Purpose of the job:
To assist in maintaining proper accounting records as well as in financial, Accounting
and Management reporting.
Duties and Responsibilities
Disbursements and Expenditure Control
- Receive payment documents from the Assistant Finance Officer and check
them for completeness before. - Prepare payment vouchers
- Process payments after they have been authorised
- Maintain a register of all processed and despatched payments
- Accurately code all the authorised payment vouchers in readiness for
capturing in sun systems - Keep a register of all cancelled and void payments
- Preparing, capturing ,analysing, reconciling, filling of the disbursements
records.
Budget and Budgetary Control
- Assist the Assistant Finance Officer in the consolidation of the overall
SPGRC Annual Budget. - Assist the Assistant Finance Officer in the compilation of the analysis reports
of the commitments against the SPGRC Annual approved budget. - Assist the Assistant Finance Officer in the preparation of the monthly and
Annual Expenditure variance Reports. - Capturing journal entries for virements, Re – allocations and adjustments.
Treasury
- Assist the Assistant Finance Officer in the preparation of Budget Funds
Remittances from Head Office - Prepare Bank Reconciliations in compliance with the SADC Financial Rules
and Regulations - Prepare weekly Cash Flow reports for the SPGRC Management use
- Prepare accurate monthly and annual reconciliations of SPGRC Staff Gratuity
Fund and Staff Loan Fund Accounts - Assist the Assistant Finance Officer in the preparation of the Donor / ICP income and expenditure reports
Financial Accounting and Reporting
- Assist the Assistant Finance Officer in the preparation and maintenance of a

JOB PROFILES – ECESPA
Monitoring, Evaluation & Reporting Officer – Grade 6
Primary Purpose of the Job
Responsible for overall monitoring, evaluation and reporting of the ECESPA programme,
in line with the SADC Policy Strategy Development, Planning, Monitoring and Evaluation;
Project Management Guidelines, EU Reporting and evaluation guidelines.
Duties and Responsibilities
Monitoring and Evaluation
- In close collaboration with the Programme Manager and the Directorate of
PPRM, develop project / programme monitoring and evaluation plan for the
project - Coordinate with SADC Secretariat Directorates/units and Member States for
collecting data on project indicators. - Interrogate and analyse data for monitoring and evaluation purposes
- set up monitoring tools to measure progress against set indicators for the project.
- Determine and validate baseline values for the set indicators and align with
relevant tools. - Using validated baseline values to revise targets for the ECESPA project and

Duties and Responsibilities
Harmonisation
- Work in Collaboration with the Mediation and Peace Building Officer, Electoral

reporting of project funds managed by the Secretaria

Budgeting and Control
- Under the supervision of the Programme Manager, collaborate with Finance
Officer in the assessment of requests for funding from the Emergency Response
Mechanism (ERM) - Collaborate with the Finance Officer in the annual budget setting exercise by
providing support and guidance to project officers and consolidating the budget
figures.
Budget & Expenditure Control
- Support the Finance Officer in undertaking budget and expenditure control on the
ECESPA project. - Review all new project commitments and ensure that they are only made against
budgeted appropriations and report any exceptions to the Finance Officer. - Review procurement procedures followed for award of contracts and ensure
compliance with donor contractual requirements. Report exceptions to

Primary Purpose of the Job
- Provide secretarial services to directorate or unit to which the incumbent is attached.
Duties and Responsibilities
- Receive telephone calls and correspondences
- Attend to queries or refer issues beyond own scope to relevant officers
- Attend to visitors/clients and make them feel comfortable
- Maintain Head’s appointment diary and remind him/her of appointments
- Advise staff of any meetings
- Issue reminders of meetings and confirm attendance of people prior to the meeting
- Compile and prepare all documents needed for meetings
- Ensure that relevant documents are circulated to all attendees prior to meetings
- Make logistic arrangements for meetings (venue, refreshments, etc.)
- Take minutes of meetings as and when required, produce and distribute minutes of meetings after vetting by the responsible officer
- Arrange lunches and other social events on behalf of the Secretariat
- Arrange travel and accommodation for Staff / Head as necessary
- Type documents (internal memos, correspondences, reports, shorth and notes), take dictations and submit typed work to Head for checking and signature
- Process, maintain and keep record of correspondences (hardcopy and electronic) and confidential files, and retrieve documents as required
- Research and adopt best practices in own specialised area of work, and maintain high level of knowledge in order to effectively undertake the duties of the post
- Perform any other duties as may be assigned by the supervising officer.
