The Information Regulator (Regulator) is a juristic person established in terms of Section 39 of the Protection of Personal Information Act 4 of 2013 (POPIA) which enjoins the Regulator to be independent and impartial and to perform its functions and exercise its powers without fear, favour or prejudice. It is accountable to the National Assembly and has jurisdiction throughout the Republic of South Africa. The Regulator is responsible for the promotion and protection of the right to privacy as it relates to the protection of personal information and right of access to information. In this regard, it exercises its powers and performs its functions in accordance with POPIA and the Promotion of Access to Information Act 2 of 2000 as amended (PAIA). The Regulator consists of five (5) Members namely: the Chairperson and four (4) ordinary Members appointed by the President of the Republic of South Africa for a five (5) year term. The Chairperson and two (2) ordinary Members are appointed on a full-time and the other two (2) Members on a part-time basis. Section 47 of POPIA empowers the Regulator to establish its own administration to assist it in the performance of its functions. In this regard, the Regulator must
appoint the Chief Executive Officer (CEO) and other staff members to assist it in the performance of its functions. The Head Office of the Regulator is situated in Braamfontein, Johannesburg. MANAGER: FINANCIAL ACCOUNTING

DIVISION: FINANCE
REFERENCE: IR2/10/2024
CENTRE: HEAD OFFICE: BRAAMFONTEIN (JOHANNESBURG)
SALARY LEVEL: ELEVEN (11)
SALARY: R 849 702. 00 (all-inclusive package per annum and not
negotiable)
The successful candidate will be required to sign a performance
agreement annually.

REQUIREMENTS

  • Matric certificate plus a Bachelor’s Degree in Financial Accounting or equivalent
    qualification in related field rated at National Qualifications Framework (NQF) Level 7 as
    recognised South African Qualifications Authority (SAQA);
  • Minimum of three (3) years in a financial accounting environment at a Junior Management
    Level;
  • Knowledge of Acts, Regulations, Policies and Procedures applicable in the public sector;
  • Knowledge and experience of Generally Recognised Accounting Practices (GRAP);and
  • Working knowledge and experience of Basic Accounting System (BAS), PERSAL and
    Logistical Information System (LOGIS).

Analytical, planning, leadership, organising, people management and development, report
writing, conflict management, financial management; change management; knowledge
management; service delivery innovation; problem solving and analysis; client orientation and
customer focus; and communication.

KEY PERFORMANCE AREAS

  • Expenditure management and reporting;
  • Effectively manage revenue and losses;
  • Management of debts;
  • Management and control of systems;
  • Administration of suspense accounts and bookkeeping services;
  • Monitoring and evaluation of financial compliance to applicable legislation;
  • Manage the process of interface of Persal to BAS;
  • Ensure that all payroll transactions have been accounted for;
  • Ensure PAYE reconciliation and monthly payment of South African Revenue Service
    (SARS);
  • Detect and prevent Irregular, Fruitless and Unauthorised Expenditure; and
  • Supervise and authorise work that has been done in the division.

  • Matric Certificate plus an LLB Degree at National Qualifications Framework (NQF) Level

  • Relevant experience as a Legal Practitioner (Admission as Advocate or Attorney);
  • 8-10 of relevant experience at Senior Management Level of which five (5) years must
    be post admission experience as Advocate or Attorney;
  • Knowledge of relevant International or Regional Treaties; and
  • Valid Driver’s licence.

  • Manage handling of complaints and the conducting of investigations;
  • Manage monitoring of compliance with provisions of PAIA by Public and Private bodies;
  • Manage enforcement of PAIA;
  • Manage consultations with interested parties;
  • Manage development and compliance with Codes of Conduct;
  • Develop Division’s Annual Performance Plan (APP) and Operational Budget;
  • Prepare and align Divisional budget with the operational plans;
  • Submit monthly, quarterly and annual performance reports against the implementation of
    the Annual Performance and Operational Plans.
  • Manage and provide leadership to the division;
  • Effectively and efficiently manage all the resources allocated to the Division.
  • Ensure provision of policy and strategic direction of the PAIA Division.
