POSITION OBJECTIVE
The Environmental and Safety Manager will be responsible for the development, implementation, and continuous improvement of environmental management plans, programs, and systems in alignment with legal and regulatory requirements. The role involves ensuring compliance with relevant environmental legislation, ISO 14001 &18001 standards, and SANRAL’s operational objectives. The incumbent will also play a key role in promoting environmental and safety awareness, monitoring risks, conducting internal Environmental Impact Assessments (EIAs), and contributing to a culture of environmental responsibility across the organization, assisting with ISO system and process audits. Review and update ISO14001 & 18001 procedures and policies when necessary. Ensure that environmental and safety management are implemented and maintained and follow up on all aspects that require legal actions.
MINIMUM REQUIREMENTS
- A relevant tertiary qualification in environmental sciences, Health and safety or Equivalent at NQF Level 7.
- A minimum of five (5) years relevant experience.
- Certifications:
- Incident Investigation Level 3
- Hazards Identification and Risk Assessment
ADVANTAGEOUS
- ISO14001.
- ISO 14001 Lead Auditor certification (advantageous).
- Experience with large-scale infrastructure or construction projects.

KEY RESPONSIBILITIES
HSE Contract Management
- Provide strategic oversight in drafting, reviewing, and updating environmental and safety clauses for contracts and procurement documentation, ensuring alignment with ISO standards and legislation.
- Manage implementation of contracts by overseeing contractor performance, ensuring adherence to environmental and safety obligations, and commissioning regular inspections to identify risks. Ensure proper administration of contracts by maintaining a central repository of permits, audit findings, and Environmental Management Plans (EMPs), while monitoring compliance milestones.
- Oversee contract close-out by verifying fulfilment of all environmental and safety requirements and evaluating contractor performance.
Performance Monitoring
- Monitor contractor and internal team performance against approved EMPs, contractor files, and legal obligations using structured inspection tools and compliance checklists.
- Enforce compliance by recommending corrective actions when non-conformances are identified.
- Conduct scheduled environmental and safety reviews with project and SHEQ teams to evaluate risks, impacts, and contractor compliance.
- Verify that environmental deliverables (e.g., waste disposal certificates, rehabilitation reports) are completed and documented before approving payments.
Risk Management and Regulatory Compliance
- Provide leadership in identifying environmental and safety risks linked to projects and oversee the development of mitigation strategies.
- Ensure organizational compliance with NEMA, ISO 14001, ISO 18001, OHS legislation, and other applicable frameworks.
- Direct dispute resolution and root cause analysis in collaboration with Legal Projects, and Regulatory Authorities, ensuring corrective actions are embedded in processes.
Stakeholder Engagement and Collaboration
- Lead collaboration with Procurement, SHEQ, Legal, and Operations to ensure consistent implementation of Environmental Management Systems (EMS) across all projects.
- Engage with regulators, service providers, and industry stakeholders to maintain compliance and build partnerships that support SANRAL’s HSE objectives.
- Communicate environmental and safety updates, risks, and compliance findings to senior leadership, the Board, and external authorities.
- Drive a culture of environmental awareness and safety through leadership, training, and continuous improvement initiatives.
Reporting
- Compilation of KPI dashboards, risk registers, and compliance performance reports.
- Present environmental and safety performance reports to senior management, Board committees, and regulatory authorities.
- Approve ad hoc reports and ensure they address strategic risks and compliance trends.
- Oversee the provision of accurate documentation, data, and clarifications for audits and external reviews.

RSS 3rd Level Support Engineer
POSITION OBJECTIVE:
The Roadside Systems (RSS) 3rd Line Support Engineer is the technical authority responsible for the stability, compliance, and long-term resilience of SANRAL’s RSS environment. The role exist to provide advanced diagnostic expertise, lead the resolution of complex incidents, and ensure that system changes, releases, and upgrades are executed with minimal risk and maximum compliance. Beyond immediate incident resolution, the Engineer contributes to strategic ICT initiatives by advising on system architecture, technology adoption, and audit readiness frameworks. Roadside System (RSS) Workshop Technician
POSITION OBJECTIVE:
The Roadside Systems (RSS) Workshop Technician role was established following the insourcing of functions previously outsourced. The Technician is responsible for ensuring the safe, efficient, and reliable operation of the RSS Workshop through the testing, calibration, and repair of equipment, while providing technical guidance and operational support to the team. Building Caretaker
POSITION OBJECTIVE:
The purpose of this role is to ensure the effective upkeep, security, and operational readiness of the building facilities by conducting daily inspections, monitoring equipment and assets, coordinating maintenance activities and ensuring compliance with OHS and regulatory standards. Supervisor: Roadside System (RSS)
POSITION OBJECTIVE:
The Roadside Systems (RSS) Supervisor ensures the effective functioning of the RSS environment by overseeing workshop, monitoring, and 3rd-level support teams. The role provides leadership, coordination, and technical oversight to ensure equipment reliability, continuous monitoring, and escalated support are delivered in line with Legal Metrology (LM) standards, ICT governance, and organizational objectives. EXPERIENCE
- Minimum 5 years prior experience in an IT support environment, of which at least 3 years in a supervisory or lead role.
- Demonstrated experience across workshop operations, system monitoring, and escalated technical support.
- Strong track record in compliance, equipment calibration/repair, and monitoring systems.
- Proven ability in incident management, root-cause analysis, and escalated fault resolution.
- Driver’s license is required.
COMPETENCIES
- Advanced understanding of computer hardware, networking equipment, and system software, including diagnostic, calibration, and repair principles in line with CompTIA A+ standards.
- Strong knowledge of real-time monitoring technologies, fault detection systems, dashboards, and alert management workflows, enabling oversight of proactive issue identification.
- In-depth knowledge of LM frameworks, verification requirements, and calibration standards, ensuring all workshop and monitoring activities meet statutory obligations.
- Comprehensive understanding of ITIL processes (Incident, Problem, Change, and Knowledge Management) and their integration into monitoring and support functions.
- Proficiency in using scripting languages (e.g., Linux shell, Perl, Python) to automate routine tasks, improve monitoring accuracy, and optimize reporting.
- Strong knowledge of occupational health and safety practices in technical environments, with the ability to enforce safe working conditions and mitigate operational risks.
- Familiarity with SANRAL governance, audit processes, and verification body requirements to ensure readiness for both internal and external inspections.
- Knowledge of workload forecasting, staff deployment, and resource optimization to maintain service continuity across multiple functions.

CORE RESPONSIBILITIES
- Supervise and coordinate daily operations across the workshop, monitoring, and 3rd-level support functions.
- Allocate work, monitor progress, and ensure quality, accuracy, and compliance in all technical activities.
- Oversee equipment testing, calibration, and repairs; validate results before release.
- Ensure real-time monitoring systems function effectively, with timely escalation and resolution of alerts.
- Direct the 3rd-level support function, ensuring complex incidents and escalations are resolved quickly.
- Manage workflow scheduling, preventive maintenance cycles, monitoring schedules, and support priorities.
- Enforce adherence to LM standards, OHS regulations, SANRAL policies, and verification requirements.
- Provide consolidated performance reporting across workshop, monitoring, and support teams.
- Act as SANRAL’s technical representative in engagements with NRCS, SANAS, and external verification bodies, ensuring alignment with national standards and audit readiness.
- Take ownership of the RSS governance framework, including risk registers, audit outcomes, and continuous improvement initiatives to ensure operational resilience and regulatory compliance
Support and Compliance
- Drive adherence to verification body scope requirements and ICT governance frameworks.
- Develop, update, and implement processes, procedures, and technical documentation across all RSS functions.
- Approve and release changes, ensuring readiness and compliance for audits.
- Compile verification certificates, monitoring compliance reports, and technical support dashboards for management.
- Act as point of escalation for regulatory, technical, and customer-impacting issues.
Training and Knowledge Transfer
- Lead onboarding and induction of workshop, monitoring, and support staff.
- Mentor and coach team members on troubleshooting, monitoring, and compliance best practices.
- Conduct toolbox talks, refresher training, and cross-functional workshops to build capability.
- Promote continuous learning and skills development in alignment with evolving technology.
- Develop succession plans to ensure business continuity.
