings for evaluation of bids from suppliers for complex RFQs to ensure that they conform to specifications and are complete.
  • Communicate with Suppliers or Service Providers to ensure that orders are processed accurately and on time.
  • Implement acquisition management processes. 

Reporting

  • Assist in the preparation and submission of regulation reports.
  • Contribute to the development of functional reporting systems, for management, project or performance reporting.

Stakeholder Management

  • Assist with inquiries and requests for information from both internal and external stakeholders.

Records Management

Qualifications and Experience

  • Bachelor’s Degree/ Advanced Diploma in a Supply Chain Management/ Finance related qualification.
  • Relevant 3-year experience in an Acquisition Management related environment speciafically delaing with quotations.
  • Knowledge and understanding of procurement or supply chain management within SoEs will be an added advantage.
