Position Purpose
Provide technical leadership and direction within the depot and area of responsibility in the operation and maintenance of Rail network infrastructure to optimise Rail network availability and reliability according to the asset condition principles and technical & engineering principles.
Responsible for the management and implementation of Rail network maintenance standards, engineering principles, policies and service level agreements throughout the assigned geographical region and ensure compliance thereof to eliminate risks, incidents, and train delays.
Position Outputs
•Provide input to the senior management team on the strategic development and repositioning of the Rail network department based on the operational requirements and challenges experienced by depot and corridor as a whole.
•Develop and manage the implementation of the tactical operational and maintenance plans for all the Rail network equipment and assets within the depot based on the approved departmental plan, customer requirements in accordance to the Rail network engineering and maintenance standards and Rail Safety Regulator directives.
•Develop short and medium -term routine maintenance plans based on the asset condition, asset performance and fault history of all the assets per the safety, technical and legal standards and available budget. •Act as the interface between the technical office and the depot teams ensuring design development and technical issues are consistently addressed.
Lead the provision of expert technical and engineering input from a Rail network structure and systems perspective to support the approved integrated train services and infrastructure designs. •Manage the development of the Infrastructure life cycle plans for the depot to determine the remaining usable life of these assets, their suitability to the operations demands, available supply to ensure proper planning for the routine maintenance, upgrades, replacements and scrapping of assets where applicable. •Manage the implementation of approved Transnet Freight Rail policies, processes, standard operating procedures and other related Rail network interventions to ensure compliance and consistency across the organisation. •Responsible for the supply chain processes within the area of responsibility based on the assets validation as and when required in accordance with the organisation’s supply chain policies, procedures, approved budget and PFMA.
•Provide leadership, management and professional expertise in procurement, supply and sub-contract management including vendor management and contract management in line with the company policies and PFMA.
•Compile and manage operating budget for the department to ensure the programme is executed within the approved budget, manage annual cash flows and ensure the corporate governance requirements of Transnet are adhered.
Develop and manage the execution of a comprehensive disaster recovery plan for the geographical area during rail incidents/derailments/floods/ washaways or any incident that arise, to ensure that clearance of the disaster is done with minimum delays to the train service and also with sensitivity to the communities or external parties during this period.
•Manage the implementation of the audits and technical investigation findings to ensure compliance to business and operational processes, safety and quality standards.
Identify, assess and manage depot project wide design risks to ensure that projects are managed and implemented within the project specifications, budget and times.
•Develop a learning organisation through identification and effectively dealing with unsafe acts and conditions through behavioural checklist, conducting safety tours, and encouraging employees to learn from incidents and near misses
Qualifications and Experience
•BSC/ B-ENG/B-TECH in Civil, Electrical, Industrial, Mechanical and Telecommunications. •Must be eligible to be registered as a professional Engineer/Technologist with ECSA. •Minimum 10 years working experience railway environment. •Minimum 8 years as a maintenance Manager/production Manager/Technical support Manager /Maintenance Manager planning/Telecomms Manager. • Be in possession of a valid (Code EB ) driver’s license
