Position Purpose

1.Contribute to the conceptualisation, formulation and development of Transnet Freight Rail transformation and change management strategy, plans and initiatives that enable the strategic direction of the business, with emphasis on ensuring a coherent, consistent and values-driven organisation culture.

2.Facilitate positive employee engagement, inclusivity and diversity in a way that will ensure that TFR is experienced as an equitable, diverse, inclusive and transformed employer of choice.

3.Drive the people side of change linked to the digitisation agenda of the business, with integration to the broader change agenda of the business.

Position Outputs

1. Organisation transformation strategy and plan development: Actively involved in the development of TFR’s Organisation Change Strategy and Plan, including researching best practice tools, models, processes and programmes. Work with the Corridor’s People Management teams in ensuring a coherent roll-out of appropriate programmes and initiatives that will ensure a harmonised TFR change management that supports a high performance organisation. 2.Organisation change readiness and capability diagnostics: Develops and coordinates facilitation of change readiness workshops to support the organisation’s change capability based on needs identified within the business towards achieving the mission, vision and strategy. Also advise Corridors on change initiatives and interventions e.g. effectiveness reviews, focus groups, team building, etc.
3.Develop appropriate metrics, conduct analytics and insights relating to organisation transformation and change readiness/capability to inform appropriate decision making across TFR. Identifies and uses instruments and surveys to analyse individual and group behaviour and recommends strategies for making needed changes. 4.Monitoring and evaluation of the implementation and TFR-wide compliance with the Transformation and Change Strategies and Plans. Monitor and advise on Transnet-wide efforts to embed and sustain organisational changes and practices and their effectiveness. Compile periodic reports to the various stakeholder and governance bodies on the organisational climate and change dynamics.
5.Performs a range of organisational effectiveness functions, including project coordination relating to strategic transformation plans, work studies, business process re-engineering and structure reviews. 6.Coordinate Transnet Freight Rail’s Employment Equity (EE) initiatives, to ensure compliance with regulatory prescripts/milestones and Transnet’s corporate strategic objectives and targets. 7.Contribute to the development of the Division’s Employment Equity and Diversity Strategy and Plans, including researching best practice tools, models, processes, and programmes. Work with the Operating Division’s Diversity and Inclusion Leads and teams in ensuring a coherent roll-out of appropriate programmes and initiatives that will ensure a harmonised employment equity, diversity and inclusion roadmap that supports a high-performance organisation.
8.Champion Diversity and Inclusion Programmes: Research and develop tactical plans and programmes that are aimed at embedding the coherent diversity and inclusion roadmap, pathways, and tactical implementation. Build trusted and valuable partnerships at all levels across the business to translate the diversity and inclusion strategy, roadmap and plans into practical and pragmatic solutions. 9.Support the Head: Change Management in the development of an integrated transformation and change strategy and implementation plans to realise organisation-wide equity, diversity, inclusiveness and transformation. Assist in the development and implementation of change tools, techniques and governance processes across various operating divisions to ensure alignment and standardisation.
10.Provide specialist support to People Management Leadership in managing implementation of key strategic change initiatives and organisation programmes that supports transformation strategy across the organisation, including business process re-engineering, organisation design and culture programmes. 11.Stakeholder relations management: Engage all key stakeholders on an ongoing basis, establish sound relationships, and ensure that obligations are honoured. Collaborate with and build solid relationships with key stakeholders and other functional areas to enable insight, understanding and effective functioning. 12.Coordination the activities of the TFR Change Activation Network in order to ensure common approaches and standardisation of tools and techniques that support organisation change programmes and interventions.
13.Perform people management functions including but not limited to: •Workforce, recruitment and demand planning •Talent management and succession planning •Mentoring and coaching •Management of discipline and grievances •Performance development •Reward and recognition management •Training and development 14.Collate and analyse the management information for all strategic programmes and projects for presentation to the appropriate stakeholders in the appropriate style and in a timely fashion to allow informed decision making.

Qualifications and Experience

Qualifications, Experience & Inherent Job Requirements: •Minimum of a bachelors degree in Human Resources or Industrial Psychology. •Minimum of 8-10 years’ practical experience in developing and implementing transformational change programmes and initiatives in a medium to large organisation. At least 3 years must have been in a consulting or at management level. •Demonstrable experience in driving Diversity, Equity and Inclusion programmes. Change management certificate advantageous. Position Outputs

2. Adhering to Transnet National Ports Authority’s engineering suite of Procedures, Directives and Guidelines.
3. Providing the engineering inputs into feasibility type projects.
4. Identifying and planning the work efforts, assigning responsibilities, establishing goals and monitoring the progress of the engineering and design effort assigned to specific projects such that the project objectives are achieved on schedule and within budget.
5. Collaborating with the various project managers regarding the specification of design deliverables (e.g. drawings, specifications, design-criteria, technical reports, and technical adjudication of contracts) and the concomitant estimation of man-hours to provide same.
6. Creating and maintaining effective communication channels between team members and with the project managers and ensuring coordination and cooperation between all stakeholders occurs.
7. Conducting surveys to ensure that projects can be carried out successful.
8. Ensuring that the engineering designs and applications comply with all statutory, regulatory, safety, health and quality requirements whilst ensuring environmental and business sustainability.
9. Doing in-depth drawing reviews of all design documents including constructability and HAZOP reviews.
10. Preparing engineering technical documentation and drawings and arranging squad-checks for in-depth review of such documentation.
11. Identify any scope creep and discuss problems with the Project Managers and Segment Manager.
12. Proactively recommending and implementing corrective strategies where needed to best meet Transnet’s overall project objectives.
13. Compile budget and cost estimations of the work.
14. Compile EPCM cost estimates for the engineering inputs into projects and ensure proper management of such budgets.
15. Reviewing project deliverables.
16. Monitor and report to the project manager of the engineering progress.
17. Developing a project plan that is in line with the drawings and the outline of the work so that projects are done within the required quality standards, budget and time frames.
18. Liaise with clients and contractors regarding engineering aspects of the projects as and when necessary.
19. Ensuring that the system for “Quality Management during the Construction phase” is effectively implemented and managed on all relevant projects, to ensure the segment’s compliance with the relevant Acts.
20. Carrying out the required testing and commissioning of relevant projects to certify such projects as “Safe for Operations”, within his authorised level.
21. Perform engineering management and project management functions as and when required.

Qualifications and Experience

 A 4-year Engineering Bachelor’s degree: BSc Eng or B Eng degree, or a BTech Eng or BEng Tech or Adv. Dip Eng (in civil engineering).  Professionally registered as a Pr. Eng. or Pr. Tech Eng. with ECSA.  At least 8 years’ experience of applicable engineering and project management experience with infrastructure projects.  A proven track record of developing value engineered technical infrastructure engineering solutions in the planning, designs and construction supervision for Civil and Perway, and the general Port and Civil Engineering infrastructure. The Manager Planning will provide management and guidance to the planning team within the Project Management Office (PMO) on programmes/projects and ensure that the team functions and delivers projects in line with the Project Director/ Principal Project Manager expectations and to the governance requirements set by the Senior Manager Projects Controls. The Senior Planner will report by line on a project to the Project Controls Manager and by function to the Manager Planning.

Position Outputs

1. Provide primary point of contact to the project for all matters relating to planning / scheduling process, data, and reporting in support of the work in TPL.
2. Provide line management and leadership duties for the planning team on a project within TPL, ensuring that the specific team is functioning and delivering to a high standard, that accuracy is achieved at all times, that real time and integrated reporting reflects actual current status of the project.
3. Ensure that resourcing gaps on a project is identified and filled appropriately and timeously with suitably qualified persons.
4. Produce, communicate and roll out the project level planning / scheduling approach, including documentation of planning/scheduling procedures that support the approach, as set out by the Project Management Office.

10. Working with the Project Management Office to implement an integrated planning / scheduling management framework for all aspects of schedule control and reporting.
11. Overall management and accountability for the Scheduling, Planning, Controlling, Monitoring and Tracking functions on the project.
12. Provide expert Planning services to the project using software approved by TPL.
13. Prepare detailed WBS, tracking schedules, bar charts, network diagrams, resource loading graphs and critical path analyses for the project using software approved by the TPL PMO.
14. Prepare detailed man plans and resource loaded schedules and track, monitor and report progress, utilizations, etc within the programme/projects.
15. Review the bid milestones and overall completion timetables in conjunction with the project scope at award and identify any anomalies or inconsistencies.
16. Review reports and information prepared by construction personnel or contractors/suppliers in accordance with associated project requirements.
17. Regular interaction with clients and the Manager Planning to ensure a professional service is delivered.
18. Ensure adherence to and the effective use of tools, Transnet systems and procedures on the project.
19. Initiating and implementing new business procedures congruent to best practice, including Earned Value Management, and Schedule Risk Management on the project.

Qualifications and Experience

• Minimum three years tertiary qualification, relevant degree or diploma in engineering, construction or project management, supported by • a minimum of 5 years relevant post graduate experience in managerial position, and • 8 years’ experience as a planner in multidiscipline project environment. • Minimum 5 years planning experience with Primevera P6 (including Pert master) • Project Management experience in line with PMP requirements. • Professional registration as PMI- SP or equivalent.
